January 3, 2018 SUBJECT: Homeless Outreach Efforts Due to .Inclement Weather The purpose of this Letter to Commission is to advise the Mayor and Commission regarding the City's efforts to engage and shelter the homeless during the cold weather impacting South Florida. Tl1e Miami-Dade County Homeless Trust, the County's Continuum of Care lead agency, activated inclement weather precautions as of 1 Oam this morning. The notification is attached. Once activated, the weather precautions trigger homeless shelters to expand to emergency capacity. This action opened an additional 140 beds spread across several shelters including: Chapman Partnership North: 30 men, 20 women Chapman Partnership South: 20 men, 10 women The Salvation Army: 20 men, 10 women Miami Rescue Mission (Men): 15 men Camillus House Norwe{:Jian Cruise Line Campus: 15 men (mats) Homeless outreach staff began extended outreach this morning and have placed 11 people as of 2pm today. Staff will continue efforts under overtime conditions to continue outreach today and tomorrow. In addition, the police department will have placement privileges for any homeless person seeking shelter after hours. Memoran um Em All Outreach, Assessment and Placement (OAP) and Emergency Shelter Providers Miguel (Mike) Pimentel, Administrative Officer Ill Disaster Coordinator Miami-Dade County Homeless Trust 1/3/2018 Cold Weather Emergency Plans According to the National Weather Service Miami-South Florida, it is forecasted that Miami-Dade County will be experiencing temperatures as follows: Wednesday, January 3, 2018 mostly cloudy and slight chance of a rain shower. Low temperatures are expected in the upper 40s' F. On Thursday, January 4, 2017 mainly sunny sky with low temperatures expected in the lower 40s' F and Friday, January 5, 2018 it is forecasted to be sunny with low temperatures expected in the upper 40s' F. Please be advised that we will be in COLD WEATHER MODE effective Wednesday, January 3, 2018, 10 am until 10 am, Saturday, January 6, 2018. Also, note that our Executive Director, Victoria Mallette, has requested that all emergency guests brought in Friday through Sunday remain in shelter throughout the ~------\Jweekend, and be given the opportunity to continue receiving housing and services beyond the last day of cold weather mode as space permits. Please make all necessary arrangements to have outreach services provided for the days specified above. As a reminder, all Outreach telephones must be answered/manned while the offices are open.
