SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2016 -166 -KB, for
Design/Build Services for Right of Way Infrastructure Improvement Program for
Neighborhood No. 5: La Gorce Neighborhood( Phase II)
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2016 -166 -KB, which seeks to establish an agreement with a qualified firm(s)
for Design/Build Services for Right of Way Infrastructure Improvement Program for Neighborhood
No. 5: La Gorce Neighborhood.
On December 6, 2017, LTC # 583-2017, notified City Commission of the individuals appointed to
serve on the Evaluation Committee for this project. However, given the availability of Evaluation
Committee members, the intent to have resident representation, and the importance of including
staff members familiar with the project, I am now appointing an Evaluation Committee that will
include the following members:
• Eric Arencibia, Capital Projects Coordinator, Capital Improvement Projects Office, City of
Miami Beach
• Eugene Egemba, Civil Engineer III, Public Works Department, Engineering Division, Cityof
Miami Beach
• Jack Finglass, Resident, City of Miami Beach
• Rodney Knowles, Director, Public Works Department, Greenspace Division, City of Miami
Beach
• Joel Rattner, Resident, City of Miami Beach
• Jose Rivas, Civil Engineer III, Public Works Department, Engineering Division, City of
Miami Beach
• Margarita Wells, Environmental Resource Manager, Environment and Sustainability, City
of Miami Beach
I am also considering the following individuals as alternates:
• Parvesh Deonarinesingh, Civil Engineer I, Public Works Department, City of Miami Beach
• Thais Vieira, Senior Capital Projects Coordinator, City Manager's Office, City of Miami
