Morales, City Manager I, DATE: January 12, 2018 SUBJECT: Hispanic Affairs Committee The Purpose of this Letter to the Commission (LTC) is to inform the Commission of several Motions passed by the Hispanic Affairs Committee at their January 8, 2018 meeting. Members Present: Miguel Brizuela, Luz Angela Diaz, Alex Fernandez, Gabriel Paez, Ana Cecilia Velasco, Members Absent: Francis Trullenque MOTION: To urge the City Commission to adopt an Ordinance amending the composition of the Hispanic Affairs Committee to: 2 appointments by the Mayor 2 appointments by each City Commissioner 1 appointment by the Miami Beach Latin Chamber of Commerce. Motion entertained by Chairman Alex Fernandez Moved by Miguel Brizuela for the chair Seconded by Ceci Velasco Motion Adopted 5-0 by voice Absent: Francis Trullenque MOTION: To urge the City Commission to amend the Code of the City of Miami Beach regarding the Hispanic Affairs Committee: - Deleting the language granting the Chair of the Committee or the Chair's designee an ex - officio seat on the Community Relations Board, which has sunset. - Allow the Chair of the Committee or the Chair's designee to serve as an ex -officio member of the Miami Beach Human Rights Committee and as an ex -officio member of the proposed Elder Affairs Committee Motion entertained by Chairman Alex Fernandez Motion Made by: Miguel Brizuela Motion Seconded by: Gabriel Paez Motion Adopted 5-0 by voice Absent: Francis Trullenque MOTION: Creating two subcommittees of the Hispanic Affairs Committee: 1. Policy Sub Committee: tasked with reviewing agendas of the City Commission, Commission Committees, and other boards and committees of the City of Miami Beach, analyzing said legislation, and bringing to the Hispanic Affairs Committee recommendations on legislation and policy affecting the Hispanic community to be considered by the full membership of the Hispanic Affairs Committee. 2. Community Relations Sub Committee: tasked with working with staff on events related to the Hispanic Affairs Committee including Hispanic Heritage Month events and the Jose Marti event. Further tasked with seeking and creating opportunities to engage with the Hispanic community to better identify their needs and means by which to enhance their quality of life, safety, health, education, opportunities, and prosperity. All actions of the sub committees are not final until ratified by the full board of the Hispanic Affairs Committee unless a delegated authority has been granted. Motion Made by: Gabriel Paez Motion Seconded by: Miguel Brizuela Motion Adopted 5-0 by voice Absent: Francis Trullenque *Alex Fernandez did not accept the appointment to serve as Chair of the committee for a third consecutive term. MOTION: Nominating Ceci Velasco to serve as Chair of the Hispanic Affairs Committee. Motion Made by: Alex Fernandez Motion Seconded by: Angela Diaz Motion Adopted 5-0 by voice Absent: Francis Trullenque MOTION: Delegating to Ceci Velasco authority make any final decisions on behalf of the Hispanic Affairs Committee relating to the Jose Marti event.
