SUBJECT: Photo Red Light Camera update
This Letter to the Mayor and City Commission is to provide updated information on the
City of Miami Beach's Photo Red Light Camera Project.
Background:
In April 2010, the City of Miami Beach entered into a contract with Conduent State and
Local Solutions, Inc. (formerly known as Xerox State and Local Solutions, Inc.) to begin a
Photo Red Light (PRL) ticket enforcement program. A total of 10 cameras were located
throughout the City, from 17th Street in the South to 71st Street and Indian Creek in the
North. While some cameras were installed in 2010, the program only became fully
operational at 9 intersections in 2011.
The intent of the PRL program was to improve public safety by reducing motor vehicle
crashes at traffic signal intersections by holding red-light offenders accountable for their
violations. The Miami Beach Police Department currently manages the program and
monitors 10 cameras at 9 different intersections throughout the city.
Analysis:
Overall, there has been a reduction in accidents and a reduction in accidents with
injuries at the PRL intersections. The data also reveals that while the overall number of
accidents in our city has increased in recent years, the number of accidents at PRL
intersections continues to decrease.
Note:
In the later portion of 2013 and through 2014, the City experienced significant roadway
construction that added to congestion and greatly impacted driver behavior. The
intersection of 17th Street and Alton Road was particularly affected. For the 18 -month
period of construction in and around this PRL Intersection, there was a significant
increase in accidents that the Department believes was unrelated to the presence of
PRL cameras. Even given this anomaly, overall accidents and accidents with injuries
have decreased across the city under the PRL Program.

Please find attached a 5 year summary of the Red Light Camera Fund. The fund has
made money in the past which you can see on the "Net Income" line. There is currently
$1.37 million of available funds available. If the Fund were dissolved, my
recommendation would be to use the money for LPR's or Security Cameras.
Below are answers to additional questions regarding the funds from the Photo Red Light
Camera initiative:
How much does the vendor get?
The Vendor charges the following fixed and variable monthly fees:
• $3,555 per Fixed Location. The City of Miami Beach is being charged for 10
locations for a total monthly charge of $35,550
• $4.95 for each credit card payment processed. Approximately 80% of all violations
are paid via a credit card and incur the fee
• $3.81 for each certified mailing.
How much does the state get?
On each $158 violation, the State of FL received $83. It is allocated as follows:
• $70 General Fund
• $10 Department of Health Administrative Trust
• $3 Brain and Spinal Cord Injury Trust Fund
