7:55 p.m. Departed 9:23 p.m. Arrived for a complaint of loud music deriving from the roof top of
the Congress hotel. The music was unreasonably loud and excessive and could be heard from the
ground level from the rear of the property at 1020 Ocean Dr. and in Lumus Park. Once up on the
roof top lead up by congress security, CCO Enamorado and myself met and spoke with the bar
manager Mr. Ignacio Cardoso. While there we noticed DJ's on the roof top with a very large crowd.
After checking city records, the property currently stands on their third offense which carries a fine
of $2,000. The bar manager refused to sign and asked us to post the violation. As we were leaving
the location we noticed Mr. Earl Simmons also known as DMX exiting leaving the premises as
