Morales, City Manager DATE: February 7, 2019 SUBJECT: FORMALIZATION OF HOMEOWN` R AND NEIGHBORHOOD ASSOCIATION REGISTRATION This Letter to Commission (LTC) is to update you on the formalization of Homeowner and neighborhood Association registration, which was approved at the July 25, 2018 Commission meeting. The Marketing and Communications Department, alongside the City Clerk and IT departments, have created a homeowner/neighborhood association registry to formally recognize associations and maintain a comprehensive database of all registered groups, in an effort to better facilitate the greater exchange of information between the City and its diverse neighborhoods. When an association completes the online registration form on the City's website, a copy of the information will be sent to both the Marketing and Communications Department as well as the City Clerk's office. The Clerk's office will then input the completed form as well as the association's bylaws into Laserfiche. Through this registration process, the City will also assist in enrolling neighborhood associations to receive Resident's Right to Know Ordinance notices, which will keep groups abreast of the commission items being presented at every step of the policy making process. City staff will guide these groups through the enrollment process as well as how to use the platform to its fullest potential. This database will be updated regularly, and annual updates will also be requested from the associations as to any changes to their structure or membership. The registration form can be found on the `Neighborhood Associations' webpage on the Residents Portal of the city website. The Resident Portal also provides resources such as how to start a neighborhood association, information for condominium boards, and sample-by laws to fully equip these resident entities with the tools they need to be successful. This initiative will be communicated though various channels to ensure widespread reach among neighborhoods. E-mails to existing lists of association board members will be sent, along with social media postings on Nextdoor, Facebook and Twitter. The message will also be included in the City's bi weekly e-newsletters. The attached advertisement will be utilized through these communications portals.
