20 WHEREAS, Israel is a strong and trusted ally of the United States; and
21
22 WHEREAS, the City of Hallandale Beach is home to a large Jewish population
23 and shares democratic values and strategic interests with Israel and its people; and
24
25 WHEREAS, Airbnb, Inc. ("Airbnb"), is a privately held global company
26 headquartered in San Francisco, California, that operates an online platform through
27 which people can select lodging accommodations by choosing from among properties
28 listed on the platform; and
29
30 WHEREAS, Airbnb recently decided to remove from its platform all listings of
31 rentals in Israeli settlements in the disputed area commonly known as the West Bank,
32 while continuing to allow listings for properties in other portions of the disputed West Bank;
33 and
34
35 WHEREAS,while Airbnb has publicly stated that it rejects the Boycott, Divest, and
36 Sanction movement that shamefully seeks to delegitimize the state of Israel, Airbnb's
37 action in singling out disputed territory affecting Israel, and not applying the policy to other
38 disputed territories around the world, including Northern Cyprus, Tibet, and Western
39 Sahara, appears to belie and demonstrate the hypocrisy of Airbnb's action; and

42 WHEREAS,Airbnb also appears to allow on its platform the listing of properties in
43 countries led by oppressive regimes; and
44
45 WHEREAS, applying the ban to only Jewish-owned property in the disputed West
46 Bank raises the specter of religion-based discrimination, which has resulted in the filing of
47 at least one federal lawsuit accusing Airbnb of religious discrimination based on this recent
48 policy decision; and
49
50 WHEREAS, resolutions condemning Airbnb's action have been issued by various
51 local governments within Florida, including Broward County, Surfside, and the City of
52 Miami,and by other municipalities including Beverly Hills, California,which, in condemning
53 the Airbnb policy, stated that the policy demonstrates "hatred, prejudice, ignorance and
54 hypocrisy," and that "prejudice and discrimination based on religion have no place in our
55 . country and world;" and
56
57 WHEREAS, Florida Governor Ron DeSantis has condemned Airbnb's decision as
58 discriminatory, and the state is currently conducting a process to determine whether the
59 decision constitutes a boycott of the state of Israel that might subject Airbnb to inclusion
60 on the state's scrutinized vendor list; and
61
62 WHEREAS, the Mayor and City Commission wish to condemn Airbnb's actions as
63 discriminatory and hypocritical.

65 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
66 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

68 SECTION 1. Each of the above recitals are hereby incorporated herein.

70 SECTION 2. The Mayor and City Commission hereby condemn Airbnb's policy
71 as discriminatory and hypocritical, urge Airbnb to rescind this policy, and encourage the
72 state and federal governments to take all available action to penalize Airbnb, which will in
73 turn discourage entities from taking similar discriminatory actions in the future.

75 SECTION 3. To the full extent legally permissible, the City Commission hereby

76 determines that, for all travel arranged on or after February 1, 2019. City employees
77 traveling on public business shall not be reimbursed for their lodging expenses if the
78 lodging accommodations were booked on the Airbnb platform.

80 SECTION 4. The City Commission hereby directs the City Clerk to transmit a copy
81 of this Resolution to the President of the United States, to Governor DeSantis, to all
82 members of Broward County's congressional de|eggtion, and to all members of Broward
83 County's state legislative delegation. and any other appropriate entities

85 SECTION 5.This Resolution shall become effective immediately upon its adoption.

6 HUMAN TRAFFICKING; DIRECTING THE CLERK TO
7 PROVIDE A COPY OF THIS RESOLUTION TO THE
8 APPROPRIATE OFFICIALS; AND PROVIDING FOR AN
9 EFFECTIVE DATE.

11 WHEREAS, Human trafficking is a form of modern slavery that occurs in every
12 state, including Florida. Statistics rank Florida as the third highest trafficking destination
13 in the country, with half of all trafficking victims under the age of 18; and
14
15 WHEREAS, hotels and motels often profit from trafficking, since that's where it
16 often takes place; and
17
18 WHEREAS, State Senator Lauren Book has filed SB 540 to combat human
19 trafficking; and
20
21 WHEREAS, SB 540 would require that employees of a "public lodging
22 establishment" must undergo training to help identify, prevent, and report human
23 trafficking within 30 days of being hired. A code of conduct must also be implemented to
24 guide employees on how to handle suspected trafficking; and
25
26 WHEREAS, the bill would also require police recruits, during their academy
27 training, to be taught how to identify and investigate human trafficking, requiring recruits
28 to undergo a training course developed in consultation with the Department of Children
29 and Families (DCF); and
30
31 WHEREAS,the measure would also set up a registry of those found to be involved
32 in prostitution, including those convicted of solicitation. And DCF would be directed to
33 create a direct-support organization to aid trafficking victims; and
34
35 WHEREAS, the Mayor and City Commission wish to express their support for SB
36 540.

11 WHEREAS, female genital mutilation/cutting (FGM/C), involving partial or total
12 removal of the external genitals of girls and women for religious, cultural, or other
13 nonmedical reasons, has devastating immediate and long-term health and social effects,
14 especially related to childbirth; and
15
16 WHEREAS this type of violence against women violates women's human rights.
17 There are more than 3 million girls who are at risk of cutting/mutilation each year; and
18
19 WHEREAS, increasingly, policymakers, NGOs, and community leaders are
20 speaking out against this harmful traditional practice. As more information becomes
21 available about the practice, it is clear that FGM/C needs to be unmasked and challenged
22 around the world; and
23
24 WHEREAS, in 2013, there were up to 507,000 U.S. women and girls who had
25 undergone FGM/C or were at risk of the procedure, according to Population Reference
26 Bureau's data analysis; and
27
28 WHEREAS, girls under age 18 made up one-third of all females at risk of FGM/C
29 in 2013 in the United States; and
30
31 WHEREAS, most women and girls at risk of FGM/C are living in cities or suburbs
32 of large metropolitan areas. The South Florida area is among the 30 metropolitan areas
33 with the largest at-risk populations; and
34
35 WHEREAS, the number of women and girls at risk of FGM/C in the United States
36 is expected to increase in the future, as the foreign-born population increases; and
37

38 WHEREAS, Ending harmful practices against women and girls in developing
39 countries could have a measurable impact on the well-being of immigrant families around
40 thevvodd. and

42 WHEREAS, the Mayor and City Commission wish to condemn the practice of
43 female genital mutilation as harmful to the well-being of girls and families.

45 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY

13 WHEREAS, today, one in four families that rent in our country live a paycheck
14 away from homelessness, and more and more families can no longer afford safe places
15 to live; and

17 WHEREAS, current federal programs and funding for housing are not meeting the
18 growing demand; and

20 WHEREAS, even worse, lowering or maintaining level funding every year, when
21 not accounting for inflation, effectively reduces critical resources, shifting costs to already
22 burdened taxpayers and leading to even greater homelessness; and
23
24 WHEREAS, no one should have to choose between housing they cannot afford
25 and basic necessities like food and medication; and
26
27 WHEREAS, it is time for dramatic change in how this national crisis is addressed;
28 and
29
30 WHEREAS, the City of Hallandale Beach wishes to send a powerful message that
31 investing in existing and new housing programs benefits all of us; and
32
33 WHEREAS,we need to ignite a national conversation that reminds the nation that
34 affordable housing is pro-family, pro-jobs and pro-investment; and
35
36 WHEREAS,the private sector is a powerful partner that understands how investing
37 in our communities leads to economic growth, a stronger workforce, and stronger cities;

40 WHEREAS, the state and federal governments have a vital role in housing and
41 homeless assistance and must be a partner; and

43 WHEREAS, the proposals in the Administration's FY 2019 budget shifts
44 responsibility to local governments and taxpayers to meet the nation's needs while cutting
45 federal funding and reducing the federal role in housing; and
46
47 WHEREAS, the Mayor and City Commission wish to encourage the federal
48 government to increase funding for affordable housing to combat homelessness.

12 WHEREAS, there are 6,658 women incarcerated in state run prisons and 7,861
13. women incarcerated in county detention facilities; and
14
15 WHEREAS, women do not have control over their menstrual cycles and should
16 not have to pay for menstrual products while incarcerated. The average woman uses
17 approximately 20 tampons per cycle but incarcerated women in Florida report receiving
18 as few as 10 pads per month and one roll of toilet paper per week; and
19
20 WHEREAS, HB 49 and SB 332, entitled the"Dignity for Incarcerated Women Act"
21 require correctional facilities to provide incarcerated women with necessary feminine
22 hygiene products, including tampons, sanitary napkins, toothpaste, and no-lye soap at no
23 additional cost; and
24
25 WHEREAS, the proposal would also restrict male correctional facility employees
26 who work in women's facilities from conducting pat-down searches or body cavity
27 searches on incarcerated women or entering spaces where incarcerated women are in a
28 state of undress; and
29
30 WHEREAS, the bill is authored by Rep. Shevrin Jones, Rep. Amy Mercado,
31 Senator Jason Pizzo; and
32
33 WHEREAS, the Mayor and City Commission wish to express their support for HB
34 49 and SB 332, the Dignity for Incarcerated Women Act."
