WELLNESS CLINIC
Through the FY 2017/18 budget process, the City Commission approved a $250,000 grant for
the University of Miami ("UM") to provide public health services with the goal of reducing the
rate of new human immunodeficiency virus ("HIV") infections in Miami Beach. On July 13, 2018,
the City entered into a grant agreement with UM to provide pre-exposure prophylaxis ("PrEP")
and related services in a mobile clinic positioned outside the Hotel Gaythering (1409 Lincoln Rd,
Miami Beach, FL 33139).
UM encountered delays during the initial stages of program startup and implementation. Hiring
and training new staff, coordination among UM divisions and with community organizations,
securing auxiliary resources such as laboratory services, securing an appropriate parking
location for the mobile unit and other logistical issues related to initiating a new project caused a
delay to the program start date. To accommodate these issues, the contract was written with a
grant term of October 1, 2017 to September 30, 2019. UM initiated services to clients on
September 24, 2018.
The UM PrEP Mobile Wellness Clinic program is now underway, and UM has made progress
towards meeting the contract goals of the program. The first programmatic goal is that 250
participants will be enrolled for PrEP services within the first year. As of March 5, 2018, which is
close to the midpoint of the program, 77 participants are enrolled in PrEP services.
Additional programmatic goals include the following: 1) 80% of patients will be adherent to PrEP
medication schedule six months post commencing treatment; and, 2) 70% of patients will be
adherent to PrEP medication schedule one year post commencing treatment. The program is
still too early for the six month and one year evaluation for these two goals, however follow-up
appointments have been scheduled for participants starting at the end of March. To date, UM
has conducted outreach and education with 103 individuals. Of those, 89 have received
services, and as indicated previously, 77 participants are enrolled in PrEP services.
UM anticipates drawing down approximately 82% of grant funds, and meeting its contractual
target of 250 participants by the end of the contract term. UM has engaged with the community
and continues to identify new recruitment strategies to maintain and increase the rate of
participant enrollment.
