FROM THE JULIA TUTTLE CAUSEWAY TO THE NORTHBOUND 1-95
EXPRESS LANES.
On February 13, 2019, the City Commission unanimously passed Resolution No. 2019-30713,
urging the Florida Department of Transportation to expedite the planning and implementation of
projects to provide access from the Julia Tuttle Causeway to the Northbound 1-95 Express
Lanes, sponsored by Commissioner John Elizabeth Aleman.
See attached letter received by the City Clerk on March 14, 2019 from James Wolfe, District 6
Secretary for the Florida Department of Transportation, in response to this matter.

Dear Mr. Granado,
There are two current ongoing planning studies for the 1-95 Corridor and for the 1-195
Corridor that are looking at providing access to/from Miami Beach to the 1-95 Express
Lanes. For the ongoing 1-95 Corridor study, all alternatives provide for direct ingress
and egress to and from the express lanes (system to system) for Miami Beach; this is a
long-term improvement that will require reconstructing the 1-95/1-195 interchange. The
ongoing 1-195 study is examining the feasibility of providing indirect access to and from
the express lanes for Miami Beach by added Texas U-Turns on State Road (S.R.) 112
at NW 10 Avenue and NW 12 Avenue. It's important to note that the construction of the
Golden Glades Interchange northbound improvements to relieve the existing bottleneck
just north of NW 151 Street (in the vicinity of the express lanes egress) must be
completed before the indirect access to the express lanes is open to traffic.
Construction for the Golden Glades projects is scheduled to begin in 2021.
These capacity improvements will be included in the Miami-Dade Transportation
Planning Organization (TPO)'s 2045 Long Range Transportation Plan to the extent that
funding is available. Currently, only the 1-95 Project Development and Environmental
(PD&E) study is programmed in the Florida Department of Transportation (FDOT)'s 5
Year Work Program. FDOT District Six has created a new project number 445359-1 for
the design and construction phases for the Texas U-Turns on S.R. 112; the design
phase is planned to begin in the next 18 months. The project manager is Judy Solaun-

Staff from the City of Miami Beach have attended all the planning project advisory team
(PAT) meetings and participated actively in the planning process; they are aware of
