LTC 151-2019 MUNICIPAL PARKING LOT NO. P71 (46 STREET AND COLLINS AVE) MONTHLY PARKING PERMIT - HOSPITALITY INDUSTRY EMPLOYEES(9 MIAMI BEACH
OFFICE OF THE CITY MANAGER
151-2019 LETTER TO COMMISSION NO. LTC#
TO: Mayor Dan Gelber and Members o the City
FROM: Jimmy L. Morales, City Manager
DATE: March 15, 2019
SUBJECT: MUNICIPAL PARKING LOT NO. P71 (46TH STREET AND COLLINS AVE)
MONTHLY PARKING PERMIT-H SPITALITY INDUSTRY EMPLOYEES
The purpose of this LTC (Letter to Commission) is to provide an update regarding the
recent City Commission approved monthly parking permit rate of $100.00 for hospitality
industry employees at the subject parking lot.
As you may recall, last year the Mayor and Commission approved an ordinance
amendment setting a daily flat parking rate of $20 for non-residents and $6.00 for Miami
Beach residents, at the subject parking lot.
The City received feedback from area hotels, including the labor union that represents
employees from at least one hotel in the area, stating this increase would result in a
financial hardship to their membership, particularly those employees at entry level
positions/lower pay scales.
The Administration met with representatives from the hotels' management as well as the
union and formulated a plan to provide a variety of parking opportunities for their
employees, one of which was a $100.00 monthly parking permit at the subject lot. On
February 13, 2019, the Mayor and Commission approved the ordinance amendment
establishing the $100.00 monthly parking permit program.
Subsequently, the Administration held follow-up meetings with hotels' management and
union to discuss how to ensure employees on the lower end of the pay scales are to
have access to this monthly permit program. I am happy to report good faith efforts by all
involved resulted in an equitable and agreed upon process and distribution of monthly
parking permits. Those hotel employees have been processed for the monthly permit
program at the subject parking lot. The next step is for the hotels to provide employee
allocations for permitting at municipal parking facilities along the 41st Street and North
Collins Avenue corridors.
As such, please note the daily flat parking rates of $20.00 for non-residents and $6.00
for Miami Beach residents (with the option for residents to pay hourly at the pay stations
within the lot) will commence on Monday, March 18, 2019.
The Parking Department will continue to monitor utilization at the subject parking over
the next six months.
