BAY ROAD BETWEEN ALTON ROAD AND LA GORCE DRIVE/ PINE TREE DRIVE CIRCLE
The purpose of this Letter to Commission is to provide an update regarding the effort to underground the
utilities along Upper North Bay Rd, between Alton Rd and La Gorce Drive/ Pine Tree Drive Circle.
On March 13, 2019, city staff met with representatives of the Upper North Bay Road Neighborhood
Association to discuss the scope and agree upon project limits. The association's leadership provided
the attached map, which illustrates 173 properties that would partake in the undergrounding process.
The owners of these properties were surveyed through a preliminary funding petition vote that passed by
60.74% early this year and was presented to the Commission in January 2019.
The city met with FPL representatives to share the project scope and request a "ballpark" non-binding
cost estimate for the work. FPL furnished the requested estimate on April 24, 2019. The document was
then presented to the neighborhood association and is currently under review. Should the neighborhood
elect to pursue the undergrounding further, FPL will require a non-refundable deposit of $11,729.00 to
prepare a preliminary design and a binding cost estimate, which shall be valid for 180 days. In order to
proceed, the funding source of that deposit must be determined.
In addition to FPL's binding cost estimate, similar estimates will be required from other overhead
utilities in the neighborhood. Once the total project cost is finalized, the item can proceed through the
referendum process. The Commission will be kept informed as to when the referendum will take place.
