The purpose of the survey was to objectively assess satisfaction among residents with the delivery of city services and to gather input about priorities for the City. This is the second time ETC Institute administered a survey for the City of Miami Beach; previous surveys were conducted in 2005, 2007, 2009, 2012, 2014 and 2016. This report contains:  A summary of the methodology for administering the survey and major findings  Resident survey findings, including charts and graphs, overall trends, Importance- Satisfaction priorities analysis, benchmarking comparisons to other communities, and the survey instrument  Supplemental data from the resident survey, including GIS maps and crosstabulations, are published separately as Appendix A Methodology ETC Institute selected a random sample of households for the survey. The sample was address- based, and the households were selected at random from all known residential addresses in the City of Miami Beach. This method ensured that each household in the City had an equal probability of being selected for the survey. Survey packets were then mailed to each of the households selected for the random sample. The survey packets contained a cover letter, a copy of the survey, and a postage-paid, return envelope. 2019 City of Miami Beach Survey: Findings Report ETC Institute (2019) ii E X E C U T I V E S U M M A R Y A few days after the surveys were mailed, ETC Institute sent emails and placed phone calls to households in the random sample to encourage participation. The emails contained a link to the on-line version of the survey to make it easy for residents to complete the survey. To prevent the responses from people who were not part of the random sample from being blended with those who were selected for the random sample, everyone who completed the survey on-line was required to enter their home address prior to submitting the survey. ETC Institute then matched the addresses that were entered on-line with the addresses that were originally selected for the random sample. If the address from a survey completed on-line did not match one of the addresses selected for the random sample, the on-line survey was not counted as part of the random sample. A total of 1,324 residents from the random sample completed the survey: 851 were completed by mail, 411 on-line, and 62 by phone. The results for the random sample of 1,324 households have a 95% level of confidence with a precision rate of at least +/- 2.7%. The geographic and demographic composition of the random sample reflected the most recent Census estimates for the City’s population. The percentage of “don’t know” and “no opinion” responses has been excluded from graphs to facilitate valid comparisons to previous years and to other communities in ETC Institute’s national survey database. Location of Respondents To better understand how well services are being delivered in different parts of the City, the home and addresses of the respondents to the survey were geocoded. Resident Survey Map. The dots on the map on the following page show the distribution of survey respondents based on the location of their home. Appendix A-1 of the report contains maps that show how respondents in different areas of the survey rated a wide range of City services. 2019 City of Miami Beach Survey: Findings Report ETC Institute (2019) iii E X E C U T I V E S U M M A R Y MAJOR FINDINGS Miami Beach is Setting the Standard for Service Delivery/Public Engagement. The overall satisfaction with City services rated 19% above the national average, while the overall satisfaction with public engagement rated 29% above the national average. The City of Miami Beach is Moving in the Right Direction. The percentage of residents who would recommend the City as a place to live increased 10% from 2016. Seventy-nine percent (79%) of the residents surveyed were “very satisfied” or “satisfied” with the City of Miami Beach as a place to live; 79% were “very satisfied” or “satisfied” with the quality of life in the City, and 73% were “very satisfied” or “satisfied” with the overall image of the City. Residents were least satisfied with City regulation of commercial development (33% “very satisfied” or “satisfied”). OPPORTUNITIES FOR IMPROVEMENT In order to help the City identify opportunities for improvement, ETC Institute conducted an Importance-Satisfaction (I-S) Priorities Analysis. This analysis examined the importance that residents placed on each City service and the level of satisfaction with each service. By identifying services of high importance and low satisfaction, the analysis identified which services will have the most impact on overall satisfaction with City services in the future. If the City wants to improve its overall satisfaction rating, the City should prioritize improvements in services with the highest Importance-Satisfaction (I-S) ratings. Details regarding the methodology for the analysis are provided in the Importance-Satisfaction section of this report. When residents were asked to name the City services that were most important to provide, the sum of their top five choices included: o Police services o Cleanliness of neighborhood streets o Overall quality of the beaches o Condition of streets o Efforts to manage stormwater drainage/flooding For a more detailed analysis of specific departments, please refer to full report. How Miami Beach Compares to Other Communities Overall Satisfaction with Quality of Life. Residents of Miami Beach are generally satisfied with quality of life in the City: 79% were either “very satisfied” or “satisfied.” Satisfaction among residents is 3 points below the Florida average (82%), but is 4 points above the national average (75%). Satisfaction with Specific Areas. The City of Miami Beach rated at or above the Florida averages in 21 of the 35 areas that were assessed on the survey, and rated at or above the national average in 24 areas. Since 2016, satisfaction ratings increased or stayed the same for all 15 major services that were assessed. By emphasizing improvements in the areas listed above, the City of Miami Beach should be able to continue to improve levels of customer satisfaction in future years and increase satisfaction in areas where improvements are needed. I m p o r t a n c e ‐ S a t i s f a c t i o n   A n a l y s i s     Importance‐Satisfaction Analysis  Miami Beach, Florida Overview  Today, city officials have limited resources which need to be targeted to activities that are of  the most benefit to their citizens.  Two of the most important criteria for decision making are  (1) to target resources toward services of the highest importance to citizens; and (2) to target  resources toward those services where citizens are the least satisfied.  The Importance‐Satisfaction (IS) rating is a unique tool that allows public officials to better  understand both of these highly important decision making criteria for each of the services they  are  providing.    The  Importance‐Satisfaction  rating  is  based  on the  concept  that  cities  will  maximize overall citizen satisfaction by emphasizing improvements in those service categories  where the level of satisfaction is relatively low and the perceived importance of the service is  relatively high.  Methodology The rating is calculated by summing the percentage of responses for items selected as the first,  second, and third most important services for the City to emphasize over the next two years.  This sum is then multiplied by 1 minus the percentage of respondents that indicated they were  positively satisfied with the City's performance in the related area (the sum of the ratings of 3  and  4  on  a  4‐point  scale  excluding  “don't  know”  responses).    “Don't  know”  responses  are  excluded from the calculation to ensure that the satisfaction ratings among service categories  are comparable. [IS=Importance x (1‐Satisfaction)].  Example of the Calculation.  Respondents were asked to identify the major City services they  thought were the most important for the City to provide.  Approximately twenty‐six percent  (26.3%) selected “condition of streets” as one of the most important major City services for the With regard to satisfaction, 46.5% of the residents surveyed rated their overall satisfaction with  “condition of streets” as a “3” or a “4” on a 4‐point scale (where “4” means “excellent”).  The    I‐S rating for “condition of streets” was calculated by multiplying the sum of the most important  percentages by 1 minus the sum of the satisfaction percentages.  In this example, 26.3% was  multiplied by 53.5% (1‐0.465). This calculation yielded an I‐S rating of 0.1407, which ranked  second out of twenty‐eight major City services.  The maximum rating is 1.00 and would be achieved when 100% of the respondents select an  item as one of their top three choices to emphasize over the next two years and 0% indicate  that they are positively satisfied with the delivery of the service.  The  lowest  rating  is  0.00  and  could  be  achieved  under  either  one  o f  t h e  f o l l o w i n g  t w o   situations:  if 100% of the respondents were positively satisfied with the delivery of the service i f  n o n e  ( 0 % )  o f  t h e  r e s p o n d e n t s  s e l e c t e d  t h e  s e r v i c e  a s  o n e  o f Items in this area have a significant impact on the customer’s overall level of satisfaction.  The City should maintain (or slightly increase) emphasis on items in this area. Exceeding  Expectations  (below  average  importance  and  above  average satisfaction).   This area shows where the City is performing significantly better than customers expect the City to perform.  Items in this area do not significantly affect the overall level of satisfaction that residents have with City services.  The City should maintain (or slightly decrease) emphasis on items in this area. Opportunities for Improvement (above average importance and below average satisfaction).  T h i s  a r e a  s h o w s  w h e r e  t h e  C i t y  i s  n o t  p e r f o r m i n g  a s  w e l l  a s r e s i d e n t s  e x p e c t  t h e  C i t y  t o  p e r f o r m .   T h i s  a r e a  h a s  a  s i g n i f i cant  impact  on customer  satisfaction,  and  the  City  should  DEFINITELY  increase emphasis  on items in this area. Less Important (below average importance and below average satisfaction).
