The purpose of this Letter to Commission is to provide an update on the status of the tree
removals as part of the Flamingo Park Park-Wide Improvements Project.
On March 25, 2019, during the renovation of Flamingo Park, four Melaleuca quinquenervia trees
were removed without formally notifying the neighborhood. Following this incident and at the
request of the Flamingo Park Neighborhood Association, the city retained a registered consulting
arborist and certified arborist Jeff Shimonski (ISA License # FL-1052AM) with Tropical Designs
of Florida, Inc. to reassess the tree canopy in Flamingo Park. On April 28, 2019, Jeff Shimonski
completed a limited tree resource evaluation (Attachment A) and provided a validity and
taxonomic status report, which confirmed that the Melaleuca trees in the park are Melaleuca
quinquenervia, a prohibited non-native species.
The city has reviewed the report and below are the following actions:

the canopy of these trees have been removed, and fencing has been erected one and a
half times the radius of the height of the tree. The removal of these trees are part of the
existing tree permit UF2017-0195 and as such, canopy loss will be mitigated per permit
requirements.
• Tree 400, Melaleuca quinquenervia, is in moderate condition. The city has requested a

variance from Miami-Dade County to keep this tree due to its age, size and value to the
neighborhood (Attachment B).
• Tree 410 (Ficus benjamina) shall be removed due to the extensive decay identified in the
base and its close proximity to the baseball dugout. This area has been secured to protect
the public until the tree is removed Additional mitigation requirements associated with this
loss of canopy will be addressed in the permit modification.
• Tree preservation program tree tags shall be affixed this week to all canopy trees
scheduled for removal 30 days prior to this work being completed, which is anticipated to
start in the beginning of July .
• A new tree disposition and revised landscape plans illustrating new mitigation
requirements have been submitted and are being reviewed by Urban Forestry Division as
part of the required tree permit modification.

The City of Miami Beach is respectfully requesting a variance from Sec.24-49.9 of the County Code.
Flamingo Park, located at 11th Street & Jefferson Avenue, is currently undergoing a parkwide renovation.
As part of this improvement project, the City is seeking to preserve one Melaleuca quinquenervia tree
(Attachment A).
On March 25, during the renovation of Flamingo Park, four Melaleuca quinquenervia trees were removed
leading to significant outreach from our residents of the Flamingo Park Neighborhood. At the request of
the Flamingo Park Neighborhood Association, the City retained a registered Consulting Arborist and
Certified Arborist, Jeff Shimonski (ISA License # FL-1052AM) with Tropical Designs of Florida, Inc. to
reassess the tree canopy. On April 28, 2019, Jeff Shimonski completed a Limited Tree Resource
Evaluation (Attachment B).
Six out of the seven Melaleuca quinquenervia trees remaining have been identified by our consulting
arborist as needing immediate removal due to their current condition. However, one of the Melaleuca
quinquenervia is in moderate to good condition and the City is recommending that this tree be preserved.
Species location: Flamingo Park near 13th street and Meridian Avenue in Miami Beach(map attached).
Proximity of species to any environmentally sensitive areas: The subject tree in not within close
proximity of any environmentally sensitive areas.
Historic significance: The subject tree is within the Flamingo Neighborhood Historic District.
Proposed mitigation planting: The landscape improvements for this project include the additional
planting of over 45 large native species trees.

Summary
I performed a limited tree resource evaluation on the property located west of
Meridian Avenue and north of 11th Street also known as Flamingo Park in Miami
Beach on April 25, 2019. The approximate locations of these trees and palms
can be found on the schematic in Appendix B.
The evaluation in Appendix A includes tree and palm measurements, condition
rating and recommended radius of the tree protection zone (TPZ) for trees and
palms that are rated to be in poor condition on this site or may be affected by
proposed construction.
I rated the trees and palms in accordance with ANSI A300 (Part 5) — 2005, Annex
A, Management Report Information. Trees and palms are rated Good, Moderate
or Poor, see Appendix C. I recommend the removal of trees and palms that I
rate as Poor.
I also followed the Levels and Scope of Tree Risk Assessment from the ANSI
A300 Part 9- 2017: Levels of tree risk assessment; Level 1 limited visual tree risk
assessment, Level 2 basic tree risk assessment, and Level 3 advanced tree risk
assessment. The scope of this report/evaluation was limited to a Level 2
Assessment for all trees onsite.
To perform all measurements I used a forestry diameter measuring tape and a
measuring wheel. I rounded-off to the nearest inch when measuring trunk
diameter, heights and canopy diameters are approximate.
Protective barriers must be placed and maintained around remaining trees and
palms during construction. A schematic for tree protection during construction
from the Miami-Dade County Landscape Manuel can be found in Appendix D.
Appendix E contains the ANSI A300 definitions of Tree Protection Zone (TPZ)
and Critical Root Zone (CRZ). The TPZs that I have assigned to the trees and
palms on this site are sufficient to maintain CRZs for these trees and palms as
well as the TPZs. The TPZ and CRZ for trees and palms will be adjusted on the
sides that are adjacent to roadway with curbs and sidewalks, to the outer edges

of those curbs and sidewalks nearest the tree or palm. There is no adjustment
when asphalt without a concrete curb is adjacent to the tree or palm.
Some trees on this site have very restricted root plates and are not good
candidates for relocation.
Recommended immediate tree removal
I recommend the immediate removal of trees 296, 382, 385 & 399. Any benches
underneath the canopy of these trees should be removed immediately and
fencing to exclude pedestrians should go around these trees at a radius of one
and a half times the height of the individual trees.

Examples of suitability ratings
Good: These are trees with good health and structural stability that have the potential for
longevity at the site.
Moderate: Trees in this category have fair health and/or structural defects that may be
abated with treatment. Trees in this category require more intense management and

Poor: Trees in this category are in poor health or have significant defect s in structure that

ANSI A 300(Part 5)—2012 Management of Trees and Shrubs during Site Planning,Site Development
and Construction
Critical Root Zone(CRZ):The minimum volume of roots necessary to have for tree health and stability.
Tree Protection Zone(TPZ):The area surrounding a tree defined by a specified distance,in which
excavation and other construction—related activities should be avoided.The TPZ is variable
depending on species,factors,age and health of the plant,soil conditions,and proposed construction.
The zone may be accomplished by physical barriers or soil protection layers or treatments.
ANSI A300(Part 5)—2012 54.7
A tree protection zone(TPZ)shall be delineated around all trees to be protected during a project
• 54.7.1 The area and dimensions of the TPZ should be calculated on the basis of species
