SUBJECT: REQUEST FOR PROPOSALS (RFP) NO. 2019-100-KB FOR THE
DEVELOPMENT OF A MIXED-USE PROJECT WITH CULTURAL
COMPONENT
The purpose of this Letter to Commission is to provide a status update regarding Request
for Proposals (RFP) No. 2019-100-KB for Development of Mixed-Use Project with Cultural
Component.
At the May 8, 2019, the Mayor and City Commission directed staff to amend the RFP to
allow interested parties to submit proposals for projects that encompassed the current
Byron Carlyle Theater site and the adjacent P-80 parking lot, without being required to
also submit a proposal for a project on the Byron Carlyle Theater site only. The Mayor and
City Commission also directed staff to extend the deadline for submittal of proposals for
two weeks. As a result, the RFP was amended to allow for the approved site options and
to extend the proposal submittal deadline to June 14, 2019.
However, the Administration has received notification from at least one proposer that,
given the newly approved site options, the two week extension is insufficient to prepare
proposals. While further extending the proposal submittal deadline will delay a possible
award recommendation from July to September (since the City Commission is in recess
in August), the Administration believes that it would be prudent to extend the deadline if
there is the possibility that doing so could result in additional viable proposals being
received for this important project.
Accordingly, the deadline for the submittal of proposals for this project has been extended
until June 28, 2019. Please let me know if you have any questions.
