SUBJECT: CIP Monthly Construction Projects Update
Below please find the monthly update for active City of Miami Beach construction projects under
the purview of the Office of Capital Improvement Projects (CIP).
42"d Street Improvements
Scope: 42nd is a one-way, two lane corridor between Pine Tree Drive and Prairie
Avenue. Traffic studies confirmed that making this a two-way road will improve traffic,
and benefit safety, by providing signalized pedestrian crossings at the intersection of
Pine tree Drive and 42nd street. Existing traffic signals at the intersection of Pine Tree
Drive and 42nd street will be retrofitted to serve eastbound traffic.
Status: The project is 60% complete. The utilities conflict with the traffic signal has been
resolved and the installation is scheduled for mid-June. The tree removal permit has
been issued and the notification period is currently on going. The installation of the
drainage structures is continuing.
Anticipated Completion: July 2019
Altos Del Mar Park
Scope: Park Improvements include new landscape, irrigation, site lighting, sand
volleyball courts, walkways, terraced lawn, and new restroom building.
Status: The project is 85% complete. The irrigation is nearing completion and the
landscaping activity has commenced. Work on 76th Street has commenced. The
construction progress continues to suffer which is affecting the completion date.
Anticipated Completion: July 2019
Beach Lifeguard Towers Replacement
Scope: Construction of 35 lifeguard towers.
Status: Final two towers are being assembled at the 19th Street staging area. Punchlist
and close-out is ongoing.
Anticipated Completion: Spring 2019
Carl Fisher Clubhouse Restoration
Scope: Historical restoration of the Carl Fisher Clubhouse (interior and exterior) and
adjacent site and landscaping work. This project is part of the Convention Center
Renovation Project.
Status: The project is 30% complete. The contractor continues to perform structural
repairs and modifications and the electrical, mechanical and plumbing rough-in work is
ongoing.
Anticipated Completion: October 2019

Central Bayshore South Neighborhood Improvements
Scope: Neighborhood improvements bounded by 34th St. to the north, Pine Tree Dr. to
the east, 28 St. to the south, Prairie Ave to the west and Meridian Ave from 28 St. to
Dade Blvd.
Status: Water main installation is complete. Drainage design is currently at 75% and on
hold waiting for Commission directive, based on Jacobs Engineering's review of the
City's stormwater criteria and prioritization and sequencing of projects.
Anticipated Completion: TBD
Collins Park Parking Garage
Scope: Demolition of existing structure and construction of a new parking facility which
consists of a seven (7) level parking garage with 513 parking spaces and approximately
15,000 SF of retail spaces at the ground level. Liberty Avenue will be closed and used
for vehicular ingress and egress from 23rd Street to the Collins Park Garage. The
balance of the roadway (to 22nd Street) is planned as a pedestrian plaza with associated
amenities.
Status: Installation of the piles and footers is 70% complete and anticipated to be
completed in mid-June. Grade beams, well structures, trench drain system and
foundation systems are expected to be completed in mid-July. Installation of precast
structures expected to start end of July. The project has experienced delays associated
with County traffic permit reviews, the discovery of underground storage tanks, and
related DERM clean-up and dewatering requirements.
Anticipated Completion: May 2020
Convention Center Park (P-Lot)
Scope: A new 5.8-acre park, replacing the existing surface parking lot located across the
street from the newly renovated Convention Center. The park will include open lawn
spaces, shade areas, walkways, lighting, a veteran's plaza, a public restroom facility,
and a flexible area space.
Status: The project is 20% complete. The asphalt has been removed and the storm
drainage in the southeast quadrant has been installed. The contractor has commenced
layout and formwork of the foundations for exhibit tents and underground electric for the
exterior lights.
Anticipated Completion: October 2019
Flamingo Park Fitness Cluster
Scope: Constructing a new outdoor Fitness Area in Flamingo Park to include new ADA
accessible fitness equipment, new concrete pathways, a new canopy shade structure,
added lighting, as well as drainage, landscape and irrigation improvements.
Status: The project is 30% complete. The drainage, footings and the steel columns for
shade structure have been installed. The fitness equipment has been delivered to the
site.
Anticipated Completion: July 2019
Flamingo Park Handball Courts
Scope: Renovation of existing handball courts to include various electrical upgrades,
new general lighting, stucco repairs, court resurfacing, new frameless windows and
doors and new fencing and painting. The courts will also include seating areas and water
drinking fountains for players and visitors. As a result of community input and requests,
the project was split into two phases, in order to provide uninterrupted usage of the

courts.

Status: The project is 45% complete. The storm drainage installation is complete, and
sports lighting has been installed. Paint removal for the Joe Rubin building is complete.
During paint removal, it was discovered that large areas of stucco were delaminating or
failing. The project team is evaluating the condition of the stucco and substrate, in order
to determine a plan of action.
Anticipated Completion: October 2019
Flamingo Parkwide Improvements - Phase I
Scope: Park wide renovations to include landscape, irrigation & drainage improvements,
as well as addition and renovation of walkways and pedestrian lighting.
Status: The project is 25% complete. The storm drainage is currently being installed in
the areas adjacent to the east-west promenade. The electrical rough-in for pedestrian
lighting is being installed and the concrete bases for the lighting were fabricated and
delivered.
Anticipated Completion: August 2019
Middle Beach Recreational Corridor Ph. 2 — Section 2 (Beachwalk)
Scope: Construction of an on-grade paver pedestrian walkway, including turtle friendly
lighting, landscaping and irrigation, encompassing eight (8) City blocks from 46st to 53 st
Status: The project is 99% complete. The contractor is currently working to finish clean-
up and fence removal, ahead of the planned ribbon cutting ceremony.
Anticipated Completion: Ribbon Cutting scheduled for June 13, 2019
North Shore Bandshell Canopy
Scope: Design, manufacture and install a custom canopy at the North Beach Band Shell
facility. The area of coverage for the canopy is approximately 4,000 square feet.
Status: The 60% design documents were submitted on May 3, 2019. The project
received approval at the May 7, 2019 DRB meeting. The consultant is proceeding to the
90% construction documents submittal, currently scheduled for June 14, 2019. The
upcoming submittal will address DRB conditions and Planning Department concerns.
The anticipated construction start date is August 2019.
Anticipated Completion: November 2019
Palm & Hibiscus Island Neighborhood Improvements
Scope: Neighborhood improvements on Palm and Hibiscus Islands.
Status: The original contract scope of work is 95% complete. Additional scope of work
(generators and new drainage directive) resulted in an increase in the contract amount.
In order to complete the harmonization scope, the design-builder must first work with
DERM to complete the design and permitting of the additional drainage work. Based on
the new contract amount, the project is now 89% complete. FPL is working to energize
the pump station on Hibiscus Island. Design Builder is designing the three (3) generators
for the pump stations.
Anticipated Completion: September 2019
Stormwater Pump Station at 19th Street
Scope: Installation of a stormwater pump station, including an emergency generator and
seawall reconstruction along Collins Canal. Expansion of the Botanical Gardens to
Collins Canal. New seawall at the Carl Fisher Clubhouse.
Status: Construction of the Pump Station is complete. As the Class II permit is tied to the

completion of the Convention Center and the Park, the City is working closely with
DERM to obtain a partial closure of the permit, allowing the pump station to come online,
allowing sections of the system which are not affected by the Convention Center and the
Park to begin normal operations. Commencement of construction for the Carl Fisher
seawall is pending approval of the DERM permit. The Botanical Garden Expansion
Project is pending the ongoing removal of the existing power poles by FPL. Due to
delays in the permitting process, as well as the work required by FPL, the project
schedule has been affected.
Anticipated Completion: September 2019
Sunset Island 1 & 2 — Guardhouse
Scope: Renovation of the interior and exterior of the existing guardhouse and the
construction of a new guardhouse kiosk in the center of the entrance road on W. 29
Street.
Status: Notice to Proceed #1 was issued on April 30, 2019. Contractor completing
submittals required prior to the issuance of NTP 2, to commence construction. The
building permit, tree permit and Right of Way permits have been approved, and trees
have been tagged for removal.
Anticipated Completion: November 2019
Surface Parking Lot P2 — Nikki Beach (Penrods)
Scope: Reconstruction of the parking lot that includes landscaping, turtle friendly lighting,
improvements to storm water drainage, irrigation, paving and signage, and infrastructure
for future electric car charging stations.
Status: The project is 85% complete. The pervious concrete and asphalt paving (first lift)
has been installed throughout the entire parking lot. Light poles have been installed and
the installation of the fixtures is underway. The installation of the landscaping for phase 2
will commence upon the completion of the underground piping for the irrigation system,
currently underway.
Anticipated Completion: July 2019
Venetian Islands Neighborhood Improvements
Scope: Neighborhood improvements on San Marino, Dilido and Rivo Alto Islands.
Status: Project remains 97% complete. The roadway pavement is exhibiting signs of
premature failure due to a combination of improper base installation by the contractor,
and rising ground water levels. City and Consultant are currently reviewing and
negotiating additional services to include additional testing and an upgraded design for
the roadway. Utility companies are in the process of finalizing design for
undergrounding of utilities. Upon completion of design and approval by residents, utility
companies will provide binding cost estimate. Pending the timeline, both projects
(undergrounding and pavement repairs) may be combined into one contract. Pump
stations at North and South Rivo Alto are currently pending the installation of pumps.
FPL is working to energize transformers at both Rivo Alto pump stations.
Anticipated Completion: TBD
Venetian Islands Seawalls
Scope: This project entails seawall replacement, at two (2) locations consisting of
precast concrete bulkhead panels, king piles, batter piles and concrete cap; and seawall
cap raising at five (5) locations consisting in new concrete cap, batter piles and retaining
walls, at all locations within the Venetian Islands.
Status: The Building Department permit is pending. The Contractor is waiting on permit
to submit final schedule prior to issuance of the notice to proceed with construction. The

Consultant is working on DERM permit modification for seawalls.
Anticipated Completion: TBD
West Avenue Phase II Improvements - North of 14th Street
Scope: Neighborhood Right of Way improvements north of 14th Street to Lincoln Lane.
Status: Sewer plans are 90% complete, have been approved by City and are currently
being reviewed by the County for approval. Water plans are 90% complete, comments
are being addressed and plans will be re-submitted for final approval by the City, prior to
submitting to the County. Roadway plan concepts have been approved and are now
being developed to 60%. Preliminary drainage model prepared by Design-builder,
currently under review, indicates need to further evaluate storm drainage design.
Anticipated Completion: November 2022
West Avenue Phase II Improvements - South of 14th Street
Scope: Neighborhood Right of Way improvements south of 14th Street to 6th Street.
Status: Sewer plans are 90% complete, have been approved by City and are currently
being reviewed by the County for approval. Water plans are 90% complete, comments
are being addressed and plans will be re-submitted for final approval by the City, prior to
submitting to the County. Roadway plan concepts have been approved and are now
being developed to 60%. Preliminary drainage model prepared by Design-builder,
currently under review, indicates need to further evaluate storm drainage design.
