SUBJECT: PUBLIC WORKS PROJECTS UP ATE
The purpose of this Letter to Commission is to provide an update regarding the projects currently under
the auspices of the Public Works Department.
Indian Creek Drive Flooding Mitigation Project
The project will deliver vital improvements to the Indian Creek community by enhancing pedestrian safety
through new sidewalks, lighting and an expanded bicycle lane, as well as elevating the roads to mitigate
the flooding often experienced in the area. Additionally, new landscaping will further beautify the
neighborhood, while complementing the essential stormwater drainage improvements.
The City is currently in the process of selecting a contractor to begin the final construction phase of the
project(Phase III). The City received bids for Phase III on Tuesday, July 2, 2019. Upon review of the bids,
a contractor will be recommended for the project and the item will go to Commission for approval. The
project is expected to break ground in October 2019 and completion is anticipated in two years.
In the interim, the following improvements have been made to alleviate traffic congestion, address
pedestrian safety, enhance access to properties:
• Barriers have been removed in order to enhance access to properties; left-in and left-out turns
have also been restored. Collins Avenue between 24-26 and 28-29 streets has been paved.
• Two southbound lanes have been opened between 24-29 streets. On June 3, 2019, the
TPBPFC committee requested a second lane of traffic between 29-34 streets. The City is
evaluating the possibility of delivering upon this request and identifying the exact number of
street parking spaces that will be compromised. Approximately 28 street parking spaces are
expected to be lost if this request is satisfied. The City will survey residents to determine their
preference.
• The sidewalk along Collins Avenue between 24-26 streets has reopened to pedestrians with a
temporary pedestrian signal and crosswalk at 26 street.
• The bus stop at 29 street was relocated south to allow incoming traffic to shift to the east lane.
The City also received a request for a continuous share-use path along the entire Indian Creek corridor.
Upon evaluating the area, it was determined that this is not feasible, as there are six sections that do
not offer the 8' width with 2' safety buffers on either side that is required for such a path. Instead, the
City will provide an on-street expanded bike lane throughout the corridor. The landscaping architects
are currently drafting design concepts, which will be shared as soon as available.

Lincoln Court Pedestrian Bridge
The bridge will provide passage across the Collins Canal and connect the West Avenue and Sunset
Harbour neighborhoods. It will improve the general safety of pedestrians and enhance the resident's
experience by affording access to local businesses and parks.
The bridge's delivery date was delayed three-weeks by the manufacturer. Therefore, it is expected to
be completed and opened for public use by September 2019, after all safety checks are thoroughly
performed. Currently, the bridge is being fabricated and painted off-site and expected to beset in place
in early August. Once the bridge setting is complete, the ramps will be constructed to provide
pedestrian access. The City plans to conduct a ribbon cutting to commemorate its completion.

G.O. Bonds Street Pavement and Sidewalk Repair Programs
The City's first General Obligation Bond projects kicked-off on May 10 to restore streets and sidewalks,
and create a safer environment for pedestrians, cyclists and motorists. The "quick wins" street
pavement improvements along Meridian Avenue between 5 and 15 streets is on-track to be completed
within the next week. In July, contractors will continue to Biarritz Drive (between Rue Granville and
South Shore Drive) and then to Allison Island (Allison Road) on July 22, 2019.
Additionally, the "quick wins" sidewalk improvements in Mid Beach were completed at the end of June
and North Beach will be completed in July. Repairs in the South Beach area are ongoing. To learn

Central Bayshore Street Pavement Improvements
In mid-May, the City completed this 2.5-week street asphalt resurfacing project in the Central Bayshore
South Neighborhood to improve road conditions and properly re-stripe. Access to properties was
maintained for residents throughout the duration of the project. Several residents have approached the
team to express gratitude for the improvements.
The following streets were resurfaced in accordance with the areas outlined in Resolution 2019-30705:
• Sheridan Avenue from 28-30 streets
• Royal Palm Avenue from 29-34 streets
• 29 street from Royal Palm to Prairie Avenue
• 31 street from Sheridan Avenue to Prairie Avenue
• 28 street from Prairie Avenue to Sheridan Avenue

Citywide Smart Lighting Standards Project
Johnson Controls has been contracted to devise the City's official smart lighting standards, which will
serve as a guide to enhance our community and tourist experiences by considering appropriate
illumination, safety issues, long distance visual cues, advanced technology, environmental conditions,
and maintenance.
The lighting standards will also take into account community desires and resident concerns with respects
to lighting. As part of the project scope, the team will conduct a series of meetings during the month of
July in the South, Mid, and North Beach areas of the City, where community representatives will discuss
the lighting elements under consideration with professionals in the areas of environmental, crime, historic
preservation and FDOT. The outcomes of these meetings will be communicated to commission in early
August through an LTC. After an in-depth technical review, the preliminary lighting strategy will be
presented to the community through two public meetings, where additional feedback will be gathered,
documented and incorporated into the standards. With all feedback in-hand, Johnson Controls and Public
Works staff will present the details of the item at a future commission meeting. The standards will guide
the creation of a formal smart lighting masterplan for the City.
11th Street Flamingo Park Neighborhood Phase II
The project is almost complete! Between June 24-28, the final item in the project scope was installed —
a traffic signal on the intersection of 11 street and Pennsylvania Avenue. The light will become
operational after it is inspected and approved by Miami Dade County and FPL, which is expected to
take place by the end of July. This project consisted of extensive improvements to water, sewer and
drainage systems, new street light, roadway elevation and paving, street markings and signage, and
swale harmonization on 11 street, from Alton Road to Jefferson Court, and from Pennsylvania Court to
Washington Avenue. The area also benefited from beautification landscaping.
