According to the City of Miami Beach 2019 Resident Survey results, cleanliness of neighborhood streets
was identified as a top priority. Overall, 11.5% of those surveyed indicated this City service as most
important and in need of improvement. With 69% of residents satisfied or very satisfied with current
services provided, the Administration is preparing to do better.
Street sweeping and hand crews are one of the most visible aspects of the Sanitation Division for
residents and the visiting public. Clean streets and gutters deliver much more than a welcoming and
sanitary appearance for the City. Properly cleaned roads help reduce traffic accidents and air pollution
caused by fine dust particles; reduce health hazards related to dust and ensure trash doesn't become a
refuge for insects and rodents; prevent the accumulation of debris in catch basins and drainage ditches
and reduces the amount of sedimentation discharged into waterways, particularly Biscayne Bay. The
Sanitation Division is responsible for keeping over 150 miles of roadways clean.
In order to address the second most important item to residents as captured in the 2019 City of Miami
Beach Resident Survey, the City is rolling out a pilot Alternate Side Parking (ASP) initiative. Through
the ASP, one side of the street in designated blocks will be vacant of vehicles during a short period of
time on a specific day of the week, thus enabling sweeper trucks complete access to curbs and gutters
to effectively:
• Clean areas that are always obstructed by parked vehicles
• Allow crews to move into an area unimpeded and swiftly clean the vacated areas
• Cause less noise and dust from relying solely on leaf blowing teams, thanks to the absence of
parked vehicles
• Assist with better water quality and reduce the risk of flood waters during heavy rains
• Be more efficient with labor cost by incorporating street sweepers in areas that had historically
had to rely on hand crews
There are many cities and towns throughout the United States that participate in similar ASP programs,
and the City of Miami Beach will be rolling out this program July 15, 2019 in North Beach. The Flamingo
area is anticipated to begin the following week. Parking restrictions will be put in place between 9:00
am and 12:00 pm on specific weekdays to allow proper street sweeping and removal of debris. The
program is designed to only affect parking on alternate sides of the streets, in order to allow residents
to continue parking in their respective neighborhoods. The minor inconvenience will have a significant
impact on the City's ability to reduce dust and noise, improve water quality in Biscayne Bay, and
improve the quality of life for our residents.

The attached maps show the two areas that have been identified in the Flamingo and North Beach
areas. These areas have many parked vehicles, high foot traffic, and lots of vegetation that falls from
the trees. The program was well researched and analyzed to avoid peak travel times for resident
parking and high traffic areas, such as school zones. Another consideration when selecting areas was
the availability of other parking options.
The Sanitation Division is an Enterprise Fund that is running at a slight fiscal deficit and is in the
process of a zero-based budgeting exercise. This exercise will identify unproductive costs and allow
those savings to be taken to the bottom line or redirected to more productive areas that will drive future
growth. The ASP will alleviate the need for extensive manpower with street sweeping and the division
will be able disperse personnel to other these types of growing areas. The Sanitation Division has
recently undertaken additional areas of service including, the newly created miles of Beach Walk, as
well as the future miles that are planned to soon open and the 1100 block of Lincoln Road. The
Sanitation Division is constantly expanding its offerings to other areas, such as conducting pressure
washing and doggie bag services.
The City is taking extensive steps to share details about the program with residents. Two advisories are
being shared on the City's social channels prior to the implementation of the program, including the
popular Facebook page, as well as the highly-targeted Next Door app, which provides hyper local
information to residents in a specific geographic area. Additionally, signage is being prominently
displayed in all affected streets and the advisory will be posted in high-traffic community locations within
the designated cleaning areas. Upon the program kickoff, photos will also be posted on social media to
generate further awareness of the ongoing effort.
The ASP also provides additional opportunities to better serve the neighborhoods. By allowing one side
of the street to be void of parked cars for a scheduled period of time, other disciplines within Public
Works can mobilize to trim trees around street lights, fix sunken utility trenches, repair sidewalks, etc.
