The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2019-242-ND, which seeks to obtain qualifications from individuals, firms, teams,
or consultants, who demonstrate experience in projects of a similar type, size, and complexity to provide
architectural and engineering services for the space planning and renovation of the MBPD headquarters
building. On June 5, 2019, the City Commission approved the issuance of the RFQ that included the
Evaluation Committee members appointed by the City Manager. However, the original members
representing the Police Department are no longer able to participate on the Evaluation Committee. In order
to assure that Evaluation Committee includes Police Department representation, I am considering appointing
the following individual to serve on the Evaluation Committee to replace the previously appointed Police
Department representatives:
• Alejandro Bello, Police Sergeant, Police Department, City of Miami Beach
• Richard Clements, Chief of Police, Police Department, City of Miami Beach
• Jay Fink, Assistant Director, Public Works Department, City of Miami Beach
• Francisco Garcia, Senior Facilities Capital Projects Coordinator, Property Management
Department, City of Miami Beach
• Ariel Guitian, Senior Projects Coordinator, Office of Capital Improvements, City of Miami Beach
• Flavia Tonioli, Environmental Resiliency Manger, Environment & Sustainability Department, City
of Miami Beach
I am also considering the following individuals as alternates:
• Maria Cerna, Division Director, The Office of Capital Improvement Projects, City of Miami Beach
• David Gomez, Division Director, Office of Capital Improvements, City of Miami Beach
• Carmen Sanchez, Planning Department Deputy Director, Planning Department, City of Miami
