SUBJECT: FY 19/20 North Beach Programming
The purpose of this Letter to the Commission ("LTC") is to inform the Mayor and City
Commission of the city sponsored programming for North Beach from October 2019 -
May 2020.
The City had been working with a third party supplier to produce Friday Night Live and
Food Trucks as part of the city sponsored programming in North Beach, and we had
received feedback that the programs had been going on for a long time and perhaps it
was time to look at updating our programmatic offerings.
The Tourism and Culture department, along with the Marketing and Communications
department, put together an RFLI that encompassed what we felt needed to be-captured
as part of this community initiative (physical North Beach location, utilizing local
businesses, etc.).
On Jun 4, 2019, the Tourism and Culture department released an RFLI for Programming
for "Friday Night Live and Food Trucks" based on the existing budget of $55,000.00 and
received only one bid that did not meet the minimum requirements of the RFLI (only bid
on half of the events for the full budget), each only addressing one event. The fe·edback
shared from multiple companies was that the budget was not workable for the outlined
request.
Upon the feedback received pertaining to the budget, the City decided to invest an
additional $20,000 into the program, sourcing the funds from the remainder of the Rue
Vendome grant allotments, which brought the total budget to $75,000 for a monthly event
from October 2019 -May 2020.
On July 2, 2019, the City released a second RFLI reflecting the updated budget, with a
submission deadline of July 19, 2019. The administration received three (3) bids from
Prism Creative Group, KCC Productions and the Rhythm Foundation.
Members from the Tourism and Culture and Marketing and Communications departments
adjudicated the submissions and felt that two submissions warranted equal focus -Prism
Creative Group and The Rhythm Foundation.
The administration went back to both producers to ask for details on budgets, timelines,

and event offerings and confirmed that the following recommendation was feasible for
both entities, and recommends the following award recommendations:
PRISM CREATIVE GROUP:
Fall Pumpkin Festival-October 2019
Milonga at the Fountain-December 2019
Sunset Beach Volleyball & BBQ -January 2020
Full Moon Drum Circle -April 2020
Total Budget-$44.500.00
THE RYTHYM FOUNDATION:
Norlh Beach Social-November, February, March, May 2020.
This concept centers around a pop up 'North Beach Food Hall' to be held at the North
Beach Bandshell, where a local Miami Beach restaurant(s) and Chef(s) will be featured,
which will give residents the opportunity to try different culinary offerings. Programming
will also include local bands and youth musicians, all taking place around large, communal
dining tables.
Total Budget-$30.500.00
The administration felt that splitting the award in this way gave the community the best
offerings and allowed the use of multiple areas including Rue Vendome, the North Beach
Bandshell, and the beach area behind the Unidad Center. The administration has spoken
with various North Beach stakeholders, who have approved of this approach.
The administration did not recommend moving forward with the third submission, as it
lacked the details and clarity to fully understand location, budget, and approach.
