The purpose of this Letter to Commission is to provide an update on the progress and community
outreach conducted as part of the City's Lighting Standards Project.
The project consultant, Johnson Controls Inc. (JCI), and the Public Works Department initiated project
efforts in early 2019 and have made significant headway toward finalizing recommendations for
citywide lighting standards. In March 2019, JCI conducted an ideation session with City of Miami Beach
department representatives and members of the Miami Beach Police to shape the purpose of the
project and gather initial feedback. The team then proceeded with an Urban Lighting inventory where
JCI captured data in 11 different zones about more than 9,000 City-owned street lighting fixtures. These
areas included commercial, residential, entertainment, beaches and parks.
In July 2019, JCI and the Public Works Department conducted a series of stakeholder briefings with
various groups to explain the need of the study and capture the primary areas of importance as it
relates to lighting. Targeted stakeholders included: neighborhood association leadership in the North,
Middle and South Beach areas, crime groups and Miami Beach Police, environmental groups, historic
preservation groups, the Florida Department of Transportation, and Miami-Dade County Department of
Transportation and Public Works (DTPW).
The following topics were discussed and prioritized in this order:
• Safety/Security
• Correlated Color Temperature (CCT)
• Color Rendering Index (CRI)
• Branding (light fixture aesthetics)
• Energy Reduction
• Smart City Technology— Internet of things (loT)
• Adaptive controls
• Wildlife
• Sky Glow/Light Trespass
After the presentation, participants were asked to complete a priority matrix indicating the items most
important to them. Safety/security and energy reduction as it pertains to lighting were the most
important topics identified by participants; CCT, CRI, Branding, loT, Adaptive Controls, Wildlife,
Skyglow and Light Trespass were secondary. Please review the complete presentation, priority

The project team has evaluated initial stakeholder feedback and will now engage the general public by
presenting the initial findings during two public meetings, which will take place on September 12, 2019
at the North Shore Park and Youth Center at 6 pm, and on September 18, 2019 at the Miami Beach
Regional Library at 6 pm.
Attendees will learn more about the lighting standards project and have the opportunity to offer
feedback about the topic, as well as prioritize the various areas of concern regarding lighting. The
project aims to develop standards zone-by-zone upon evaluation of technical findings and stakeholder
feedback. The overall citywide lighting standards recommendations will be offered to commission in
October 2019.
The public meetings have been publicized in the newspaper, through the City's social channels, on the
City's website, as well as through email notifications to existing databased and neighborhood
association contacts. Please reference the attached project timeline for execution details.
