Bond Program-Project I plementation Update No.4 The purpose of this Letter to the Commission ("LTC") is to advise you on the status of the implementation of the 38 General Obligation Bond (G .O. Bond) Projects approved by the City Commission for the first tranche of funding (Tranche 1) in the amount of $152,466,449 including issuance costs . The Admin istration continues to meet monthly with the G.O . Bond Oversight Committee (the "Committee") to provide project updates and discuss other Committee business . Two meetings have taken place since the last LTC update. Refer to Exhibit A and Exhibit A 1 for the meeting agendas which took place on September 19, 2019 and October 17, 2019. IMPLEMENTATION STATUS Project Dashboard and Program Progress Report On September 25th, 2019 , the G .O . Bond team formally launched its new Project Dashboard "Dashboard" and scorecard on the website-wwww.GOMBINFO.com , via LTC #517-2019 . The Dashboard provides visuals and analytics of all G.O . Bond projects , including scheduling, budget progress and status . It is an interactive open data system that shows real-time program progress and expense information. On the new website tab "projects", at GOMBINFO.com/projects , there is also a fuii"Dashboard Resource Bank" that includes a "Glossary of Terms", "Project Photos" and more. These website additions were produced after gathering Committee and community input, taking their suggestions into account. The project Dashboard also generates a daily progress report that gets automatically posted to the website every morning in a PDF format. The progress report indicates the same proj ect activity reported on the Dashboard and includes a project list which shows projects by Completed , Active , Pending & Future status with an individual summary sheet fo r every project and sub-project. As of October 17th, 2019 , a t otal of 28 out of 57 G.O. Bond projects are in some form of "Active " status and 1 project is completed. Approximately $23 million dolla rs have been spent and/or are encumbered . A condensed version of the report , showing only Active projects , is attached as Exhibit B. Quick Wins All quick win projects rema in on budget and on schedule to be completed by June 2020 . The Middle Beach Beachwalk is a more involved project and is estimated to be completed by January 2021 , however port ions of the project w ill be completed in phases prior to that date. As of G. 0. Fire Station No. 1 On October 8, 2019, City staff presented the South Shore Community Center site on 6th street (6th street complex) as the preferred site of the City as a discussion item to the Historic Preservation Board (HPB). The HPB heard the item and provided feedback to the administration. The HPB also requested additional information from Planning staff regarding the history and architectural characteristics of the building. Staff will be presenting the additional requested information to HPB at their December 9th HPB meeting. In light of the proposed and possible relocation of Fire Station No. 1 to the 6th street complex site, the Administration is requesting a dual referral to the Neighborhood/Community Affairs Committee and the Finance and Citywide Projects Committee to discuss the renovation of the G. 0. Bond Program -Project Implementation Update No. 4 October 24, 2019 Page 3 of4 old Fire Station back to its original Morris Lapidus design, and, furthermore, the possible relocation of some entities which would be displaced by the conversion of the 6th street complex into the future facility. This would not be a G.O. Bond funded project but is being recommended to both Committees as part of an overall plan to preserve andre-purpose the existing fire station. The referral is on the October 30th Commission Agenda. Other Major Tranche 1 Projects: #1 72nd Community Complex-$10,800,000 for Tranche 1 • Status: Development of the Design Criteria Package (DCP) has commenced. The DCP is expected to be completed and ready for Design-Builder advertisement in January 2020. On October 16, 2019 Commission approved the payment to FP&L for the design and binding cost estimate to relocate the FP&L transmission lines currently bisecting the site. • Anticipated Completion: 2023 #15 PAR 3 I Community Park-$15,700,000 • Status: The design documents are at 90% phase and the project team has been working with Miami-Dade County Department of Regulatory and Economic Resources (DERM) in the design and implementation of the sustainable and resilient approaches in the park. One of the approaches consists of conveyance and storage of the stormwater in the central lake at the park. Due to the contamination related to the historical use of this park as a golf course there have been some challenges posed by DERM to the original concepts. The project team will continue coordinating with DERM to develop a resiliency concept that includes a gravity well system to address the neighborhood's stormwater runoff. This additional request has affected the anticipated milestones and will delay the previously projected completion timelines. • Anticipated Completion: To be determined once an agreement is reached with DERM. #23 Baywalk Pedestrian Bridge-$10,000,000 • Status: Design is 95% complete. Design of the exterior element was approved by the Design Review Board in September. The project is currently in for permitting at FOOT and the City of Miami Beach. • Anticipated Completion: Summer 2020. #10 Maurice Gibb Park-$3,300,000 • Status: The Design is 60% complete. The permit process with the Army Corps of Engineers, FDEP and Miami Dade County DERM has been initiated. • Anticipated Completion: Spring 2022. #48 Police Headquarter Improvements-$4,000.000 in Tranche 1 • Status: AlE Fee Proposal was received from Leo A. Daly Architecture on 10/18/19. The Property Management Team is vetting the proposal and scheduling a meeting with the design team. • Anticipated Completion: 2028. ART IN PUBLIC PLACES {AiPP) FOR G.O. BOND PROJECTS On September 11, 2019, the City Commission approved Resolution No. 2019-30983 adopting an amendment to the City's AiPP ordinance which exempts some G.O. Bond projects at the recommendation of the G.O. Bond Committee and the Administration. The G.O. Bond Committee was advised of the approval at the September 19th Committee meeting. COMMUNITY INFORMATION AND OUTREACH The summer concluded with a well-attended ribbon-cutting ceremony to celebrate the first of all 57 G.O. Bond projects to reach 100% completion -Polo Park. Earlier this month, a milestone event was celebrated at SoundScape Park for the first-ever WALLCAST concert to be showcased in 4K Technology, which was funded by the G.O. Bond. In a 4-minute introductory G. 0. Bond Program -Project Implementation Update No. 4 October 24, 2019 Page 4 of4 opener, the Mayor addressed residents on-screen to announce the incredible milestone for arts & culture and the importance of the resident-supported G.O. Bond Program. Regular communication is kept-up with neighborhood associations and other community groups. These groups are constantly encouraged to attend G.O. Bond Oversight Committee meetings. In addition, the G.O. Bond Program team is working with the HOA President's on an idea to begin a "GOB Roadshow" in January where each HOA meeting would receive a custom presentation on the website and program Dashboard, followed by an in-depth discussion on the projects happening in their area. In addition, construction notices have continued to go to resident doors and email addresses to inform them of upcoming construction disruption and GO Bond-branded signage has continued to be produced and displayed. All program updates, construction notices, press releases and multimedia postings have also been shared to the public through the City's social media outlets, the G.O. Bond website, constant contact and direct communications. See attached Exhibit D for a summary overview.
