SUBJECT: CIP Monthly Construction Projec
Below please find the monthly update for activ ity of Miami Beach construction projects under
the purview of the Office of Capital Improvement Projects (CIP).
42"d Street Improvements
Scope: 42 Street is a one-way, two lane corridors between Pine Tree Drive and Prairie
Avenue. Traffic studies confirmed that making this a two-way road will improve traffic, and
benefit safety, by providing signalized pedestrian crossings at the intersection of Pine tree
Drive and 42 Street. Existing traffic signals at the intersection of Pine Tree Drive and 42
Street will be retrofitted to serve eastbound traffic.
Status: Traffic Signalization and street improvements are complete. Landscaping is
complete. The intersection of Pine Tree Drive and 42 Street is operational.
Anticipated Completion: Project is substantially complete.
Altos Del Mar Park
Scope: Park Improvements include new landscape, irrigation, site lighting, sand volleyball
courts, walkways, terraced lawn, and new restroom building.
Status: Project is 98% complete. Final inspections are ongoing. Ribbon cutting held on
October 29, 2019.
Anticipated Completion: Complete
Carl Fisher Clubhouse Restoration
Scope: Historical restoration of the Carl Fisher Clubhouse (interior and exterior) and
adjacent site and landscaping work. This project is part of the Convention Center
Renovation Project.
Status: The contractor is working to complete the electrical, mechanical, and plumbing
rough-in work, and structural repairs. The interior framing is also approaching completion.
The construction progress was delayed slightly due to structural modifications to building
openings required to accommodate the new windows and doors.
Anticipated Completion: November 2019

Central Bayshore South Neighborhood Improvements
Scope: Neighborhood improvements bounded by 34 Street to the north, Pine Tree Drive
to the east, 28 Street to the south, Prairie Ave to the West Ave and Meridian Ave from 28
Street to Dade Blvd.
Status: Project is on hold waiting for Commission directive, based on Jacobs Engineering's
review of the City's stormwater criteria, prioritization and sequencing of projects.
Anticipated Completion: TBD
Collins Park Parking Garage
Scope: Demolition of existing structure and construction of a new parking facility which
consists of a seven (7) level parking garage with 513 parking spaces and approximately
15,000 SF of retail spaces at the ground level. Liberty Avenue will be closed and used for
vehicular ingress and egress from 23 Street to the Collins Park Garage. The balance of
the roadway (to 22 Street) is planned as a pedestrian plaza with associated amenities.
Status: The installation of precast structures is 75% complete. Work on Liberty Avenue
continues and remains closed to vehicular and pedestrian access. Installation of drainage
and infrastructure has commenced and is expected to be completed in November 2019.
Maintenance of Traffic (MOT) for the installation of the water main on Park Avenue and
23 Street has been approved. City staff is coordinating with the stakeholders prior to
mobilization on Park Avenue.
Anticipated Completion: May 2020
Convention Center Park (P-Lot)
Scope: A new 5.8-acre park, replacing the existing surface parking lot located across the
street from the newly renovated Convention Center. The park will include open lawn
spaces, shade areas, walkways, lighting, a veteran's plaza, a public restroom facility, and
a flexible area space.
Status: Park is currently 80% complete. Contractor continues pouring concrete walkways
and performing final grading. Site light installation is complete, and installation of electrical
wiring is ongoing. Topsoil delivery and spreading is nearing completion and landscape
installation, including sod and trees, has commenced.
Anticipated Completion: October 2019
Flamingo Park Fitness Cluster
Scope: Constructing a new outdoor Fitness Area in Flamingo Park to include new ADA
accessible fitness equipment, new concrete pathways, a new canopy shade structure,
added lighting, as well as drainage, landscape and irrigation improvements.
Status: Construction completed, Ribbon cutting ceremony was held on September 24,
2019.
Anticipated Completion: Complete

Flamingo Park Handball Courts
Scope: Renovation of existing handball courts to include various electrical upgrades, new
general lighting, stucco repairs, court resurfacing, new frameless windows and doors and
new fencing and painting. The courts will also include seating areas and water drinking
fountains for players and visitors. As a result of community input and requests, the project
was split into two phases, in order to provide uninterrupted usage of the courts.
Status: The project's consultant has met with various contractors and specialty material
manufacturers to determine the most effective resolution to the stucco failures. Upon
completion of evaluation, the consultant will recommend the most cost-effective solution,
and the project will be able to proceed with the stucco remediation. Windows have been
delivered and contractor has completed paint removal.
Anticipated Completion: May/June 2020 (Contingent on resolution of stucco remediation)
Flamingo Parkwide Improvements -Phase I
Scope: Park wide renovations to include landscape, irrigation & drainage improvements,
as well as addition and renovation of walkways and pedestrian lighting.
Status: Pedestrian light poles and concrete walkways completed. Irrigation completed.
Topsoil and planting installation underway.
Anticipated Completion: November 2019
North Shore Bandshell Canopy
Scope: Design, manufacture and install a custom canopy at the North Beach Band Shell
facility. The area of coverage for the canopy is approximately 4,000 square feet.
Status: Construction started September 4, 2019. While the project was scheduled to be
completed prior to the start of scheduled Rhythm Foundation and City activities, delays in
permitting and structural evaluations require that the work be performed in two phases.
Partial installation of the drainage systems has been completed. Phase 1, for the
installation of the foundations has also been completed. Phase 2 will commence on
January 7, 2020 with the installation of the canopy, and the completion of electrical work
and the drainage.
Anticipated Completion: February 2020
Palm & Hibiscus Island Neighborhood Improvements
Scope: Neighborhood improvements on Palm and Hibiscus Islands.
Status: The overall project scope of work, including the addition of generators, is 93%
complete. The design-builder continues to progress on the design of the private side
drains, for those properties which qualify under the City's new drainage policy. Meetings
are being held with property owners to discuss the new private side yard drains. Permit
modifications and some of the private property drainage connection packages have been
submitted to DERM for review. Contractor has delivered and commenced installation of
two of the emergency back-up generators.
Anticipated Completion: Spring 2020

Stormwater Pump Station at 191h Street
Scope: Installation of a stormwater pump station, including an emergency generator and
seawall reconstruction along Collins Canal. Expansion of the Botanical Gardens to Collins
Canal. New seawall at the Carl Fisher Clubhouse.
Status:
191h Street Pump Station: Substantial Completion achieved on the Pump Station
components only, with provision that the Design/Builder will address any issues which
may be forthcoming from DERM. Pending formal comments or acceptance from DERM.
Botanical Garden Component: Expansion Project is pending the ongoing removal of the
existing power poles by FPL and electrical work necessary to disconnect the existing
overhead lines. FPL discovered a previously unknown street signal connection and has
worked with staff and Miami-Dade County to reroute electrical service, prior to pole
removal. FPL power poles have been removed.
Anticipated completion February 2020
Carl Fisher Sea Wall: Payment to DERM for application has been processed. Payment
to mitigation bank for SFWMD permit was sent on September 5, 2019. Project continues
to await USAGE permit approval. Anticipated completion four months from permit
issuance.
Sunset Island 1 & 2 -Guardhouse
Scope: Renovation of the interior and exterior of the existing guardhouse and the
construction of a new guardhouse kiosk in the center of the entrance road on W. 29 Street.
Status: Construction commenced on June 2019. The project required re-design of the
foundations due an unforeseen conflict with underground utility lines, delaying the
progress. This issue has been discussed and coordinated with the HOA and revised
foundation design has been submitted to the Building Department for approval.
Anticipated Completion: February 2020
Surface Parking Lot P2-Nikki Beach (Penrods)
Scope: Reconstruction of the parking lot that includes landscaping, turtle friendly lighting,
improvements to storm water drainage, irrigation, paving and signage, and infrastructure
for future electric car charging stations.
Status: The completion and inspection of the irrigation system, landscaping and electrical
work has been completed. Contractor .is addressing drainage comments received
pursuant to inspection by Public Works. The project is 95% complete.
Anticipated Completion: November 2019

Venetian Islands Neighborhood Improvements
Scope: Neighborhood improvements on San Marino, Dilido and Rivo Alto Islands.
Status: Start-up for the North Rivo pump station was completed and is now operational.
Final restoration to the North Rivo Alto easement will commence in Mid-October. Staff is
currently working with Consultant to obtain a new design for the roadway, with an improved
service life based on the new test results obtained by the Geotech.
Anticipated Completion: TBD
Venetian Islands Seawalls
Scope: This project entails seawall replacement, at two (2) locations consisting of precast
concrete bulkhead panels, king piles, batter piles and concrete cap; and seawall cap
raising at five (5) locations consisting in new concrete cap, batter piles and retaining walls,
at all locations within the Venetian Islands.
Status: The Building Department permit comments have been addressed but is pending
a DERM permit modification approval. The Contractor is waiting on permit approval to
submit final schedule prior to issuance of the notice to proceed with construction. The
Consultant is working on DERM permit modification for the San Marino south seawall due
to existing conditions. Revised plans for all other five seawalls are complete and are under
review.
Anticipated Completion: TBD
West Avenue Phase II Improvements-North of 14th Street
Scope: Neighborhood Right of Way improvements north of 141h Street to Lincoln Lane.
Status: Design of the watermain and sanitary sewer systems completed. Roadway and
landscaping plans are 90% complete. Pump Station design is 90% complete and will be
presented to the community before the end of October. Drainage Model prepared by the
Design-builder was approved by staff. Proposed overall landscape plans were presented
to the Community and received positive feedback.
Anticipated Completion: November 2022
West Avenue Phase II Improvements -South of 14th Street
Scope: Neighborhood Right of Way improvements south of 141h Street to 61h Street.
Status: Design of the watermain and sanitary sewer systems completed. Roadway and
landscaping plans are 90% complete. Drainage Model prepared by the Design-builder
was approved by staff. Proposed overall landscape plans were presented to the
Community and received positive feedback.
Anticipated Completion: October 2021
Pocket Park at 20 Street
Scope: A new community park located at the vacant lot at the intersection of 20 1h
Street and North Bay Road, providing a 4,000 square feet playground with
nontraditional play equipment for children ages 2-5 and 5-12, to include cornstalks,
play mounds and climbing walls. Two picnic areas shall be provided. The play area

is designed to be shaded with shade structures and large canopy trees.
Status: Trees have been relocated. All the playground equipment for the project
has been ordered and delivered. The foundations, concrete block walls, and
columns for the perimeter fence have been installed. Foundations for shade sails
have been completed and the contractor has commenced installation of silva cells
and irrigation system.
Anticipated Completion: November 2019
