SUBJECT: February 18, 2020 Animal Welfare C mittee Motion
The purpose of this Letter to Commission is to provide you with the motions made during the February
18, 2020 Animal Welfare Committee meeting.
Members in Attendance: Chair Linda Diamond, Jaedra Wedel, Brooke Owens, Sara De Los Reyes,
Dana Turken, Mary Garcia
Members Absent: Pedro Cofino
1. MOTION: Urging the City Commission to consider the creation of a full-time Trap Neuter
Vaccinate and Release (TNVR) Coordinator position prior to the further consideration of
a pet adoption center. The responsibilities should include, but not limited to:
a. Acting as Liaison between The City of Miami Beach, City Residents, and City
Businesses related to Cat Issues to our City's Community Cat program.
b. Draft and issue all Mid-Term and Final Grant Reports to Grant Issuer and to the
City's Finance Department.
c. Field inspect community cat colonies and work with any City associated or
permitted project that may impact the displacement of the colonies.
d. Assist the City's Legal department and Procurement Department when drafting
contract agreements for City sponsored TNR Partners (non -profit 501 c3
companies, etc.).
e. Coordinate with volunteers, the City's departments, and other entities for all TNR
events including personnel needed for transportation, trapping, etc.
f. Draft budgets for Cat Related Grant Application Funds and City Funds request for
the City's Finance and Commission Meetings.
g. Manage all Grant and City Funds for the City's Cat Program, checking and
approving all Invoices for City sponsored TNR Partners (non -profit 501 c3
companies).
h. Attend and represent the City of Miami Beach at neighborhood community cat
related meetings.
i. Order supplies (badges, lanyards, concrete cinder block feeding stations, signage,
coconut shell water stations, etc.) used for the Cat Volunteer Badge and Feeder
Program.

2. MOTION: Urging the City Commission to allow the posting of signage (as approved by the
City Communications Department) in specific and identified cat colony areas during TNVR
events to deter freelance feeders and inform the public.

3. MOTION: Urging the City Commission to amend the City code section 58-292 (f) to define
"approved materials" as "a grate allowing visibility and air circulation under the building
and access as needed".
