SUBJECT: CIP Monthly Construction Pro •cts Update
Below please find the monthly update for active City of Miami Beach construction projects under
the purview of the Office of Capital Improvement Projects (CIP).
Altos Del Mar Park (Playground)
Scope: Fabrication delivery and installation of a themed playground, including play
structures, shade canopy, safety surface and perimeter fence.
Status: The playground structure installation is complete and the rock base for the safety
surface is being installed. The perimeter fence is in fabrication and is expected to be
delivered by middle of March.
Anticipated Completion: March 2020
Carl Fisher Clubhouse Restoration
Scope: Historical restoration of the Carl Fisher Clubhouse (interior and exterior) and
adjacent site and landscaping work. This project is part of the Convention Center
Renovation Project.
Status: The Annex Building interior is approximately 90% complete. The Clubhouse
interior is approximately 70% complete. The seawall project has commenced, and the
remaining site components have been placed on hold to allow access to the seawall
contractor. Once the seawall project is complete, the site components for the Carl Fisher
project can be completed. In the meantime, interior work will continue in the Clubhouse
and annex buildings.
Anticipated Completion: August 2020
Central Bayshore South Neighborhood Improvements
Scope: Neighborhood improvements bounded by 34 Street to the north, Pine Tree Drive
to the east, 28 Street to the south, Prairie Ave to the West Ave and Meridian Ave from 28
Street to Dade Blvd.
Status: Project is on hold waiting for Commission directive, based on Jacobs Engineering's
review of the City's stormwater criteria, prioritization and sequencing of projects.
Anticipated Completion: TBD

Collins Park Parking Garage
Scope: Demolition of existing structure and construction of a new parking facility which
consists of a seven (7) level parking garage with 513 parking spaces and approximately
15,000 SF of retail spaces at the ground level. Liberty Avenue will be closed and used for
vehicular ingress and egress from 23 Street to the Collins Park Garage. The balance of
the roadway (to 22 Street) is planned as a pedestrian plaza with associated amenities.
Status: The installation of the facade panels, elevators, FPL vault, fire sprinkler system,
lighting and interior masonry walls is ongoing. The completion of the water main on Park
Avenue and installation of the water main on 23 Street is scheduled to commence during
the week of February 24, 2020. Liberty Avenue remains closed to vehicular access and
work is ongoing. The temporary pedestrian path along Liberty Avenue remains in place.
Infrastructure and hardscape on Liberty Avenue North of 23 Street is scheduled to
commence in April 2020.
Anticipated Completion: May 2020
Flamingo Park Handball Courts
Scope: Renovation of existing handball courts to include various electrical upgrades, new
general lighting, stucco repairs, court resurfacing, new frameless windows and doors and
new fencing and painting. The courts will also include seating areas and water drinking
fountains for players and visitors. As a result of community input and requests, the project
was split into two phases, in order to provide uninterrupted usage of the courts.
Status: The City's consultant has reviewed all data and made a recommendation
regarding how to proceed with the remediation of the failing stucco. The Contractor has
reviewed the recommendation and specifications and provided a proposal to perform the
work. City staff will prepare a contingency draw or change order to proceed with the work
at the Joe Rubin Building.
Anticipated Completion: August/September 2020
Flamingo Parkwide Improvements - Phase I
Scope: Park wide renovations to include landscape, irrigation & drainage improvements,
as well as addition and renovation of walkways and pedestrian lighting.
Status: Construction is substantially complete. Contractor working on punch list items.
Completion: January 2020
Middle Beach Recreational Corridor— Phase 3 (GOB Project)
Scope: Replace the current wooden boardwalk structure that exists between 24 Street
and 45 Street with an on-grade pedestrian pathway that connects Mid Beach with South
Beach and North Beach Beachwalk portions- providing one seamless oceanside pathway
that stretches from 1 Street to 87 Street.

Status: Demolition of the existing wooden boardwalk has been completed from 24 Street
North to 38 Street and continues to move North. The demolition activity remains on
schedule to be completed in March. Trees have been relocated from 24 Street north to 32
Street. The removal of the invasive planting has been completed up to 38 Street. The root
raking, earthwork and subgrade stabilization is in progress from 24 Street North to 32
Street.
Anticipated Completion: February 2021
North Shore Bandshell Canopy
Scope: Design, manufacture and install a custom canopy at the North Beach Band Shell
facility. The area of coverage for the canopy is approximately 4,000 square feet.
Status: Project is substantially complete. Ribbon cutting ceremony was held on February
20,2020.
Anticipated Completion: February 2020
Palm & Hibiscus Island Neighborhood Improvements
Scope: Neighborhood improvements on Palm and Hibiscus Islands.
Status: The overall project scope of work, including the addition of generators, is 95%
complete. The design-builder continues to progress on the design of the private property
drainage inlets, for those properties which qualify under the City's new drainage policy.
Meetings are being held with property owners to discuss the new inlets. To date two-thirds
of all private drainage inlets have been resolved. The closeout package for Hibiscus Island
was submitted to DERM on November 29, 2019. Permit modification and closeout
package for Palm Island is being completed and will be submitted as soon as storm drain
structures have been cleaned. Private property drainage connection packages for both
Palm and Hibiscus Islands have been executed by property owners and submitted to
DERM for review on February 10, 2020. Contractor has delivered three emergency back-
up generators of which two have been installed. The Hibiscus generator location is being
coordinated between FPL, HOA and the contractor for the best desirable location.
Anticipated Completion: Summer 2020
Palm & Hibiscus Island Landscaping (GOB Project)
Scope: Beautify the islands with new landscaping installed along Palm Avenue, Fountain
Street and neighborhood medians.
Status: Landscaping is in progress installation of trees is 65% and irrigation system is 40%
complete.
Anticipated Completion: March 2020

Pocket Park at 20 Street
Scope: A new community park located at the vacant lot at the intersection of 20 Street and
North Bay Road, providing a 4,000 square feet playground with nontraditional play
equipment for children ages 2-5 and 5-12, to include cornstalks, play mounds and climbing
walls. Two picnic areas shall be provided. The play area
is designed to be shaded with shade structures and large canopy trees.
Status: The park is substantially complete and is in use, as of January 16, 2020. Punchlist
items and final inspections will be addressed over the next 30 days.
Completion: March 2020
Pride Park
Scope: A new 5.8-acre park, replacing the existing surface parking lot located across the
street from the newly renovated Convention Center. The park will include open lawn
spaces, shade areas, walkways, lighting, a veteran's plaza, a public restroom facility, and
a flexible area space.
Status: Park is currently 97% complete. TCO has been obtained as of January 8, 2020.
Punchlist items include completion of the Veteran's Memorial Plaza, installation of the
bathroom façade, electrical panel screening, precast concrete benches and trash
receptacles.
Anticipated Completion: March 2020
Stormwater Pump Station at 19 Street
Scope: Installation of a stormwater pump station, including an emergency generator and
seawall reconstruction along Collins Canal. Expansion of the Botanical Gardens to Collins
Canal. New seawall at the Carl Fisher Clubhouse.
Status:
19 Street Pump Station:
Substantial Completion achieved on the Pump Station.
Botanical Garden Component
Drainage installation has been completed. Installation of electrical conduits and irrigation
sleeves are on-going. Due to NFL Superbowl Experience event construction activities
were paused and has delayed completion to March.
Anticipated completion: March 2020
Carl Fisher Seawall:
DERM, SFWMD and USACE permits issued. Construction activities began on February
3, 2020. Contractor has completed site demolition, has mobilized a three-hundred-ton
crane, and has commenced the installation of piles.
Anticipated completion: June 2020

Sunset Island 1 & 2 — Guardhouse
Scope: Renovation of the interior and exterior of the existing guardhouse and the
construction of a new guardhouse kiosk in the center of the entrance road on W 29 Street.
Status: The project is over 60% complete. Due to some unforeseen issues such as
underground utility conflicts at the new Kiosk, termite infestation at the existing
guardhouse damaging the wood structure and the existing canopy, severely corroded
existing bathroom piping and other issues, there have been delays to the project. These
issues are currently being discussed and addressed by the City, Architect of Record and
Homeowner's Association.
Anticipated Completion: March 2020
Surface Parking Lot P2 — Nikki Beach (Penrods)
Scope: Reconstruction of the parking lot that includes landscaping, turtle friendly lighting,
improvements to storm water drainage, irrigation, paving and signage, and infrastructure
for future electric car charging stations.
Status: Substantial completion was achieved. The parking lot has been in use since
December 16, 2019. Punch list items are being addressed.
Substantial Completion: December 2019
Venetian Islands Neighborhood Improvements
Scope: Neighborhood improvements on San Marino, Dilido and Rivo Alto Islands.
Status: All pumps are now operational. Final restoration to the North Rivo Alto Pump
Station easement is completed. Staff has reviewed the draft design for the roadway
submitted by the consultant that includes, an improved design life based on the new test
results obtained by the geotechnical engineer, and was bringing an item to the February
Commission Meeting to address the road construction, however the Venetian Islands
homeowner's association has requested additional time to allow for homeowner input and
collaboration on the final recommendation.
Anticipated Completion: TBD
Venetian Islands Seawalls
Scope: This project entails seawall replacement, at two (2) locations consisting of precast
concrete bulkhead panels, king piles, batter piles and concrete cap; and seawall cap
raising at five (5) locations consisting in new concrete cap, batter piles and retaining walls,
at all locations within the Venetian Islands.
Status: DERM permit modification has been approved. Staff is reconciling any scope
changes resulting from design revisions with the contract requirements prior to issuing
Notice to Proceed. Revised plans being submitted to the building department.
Anticipated Completion: TBD

West Avenue Phase II Improvements - North of 14 Street
Scope: Neighborhood Right of Way improvements north of 14 Street to Lincoln Lane.
Status: Design of the watermain and sanitary sewer systems is complete. Roadway and
landscaping plans are 90% complete. Pump Station design is 90% complete, was
presented to the stakeholders, and the team is currently analyzing another location option
for the above ground components, based on the feedback received by the stakeholders.
Directive was given to the contractor to add 15 gravity wells to the design in order to meet
DERM's additional Water Quality treatment requirements. Harmonization meetings with
properties owners commenced and are ongoing. The team is also hosting open house
sessions for the community every Friday, from 10:00 am to 12:00 pm, to answer any
questions about the project. Due to design modifications on the pump system and the
DERM permitting process the construction start date has been pushed to Early Summer
2020.
Anticipated Completion: March 2023
West Avenue Phase II Improvements - South of 14 Street
Scope: Neighborhood Right of Way improvements south of 14 Street to 6 Street.
Status: Design of the watermain and sanitary sewer systems is complete. Roadway and
landscaping plans are 90% complete. It is anticipated that the plans will be submitted to
DERM for permitting in the next 30 days. Harmonization meetings with properties owners
are ongoing. The team is also hosting open house sessions for the community every
Friday, from 10:00 am to 12:00 pm, to answer any questions about the project. Due to
design modifications on the pump system and the DERM permitting process the
construction start date has been pushed to Spring 2020.
Anticipated Completion: December 2021
