RESOLUTION NO. 2020-020 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, OPPOSING SENATE BILL 1128/HOUSE BILL 1011, PREEMPTING THE REGULATION OF VACATION RENTALS TO THE STATE. RESOLUTION NO. 2020-021 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, OPPOSING SENATE BILL 1302, IN RELATION TO SOVEREIGN IMMUNITY; PROVIDING AN EFFECTIVE DATE. REG/le Attachment F:\CLER\$ALL\LILIA\L TC's - Transmittal's\Hallandale Beach\Resolution 2020-019_ 2020-020_ 2020-021 City of Hallandale - Copy.docx 1 RESOLUTION NO. 2020-019 2 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE 3 CITY OF HALLANDALE BEACH, FLORIDA, OPPOSING SENATE BILL 4 1174, RELATING TO LOCAL COMMUNICATIONS SERVICES TAX 5 RATES; PROVIDING AN EFFECTIVE DATE. 6 7 WHEREAS, on December 9, 2019, Florida Senator Travis Hutson filed Senate Bill 8 1174, reducing local communication sales tax to 5% or less by January 1, 2021 and 4% 9 or less by January 1, 2022, and repealing the local option sales surtax conversion that is 10 levied on communication services; and 11 12 WHEREAS, the communication services tax is a vital source of revenue for cities 13 including funding police, fire and other important municipal services; and 14 15 WHEREAS, is passed Senate Bill 117 4 would reduce local revenues by $190 16 million statewide and result in a 25-35% reduction for the City of Hallandale Beach; and 17 18 WHEREAS, Senate Bill 1174, if passed, would significantly reduce such revenues 19 that municipalities rely upon, placing a greater burden on other revenue sources, 20 including, ad valorem property taxes; and 21 22 WHEREAS, the City Commission opposes Senate Bill 1174; and 23 24 WHEREAS, the Mayor and City Commission believe it is in the best interest of the 25 City to approve this Resolution; and 26 27 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY 28 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA: 29 30 SECTION 1.
