SU BJEC T: Evaluation Committee Relative to Request for Proposals (RFP) No. 2020-056-WG, for
Risk Management and Claims Software System
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2020-056-WG, which seeks to establish an agreement with a firm(s) to
provide and implement a professional, commercially available Risk Management and Information
System (RM IS) to provide an overall solution for managing incidents, property and casual insurance
claims, insurance certificates, policy management, asset tracking, and cost of risk exposure
analysis. On February 7, 2020, the Administration notified the City Commission that the City
Manager had appointed an evaluation committee to review proposals received pursuant to the RFP.
However, it is necessary to make changes to the Evaluation Committee.
The City received proposals pursuant to this RFP on Tuesday, April 14, 2020. The responsive
proposals will be reviewed by the Evaluation Committee in accordance with the criteria established
in the RFP. In order to include the newly recruited Chief Information Officer, I am considering
making the following change to the composition of the Evaluation Committee.
• Ed Beecher, Human Resources Director, City of Pompano
• Sonia Bridges, Division Director, Risk Management & Benefits
• Ralph Lavaud, Senior Systems Analyst, Information Technology Department
• Fernando Pestana, Budget Analyst, Budget Department
• Ashraf Sohaib, Chief Information Security Officer, Information Technology Department
I am also considering the following individuals as alternates:
• Frank Estevez, Benefits Manager, Human Resources Department
• Andrea Lowry, Senior Project Manager, Information Technology Department
