SUBJECT: CIP Monthly Construction Projects Update
Below please find the monthly update for active City of Miami Beach construction projects under
the purview of the Office of Capital Improvement Projects (CIP).
Altos Del Mar Park (Playground}
Scope: Fabrication delivery and installation of a themed playground, including play
structures, shade canopy, safety surface and perimeter fence.
Status: The rock base for the safety surface is complete and the perimeter fence
has been installed. The installation of the safety surface has commenced and
should be completed this month.
Anticipated Completion: April 2020
Carl Fisher Clubhouse Restoration
Scope: Historical restoration of the Carl Fisher Clubhouse (interior and exterior) and
adjacent site and landscaping work. This project is part of the Convention Center
Renovation Project.
Status: The Annex Building interior is approximately 90% complete. The Clubhouse
interior is approximately 80% complete. The seawall project has commenced, and
the remaining site components have been placed on hold to allow access to the
seawall contractor. Once the seawall project is complete, the site components for
the Carl Fisher project can be completed. In the meantime, interior work will
continue in the Clubhouse and annex buildings.
Anticipated Completion: August 2020
Central Bayshore South Neighborhood Improvements
Scope: Neighborhood improvements bounded by 34 Street to the north, Pine Tree Drive
to the east, 28 Street to the south, Prairie Ave to the West Ave and Meridian Ave from 28
Street to Dade Blvd.
Status: Project is on hold waiting for Commission directive, based on Jacobs Engineering's
review of the City's stormwater criteria, prioritization and sequencing of projects.
Anticipated Completion: TBD

C o lli n s P a r k P a r k in g G a r a g e
Scope: Demolition of existing structure and construction of a new parking facility which
consists of a seven (7) level parking garage with 513 parking spaces and approximately
15,000 SF of retail spaces at the ground level. Liberty Avenue will be closed and used for
vehicular ingress and egress from 23 Street to the Collins Park Garage. The balance of
the roadway (to 22 Street) is planned as a pedestrian plaza with associated amenities.
Status: The installation of the façade panels, elevators, FPL vault, fire sprinkler system,
lighting and interior masonry walls and water service laterals on Park Avenue is ongoing.
The installation of water main on 23 Street has commenced. Infrastructure and hard scape
on Liberty Avenue between 23 Street and 22 Street is ongoing. Other utility (TECO, AT&T,
Hotwire) services for the garage are currently being coordinated.
Anticipated Completion: June 2020
Flamingo Park Handball Courts
Scope: Renovation of existing handball courts to include various electrical upgrades, new
general lighting, stucco repairs, court resurfacing, new frameless windows and doors and
new fencing and painting. The courts will also include seating areas and water drinking
fountains for players and visitors. As a result of community input and requests, the project
was split into two phases, in order to provide uninterrupted usage of the courts.
Status: A Change Order was approved by City Commission on April 22, 2020, for
additional construction services associated with the phasing of construction and the
remediation of deficient stucco. It is anticipated to re-start construction by end of April to
complete the Joe Rubin building.
Anticipated Completion: August /September 2020
Indian Creek - Street Drainage Phase Ill
Scope: Storm water drainage improvements on Indian Creek Drive and side streets from
25 to 41 Street, including completing the stormwater pump station at 32 Street. Final
pavement restoration of the roadway and sidewalk on Collins Avenue between 25 and 26
Street; as well as rebuilding and raising the roadway and sidewalk on Indian Creek Drive
between 26 and 41 Street, new street lighting, signage and pavement markings.
Status: Contractor mobilized on site on March 8, 2020. Contractor has implemented
Maintenance of Traffic (MOT) on Collins Avenue, Indian Creek Road closure, installation
of temp lighting system, demolition, installation of dewatering system, harmonization, and
installation of 72-inch drainage pipe. Franchise utility owners have started utility relocation.
Anticipated Completion: Winter 2021
Middle Beach Recreational Corridor- Phase 3 (GOB Project)
Scope: Replace the current wooden boardwalk structure that exists between 24 Street
and 45 Street with an on-grade pedestrian pathway that connects Mid Beach with South
Beach and North Beach Beachwalk portions - providing one seamless oceanside pathway
that stretches from 1 Street to 87 Street.
Status: Demolition of the existing wooden boardwalk was completed in March. Trees have

Anticipated Completion: February 2021
Palm & Hibiscus Island Neighborhood Improvements
Scope: Neighborhood improvements on Palm and Hibiscus Islands.
Status: The overall project scope of work, including the addition of generators, is 95%
complete. The design-builder continues to progress on the design of the private property
drainage inlets, for those properties which qualify under the City's new drainage policy.
Meetings are being held with property owners to discuss the new inlets. To date over 90%
of all private drainage inlets have been resolved. The closeout package for Hibiscus Island
was submitted to DERM on November 29, 2019. Permit modification and closeout
package for Palm Island is being reviewed for submittal as soon as storm drain structures
have been cleaned. Private property drainage connection packages for both Palm and
Hibiscus Islands have been executed by property owners and submitted to DERM on
February 10, 2020. Contractor has delivered three emergency back-up generators of
which two have been installed. The Hibiscus generator location is being coordinated
between FPL, HOA and the contractor for the best desirable location.
Anticipated Completion: Summer 2020
Palm & Hibiscus Island Landscaping (GOB Project)
Scope: Beautify the islands with new landscaping installed along Palm Avenue, Fountain
Street and neighborhood medians.
Status: Landscaping and irrigation system installation is in progress and is approximately
is 75% complete.
Anticipated Completion: April 2020
Pride Park
Scope: A new 5.8-acre park, replacing the existing surface parking lot located across the
street from the newly renovated Convention Center. The park will include open lawn
spaces, shade areas, walkways, lighting, a veteran's plaza, a public restroom facility, and
a flexible area space.
Status: Park is currently at 98%. Items pending include completion of Veteran's Memorial
Plaza, installation of bathroom facade, electrical panel screening and precast concrete
benches. An extensive punch list was issued to contractor for repairs of portions of
concrete walkways, regrading and replacement of sodded areas.
Anticipated Completion: May 2020

R u e V e n d o m e
Scope: A new public plaza shall be created from the closing of Rue Vendome at the area
between 71 st Street and Normandy Drive. The plaza shall extend to the area around the
Normandy Fountain. New drainage, landscaping, lighting and furnishings, including oolite
benches shall be provided.
Status: Notice to Proceed was issued, effective on March 5, 2020. Construction has
started and demolition is underway.
Anticipated Completion: August 2020
Stormwater Pump Station at 19 Street
Scope: Installation of a stormwater pump station, including an emergency generator and
seawall reconstruction along Collins Canal. Expansion of the Botanical Gardens to Collins
Canal. New seawall at the Carl Fisher Clubhouse.
Status:
19 Street Pump Station:
Pump station is currently operational. DERM final certification is pending.
Botanical Garden Component
All work completed except for the installation of ground cover landscaping.
Anticipated completion: March 2020
Carl Fisher Seawall:
Carl Fisher Seawall, work commenced on February 3, 2020, all piles have been installed,
currently installing the last 2 panels. Forming of cap to start first week of April.
Anticipated completion: June 2020
Sunset Island 1 & 2- Guardhouse
Scope: Renovation of the interior and exterior of the existing guardhouse and the
construction of a new guardhouse kiosk in the center of the entrance road on W 29 Street.
Status: The project is 80% complete. Delays to the project have been caused by recent
unforeseen issues such as underground utility conflicts, termite infestation, severely
corroded bathroom piping, and water main leak within project limits. In the month of
February, the existing guardhouse has been tented to eliminate the termite issue, the
watermain leak has been repaired by Public Works, and the Contractor has continued to
work on the project. Recent activities include newly installed landscaping, finalizing work
at the new kiosk, and installing new security equipment at the project site. The City,
Architect of Record, and Contractor are continuing to work on the few remaining project
items.

V e n e tia n Islan d s N eig h bo rho o d Im p rov e m e nts
Scope: Neighborhood improvements on San Marino, Dilido and Rivo Alto Islands.
Status: All Pumps Stations and easement restorations are complete. DERM is performing
their final inspections. Following the homeowner's association request, additional studies
and discussion are being done in a collaboration effort to the final recommendation on the
roadway remediation.
Anticipated Completion: TBD
V e n e tia n Isla n d s S e a w a ll s
Scope: This project entails seawall replacement, at two (2) locations consisting of precast
concrete bulkhead panels, king piles, batter piles and concrete cap; and seawall cap
raising at five (5) locations consisting in new concrete cap, batter piles and retaining walls,
at all locations within the Venetian Islands.
Status: Permit modification approved by DERM and SFWM, and currently under the
Building Department review. Upon approval of the Building Department contractor will
mobilize within 2 weeks. Stakeholders outreach ongoing.
Anticipated Completion: November 2020
W e s t A v e n u e P h a s e li Im p rov e m ents - N o rt h of 14 S treet
Scope: Neighborhood Right of Way improvements north of 14 Street to Lincoln Lane.
Status: Design/build team submitted proposal for the design efforts to include the
additional water quality components as requested by DERM. A Change Order was
approved by City Commission on April 22, 2020 for additional design costs. It is anticipated
to submit to DERM 90 days after approval of proposal. Staff has completed the analysis
for the pump station above ground components, and an Item will be discussed at next the
USC meeting regarding its location. Harmonization meetings with property owners
commenced. The team is working on ways to continue these meetings in a safe way due
to the COVID-19. The expected start date has now moved to Fall of 2020.
Anticipated Completion: March 2023
W e s t A v e n u e P h a s e li Im p rove m ents - So u th of 14 S treet
Scope: Neighborhood Right of Way improvements south of 14 Street to 6 Street.
Status: Design of Water and Sewer System is 100% complete. Roadway, Landscaping,
lighting, drainage and Pump Station Design is 100% complete. Design/build team
submitted proposal for the design efforts to include the additional water quality
components as requested by DERM. A Change Order was approved by City Commission
on April 22, 2020 for additional design costs. It is anticipated to submit to DERM 90 days
after approval of proposal. Harmonization meetings with properties owners commenced,
we are working in ways to continue these meeting in a safe way due to the COVID-19.
The expected start has moved up to now Fall of 2020
