SUBJECT: Imposition of Immediate Measures During High Impact Period
The purpose of this Letter to Commission is to provide formal notification to the
Mayor and City Commission of the actions intended to be taken by the City
Manager to invoke certain provisions of the City's Ordinance regarding High
Impact Periods within High Impact Zones, as set forth in Section 82-443 of the City
Code, for the upcoming July 4, 2020 holiday weekend.
Based upon the attendance for the July 4" holiday weekend last year, I am
imposing the following immediate measures (pursuant to Section 82-443) in order
to protect the health, safety and welfare of the general public, to include the
protection of public and private property from damage, degradation, and/or
unauthorized uses.
The duration of the following immediate measures, which shall be in effect in the
MXE mixed use entertainment district (excluding that portion of the MXE district
located between 734 and 75 Streets) and that portion of the CD-2 commercial,
medium intensity district between Pennsylvania Avenue and Collins Court, from
5 Street to 16" Street, shall be from Friday, July 3, 2020 at 5:00 p.m. through
Monday, July 6, 2020 at 5:00 p.m.
Those measures to be imposed in the High Impact Zones, throughout the duration
of the High Impact Period, as identified above, shall include:
• The limitation on all live or amplified music, including those exemptions
set forth in section 46-157 of the City Code; and
Moreover, the City's Police, Fire, Parking and Code Compliance Departments, as
well as the Sanitation and Beach Maintenance Divisions, are authorized to
implement additional operational measures, as necessary.
Any violation of the imposed measures shall be punished as provided in City Code
Section 1-14, and this notice shall be filed with the City Clerk, transmitted to various
media outlets and posted on the City's website, in compliance with Section 82-
443(c) of the City Code.
