SUBJECT: 2021 PRESIDENTIAL INAUG RATION SECURITY DETAIL. - MBPD
This Letter to the Mayor and City Commission is prepared to provide information on the Miami
Beach Police Department's participation in the 2021 Presidential Inauguration in Washington, D.C.
For the fifth consecutive Presidential Inaugural, the Miami Beach Police Department (MBPD) has
been invited by the Metropolitan Police Department (MPD) of Washington D.C. to assist with the
security and crowd control for the Inauguration on January 20, 2021. To fulfill the operational needs
of this detail, a compliment of 50 MBPD sworn personnel will be selected to participate. It has
been the practice of the MPD, United States Secret Service, United States Marshal's Service, the
National Park Service and the Federal Bureau of Investigation to utilize local and state police
agencies from throughout the United States to assist in providing security and crowd control during
Presidential Inaugurations. The MBPD is one of three South Florida law enforcement agencies
selected to participate in this event. MBPD, Miami PD and Miami-Dade PD will each be sending
40 officers to the event.
To ensure proper law enforcement powers for this event, MBPD personnel will be deputized as
Special Deputy U.S. Marshals and deputation authority will be provided by the United States
Attorney General. In addition, all costs associated with salaries, overtime, travel, room and board
will be reimbursed by the District of Columbia, with funds provided by the United States
Government. The only cost to the Police Department will be for the purchase of some cold-weather
gear for our officers.
By participating in this event, the MBPD personnel will gain valuable training and experience with
major events coordination, and our City and Department will receive positive national exposure.
Captain Daniel Morgalo will be in command of the MBPD contingent and will work closely with our
partner agencies to plan for our coordinated effort on behalf of the Presidential Inauguration.
This plan is subject to change if the COVID-19 pandemic negatively impacts the MBPD's staffing
capacity to the degree that participation in this event is not possible.
