SUBJECT: IMPLEMENTATION OF THE FLAMINGO PARK NEIGHBORHOOD OPEN/SLOW
STREETS PILOT PROJECT
I am pleased to inform you of the ongoing implementation of the Flamingo Park neighborhood
open/slow streets pilot project. The implementation of this pilot was approved by the City
Commission at the October 14, 2020 meeting. The open/slow streets initiative has been endorsed
by the National Association of City Transportation Officials (NACTO) and has been deployed by
various cities in the U.S. to discourage speeding and vehicular through-traffic on residential
streets and encourage walking, cycling, and other car-free modes of transportation on the street.
The open/slow streets pilot in the Flamingo Park neighborhood includes various north-south
residential corridors such as Lenox Avenue, Jefferson Avenue, Pennsylvania Avenue, and
Meridian Avenue, as well as east-west corridors such as 14 Street, 13 Street, 10" Street, 8
Street, and 6 Street. The pilot was implemented on October 21, 2020 and consists of the
deployment of standard maintenance of traffic (construction zone) signs and rules of the road
signs created by the City and vetted by the Flamingo Park Neighborhood Association (FPNA)
(attachment). The pilot will be in place for one month, and staff will conduct periodic assessments
in collaboration with FPNA to ascertain the impacts and measure success. The pilot will be
reassessed by the City and Miami-Dade County at the end of the one-month period to determine
if it warrants continuation. Furthermore, the temporary signs are flexible and adjustable such that
modifications to the pilot can be performed within hours if necessary.
