SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2020-096-ND, for
Professional Architectural and Engineering Services in Specialized Categories on an "As-
Needed Basis"
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2020-096-ND, which seeks prequalifyfirms to provide architectural/engineering
services on future projects, as stipulated in Section 287.055, Florida Statutes for each of the disciplines
listed in the solicitation. On October 23, 2020, LTC #377-2020 notified the City Commission that the City
Manager had appointed evaluation committees to review proposals for each of the various disciplines
listed in the solicitation. However, it is now necessary to make changes to the evaluation committee for
the engineering-surveying discipline and add an alternate to the pool of alternates. The evaluation
committees for the other disciplines will remain as stated in the prior LTC.
I am considering the following changes for the evaluation committee for the engineering-surveying
discipline.
• Sabrina Baglieri, Senior Capital Projects Coordinator, Office of Capital Improvement Projects
• Brian Bellino, City Surveyor Manager, Public Works Department
• Giancarlo Pena, Civi Engineer , Pubic Works Department
• Lisel Suarez, Civil Engineer I, Public Works Department
I am also considering the following individuals as alternates in the event that any committee member is
unable to participate:
• Lily Alvarez, Administrative Services Manager, Property Management Department
• Firat Akcay, Transportation Analyst, Transportation Department
• Roland Aragunde, Police Officer, Police Department
• Michael Atkin, Greenspace Superintendent, Public Works
• Jose Del Risco, Assistant Director, Parks and Recreation Department
• Eugene Egemba, Civil Engineer 111, Public Works Department
• Giancarlo Pena, Civil Engineer II, Public Works Department
• Jorge Rodriguez, Capital Projects Coordinator, Office of Capital Improvement Projects
