SUBJECT: Public Facing Technology
This memo to the Mayor and City Commission is to provide information on the Miami Beach Police
Department's public facing technology initiatives that are currently underway and in conjunction
with the GO Bond.
• L3 Harris P-25 Compliant Public Safety Radio System that provides enhanced
interoperability capabilities for our first responders.
The system has been designed and is being implemented in coordination with neighboring
jurisdictions (City of Miami and City of Hialeah) in an effort to realize expanded
communication coverage outside of our jurisdictional boundaries to ensure the safety,
efficiency and effectiveness of our law enforcement efforts.
• License Plate Readers (LPR's):
The initial designated "quick-win" locations have been deployed and are operational. The
focus here is to cover all the major entrances and exits of the City. Those locations are
as follows:
o The MacArthur Causeway
o The Venetian Causeway
o The Julia Tuttle Causeway
o Normandy Dr/71 Street@ Bay Dr. West
o 87" Street Collins Ave and Harding Ave.
We have also made significant progress at other "chokepoints" within the City of Miami
Beach to facilitate and enhance the overall effectiveness of the technology. The below
areas are either operational or near complete:
o 63° Street Area
o The Alton Road Area (adjacent to upper North Bay Rd & South of 41 Street)
o The Pinetree Drive Area (Strategically located to cover Lakeview Neighborhood).
o There are additional locations that are being worked on as part of the Tranche 1
Public Safety Bond and should be complete in the next 12-24 months in
accordance with the implementation schedule of the tranche.
• GO Bond financed camera projects:
The challenge with cameras installation is two-fold and comes down to infrastructure.
There is a requirement to have 24HR electrical power source while also having the means
of transmitting the data back to our city's internal network. The Police Department has

undertaken a massive "smart-city" like infrastructure project to make an initial future proof
capital investment by installing dark (private) fiber that is owned by the city to satisfy our
data transmission requirement. This capital outlay will allow the City to engage in future
tech heavy initiatives that will require little to no recurring operating costs for connectivity.
Additionally, areas that are designated to have increased camera coverage require new
electrical circuits to power the cameras on a 24HR basis. As of this writing, the following
projects are underway:
o Cameras in the Entertainment District:
• Ocean Drive Cameras: ►Conduits have been trenched within Lummus Park to augment the
existing cameras along Ocean Drive and the Beachwalk adjacent
to the Park. Custom-made fiber is being received from the
manufacturer. We will be outfitting every street corner on Ocean
Drive as well as the mid-blocks with cameras that are connected by
fiber and have a more reliable power source. A similar approach is
being taken along the Beachwalk from 5"-14 Place.
✓NOTE: Beachwalk from Marjory Stoneman Douglass Park
2° Street to 5" Street has had cameras that will be
connected to Lummus System.
• The remainder of this project captures the areas of Washington and Collins
Ave. We are focusing our efforts on Washington Ave as we simultaneously
work with Public Works for infrastructure solutions and collaboration with
FOOT given that Collins Ave falls under their jurisdiction.
o Beachwalk Cameras:
• We are in the process of directionally boring from 14" Place to 24 Street
with the same intent of power and fiber to continue to fiber backbone along
the Beachwalk. Camera locations in this area vary but have been chosen
based on crime analysis and the broadest camera coverage possible.
NOTE: CIP is reconstructing the Beachwalk from 24-46 Street.
We have worked with CIP to provide the infrastructure along that
portion of the Beachwalk. There are General Fund monies
allocated to provide cameras once the infrastructure is in place. ►NOTE: Funds have been allocated to continue the cameras along
the Beachwalk from 46"-6 4 . Th is portion of the project has not yet
started as we are waiting to make all the aforementioned
connections to allow for the transmission of data.
o Cameras in the Business Districts:
• This portion of the GO Bond covers Alton Rd., 41 Street, and 71 Street
Business District Corridors. This project is pending the finalization of the
various Masterplans, particularly the 41 Street Plan, because these too
would seek to connect to our fiber backbone that is currently underway
along the Beachwalk.
• Non-GO Bond related Initiatives:
The Police Department's Technical Operations Unit is working with other City
Departments, such as CIP, Parks and Recreation, Parking and Property Management, on
various projects related to technology regarding safety and security, such as:
o The Collins Park Garage
o The 17 Street Garage
o Th e 72" Street Complex

o The West Ave re-design
o The Fleet Management facility
o Citywide Access Control
o The Beachwalk 64" to 79" Street
o The Beachwalk along North Shore Open Space Park
o Flamingo Park Security Camera Enhancement
o Maurice Gibb Park
o Bay Shore Park
o Brittany Bay Park
o The Lincoln Rd Redesign
The above represent the public facing projects and do not elaborate on the software side of our
initiatives. Ultimately, the goal of the projects referenced above is to connect this technology back
to MBPD headquarters so that it proactively enhances our ability to improve on the quality of life
of all who live, work and play within our diverse dynamic community. The vision and repository of
this effort will be a fully functional Real Time Crime Center (RTCC) where all of these end point
sensors could give city staff actionable feedback and intelligence.
