NEW SURFACE PARKING LOT AND SEAWALL AT BISCAYNE BEACH
(8100 HAWTHORNE AVENUE)
The purpose of this Letter to Commission is to provide information to the Mayor and City
Commission regarding the status of the new Surface Lot and Seawall at Biscayne Beach
neighborhood project.
On September 16, 2020, pursuant to Invitation to Bid (1TB) No.20-237-01, for the Surface Lot
and Seawall at Biscayne Beach project, the City Commission awarded the construction
contract to ENCO, LLC.
The City owned property where the parking lot is being constructed is located at 8100
Hawthorne Avenue adjacent to an existing waterway (Attachment A). A sanitary sewer lift
station occupies a portion of the property. The project scope consists of construction of an at
grade parking lot with 28 parking spaces, new drainage system including drainage wells,
landscaping, irrigation system, picket fencing and precast concrete wall, lighting system,
automobile charging station, conduits for future security cameras, and the incorporation of
resilient infrastructure features such as a new raised seawall and pervious pavement for the
parking spaces.
During recent years, the Biscayne Beach neighborhood has expressed a real need for
additional parking. As a result, the CIP department is currently working on a few projects to
address this need including the Surface Lot at Biscayne Beach project. Once this project is
completed it will add 28 additional parking spaces desperately needed.
The construction contract is fully executed and the first Notice to Proceed to start the permitting
and preconstruction activities has been issued to the Contractor with an effective date of
November 16, 2020. The second Notice to Proceed to commence with the physical
construction activities is expected to be issued once all required permits have been obtained.
Construction is expected to commence in the beginning of next year and the project is
anticipated to be completed by fall 2021. A project advisory will be distributed to the
community prior to commencement of construction.
Once construction activities commence, some residents may expect moderate levels of
construction noise during the day, as well as construction equipment, machinery and workers
present at the site. Construction will take place daily from 8:00 a.m. to 5:00 p.m. with weekend
and holiday work subject to City approval. Construction of the seawall may entail bringing a

barge on the waterway where vessels may require a small waiting time before passing
through. Slight vibrations near the proximities of the site may be felt during the seawall's
concrete pile installation.
In an effort to keep the community informed, the City has arranged meetings with Biscayne
Beach and Biscayne Point Homeowner's Associations, as well as the residents, in order to
provide information of the upcoming work. Fact sheets depicting details of the work will be
available and distributed to the surrounding community.
