Resolution 2022-32294 RESOLUTION NO.! 2022-32294 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE ADMINISTRATION'S RECOMMENDATION AND REQUESTING THAT THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) PURSUE THE DESIGN AND IMPLEMENTATION OF DUAL RIGHT TURN LANES ALONG SOUTHBOUND INDIAN CREEK DRIVE, ONTO WESTBOUND 41ST STREET, ALONG WITH ANY OTHER WARRANTED IMPROVEMENTS, AS PART OF THE UPCOMING FDOT ROADWAY IMPROVEMENT PROJECT ALONG SR A1A/COLLINS AVENUE, FROM 44TH STREET TO THE 4700 BLOCK, AND ALONG INDIAN CREEK DRIVE, FROM 41ST STREET TO 44TH STREET; SAID IMPLEMENTATION RESULTING IN THE LOSS OF APPROXIMATELY • FIFTEEN (15) EXISTING ON-STREET PARKING SPACES ON THE EAST SIDE OF INDIAN CREEK DRIVE, BETWEEN 43RD STREET AND 44TH STREET. WHEREAS, the Florida Department of Transportation (FDOT) is developing the design for a roadway improvement project along SR A1A/Collins Avenue, from 44th Street to the 4700 Block, and along Indian Creek Drive, from 41st Street to 44th Street, within the limits of the City of Miami Beach; and WHEREAS, the project consists of repaving and restriping the roadway, reconstructing damaged sidewalk, and installing high-emphasis crosswalks at signalized intersections, among other improvements with work expected to begin in September 2023; and WHEREAS, in 2018, the City's Transportation and Mobility Department retained a traffic engineering consultant, AECOM, to conduct a traffic study at six (6) intersections located along Indian Creek Drive, Collins Avenue, and 41st Street to identify any operational issues and develop recommendations to help improve traffic flow in the area; and WHEREAS, AECOM collected traffic data, conducted field observations and prepared operational analyses for various concept alternatives; and WHEREAS, ultimately, the traffic study recommended creating dual right-turn lanes for the southbound approach of Indian Creek Drive onto westbound 41st Street, where currently a single southbound right turn lane exists, among other improvements; and WHEREAS, based on the traffic study, this improvement would increase capacity for the southbound right-turn movements and reduce queueing and rear-end/sideswipe crashes; and WHEREAS, the study findings were shared with FDOT for its consideration and programming as part of a future project; and WHEREAS, during the City's recent Indian Creek Drive reconstruction project, between 41st Street and 26th Street, Indian Creek Drive was completely closed to southbound traffic at 41st Street; and WHEREAS, the temporary Maintenance of Traffic (MOT) plan for the Indian Creek Drive reconstruction project included dual southbound right turn lanes, operating under free-flow conditions, at the intersection of Indian Creek Drive and 41st Street, which significantly helped in managing traffic flow given the full closure of Indian Creek Drive; and WHEREAS, during this time, given that there were only two westbound receiving lanes on 41st Street, all westbound traffic on 41st Street from Collins Avenue to Indian Creek Drive was prohibited, as to not conflict with the free-flow dual southbound right turn movements at the Indian Creek Drive and 41st Street intersection; and WHEREAS, corresponding signal timing changes were implemented to ensure the safe operation of the affected intersections under the temporary MOT conditions; and WHEREAS, once the City completed construction work for the Indian Creek Drive reconstruction project, in March 2022, the roadway was reopened to traffic and the southbound approach of Indian Creek Drive onto 41st Street was reverted to its original condition, a single southbound right turn lane , which has resulted in traffic congestion, that, at times, has extended for multiple blocks north of 41st Street; and WHEREAS, since the opening of Indian Creek Drive, in March 2022, the Transportation and Mobility Department staff has been working closely with FDOT, in pursuing the implementation of dual southbound right-turn lanes at the Indian Creek Drive/41st Street intersection on a permanent basis (the "recommended modifications"), as part of the upcoming FDOT roadway improvement project, along SR A1A/Collins Avenue from 44th Street to the 4700 Block, and along Indian Creek Drive from 41st Street to 44th Street; and WHEREAS, at this time, FDOT is requesting that the City conduct a traffic operational analysis to evaluate the impact of the City's recommended modifications on the surrounding intersections along 41st Street, Collins Avenue, and Indian Creek Drive, as well as to identify any recommended intersection geometry, signal timing, or traffic flow modifications required as part of the reconfiguration; and WHEREAS, based on FDOT's evaluation, implementation of the City's recommended modifications would require some widening and shifting of the existing travel lanes along Indian Creek Drive, north of 41st Street towards the east, which would result in the elimination of approximately 15 existing on-street parking spaces on the east side of Indian Creek Drive, between 42nd and 44th Streets; and WHEREAS, given the impact to on-street parking, FDOT is requiring that the City Commission adopt a Resolution supporting the Administration's recommended modifications, and requesting that FDOT include the recommended modifications on a permanent basis, as part of the upcoming FDOT roadway improvement project, which project is expected to commence construction in September 2023; and WHEREAS, the Administration recommends the implementation of the aforementioned modifications, in that such permanent modifications would have a very positive impact on traffic flow and operational safety at this critical intersection, and such benefit would far outweigh the impact to the 15 existing on-street parking spaces; and WHEREAS, in the interim, the City is pursuing the implementation of the dual southbound right turn lanes on a temporary basis though an FDOT permit, via implementation of an MOT plan similar to the one that was in place during the City's Indian Creek Drive reconstruction project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the Administration's recommendation and request that the Florida Department of Transportation (FDOT) pursue the design and implementation of dual right turn lanes along southbound Indian Creek Drive, onto westbound 41st Street, along with any other warranted improvements, as part of the upcoming roadway improvement project along SR Al A/Collins Avenue, from 44th Street to the 4700 block, and along Indian Creek Drive, from 41st Street to 44th Street; said implementation resulting in the loss of approximately fifteen (15) existing on-street parking spaces on the east side of Indian Creek Drive, between 43rd Street and 44th Street. The project consists of repaving and restriping the roadway, reconstructing damaged sidewalk, and installing high-emphasis crosswalks at signalized intersections, among other improvements. Work is expected to begin in September 2023. Attached is a project fact sheet. ANALYSIS In 2018, the City's Transportation and Mobility Department retained a traffic engineering consultant,AECOM,to conduct a traffic study at six(6)intersections located along Indian Creek Drive, Collins Avenue, and 41 Street to identify any operational issues and develop recommendations to help improve traffic flow in the area. Corresponding signal timing changes were implemented to ensure the safe operation of the affected intersections under the temporary MOT conditions. Once the City completed construction of Indian Creek Drive from 41 Street to 26 Street in March 2022, the roadway was reopened to traffic and the southbound approach of Indian Creek Drive onto 41 Street was reverted to its original condition (i.e. a single southbound right turn lane). The current single lane configuration significantly reduces capacity at the intersection which has resulted in traffic congestion which, at times, has extended for multiple blocks north of 41 Street. Since the opening of Indian Creek Drive in March 2022, the Transportation and Mobility Department staff has been working closely with FDOT in pursuing the implementation of dual southbound right-turn lanes at the Indian Creek Drive/41 Street intersection on a permanent basis as part of the upcoming FDOT roadway improvement project along SR A1A/Collins Avenue from 44 Street to 4700 Block and along Indian Creek Drive from 41 Street to 44 Street. At this time, FDOT is requesting that the City conduct a traffic operational analysis to evaluate the impact of the proposed reconfiguration on the surrounding intersections along 41 Street, Collins Avenue, and Indian Creek Drive, as well as identify any recommended intersection geometry, signal timing,or traffic flow modifications required as part of the reconfiguration. Based on F'DOT's evaluation, implementation of the City's recommended dual southbound right turn lanes on a permanent basis would require some widening and shifting the existing travel lanes along Indian Creek Drive north of 41 Street towards the east which would result in the elimination of approximately 15 existing on-street parking spaces on the east side of Indian Creek Drive between 42 and 44 streets. While the affected on-street parking spaces appear to be highly utilized. the Administration believes that the benefits of the dual southbound right turn lanes to traffic flow in the area will greatly outweigh the loss of the on-street parking spaces. Given the impact to on-street parking, FDOT is requiring that the City Commission adopt a Resolution supporting the Administration's recommended modifications to the intersection of Indian Creek Drive and 41 Street and requesting that FDOT include the recommended modifications on a permanent basis as part of the upcoming FDOT roadway improvement project along SR A1A/Collins Avenue from 44 Street to 4700 Block and along Indian Creek Drive from 41 Street to 44 Street, which is expected to commence construction in September 2023. In the interim, the City is pursuing the implementation of the dual southbound right turn lanes on Page 547 of 1700 a temporary basis via an FDOT permit for an MOT plan similar to the one that was in place during the City's Indian Creek Drive reconstruction project. SUPPORTING SURVEY DATA According to the 2022 Miami Beach Resident Survey, 76.9% of residents use their personal vehicle as a primary mode of transportation for trips within Miami Beach (7% increase as compared to the 2019 survey); and 84.3% use their personal vehicle as a primary mode of transportation for the cross-causeway trips (5% increase as compared to the 2019 survey). Furthermore, the benefit of the additional southbound right turn lane would far outweigh the impact to the 15 existing on-street parking spaces. As such, the Administration is requesting that FDOT incorporate these improvements on a permanent basis as part of its upcoming roadway improvement project along SR Al A/Collins Avenue from 44 Street to 4700 Block and along Indian Creek Drive from 41 Street to 44 Street,which is expected to commence construction in September 2023.
