A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE BOARD OF
THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY (NORTH
BEACH CRA), ACCEPTING THE RECOMMENDATION OF THE NORTH
BEACH CRA ADVISORY COMMITTEE, AT ITS APRIL 8, 2025 MEETING, AND
APPROVING, SUBJECT TO APPROVAL BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, THE ALLOCATION OF
NORTH BEACH CRA FUNDS IN AN AMOUNT NOT TO EXCEED$1.5 MILLION
FOR THE DESIGN, DEVELOPMENT, AND CONSTRUCTION OF THE
BISCAYNE BEACH ELEMENTARY SCHOOLYARD PROJECT.
WHEREAS, the City of Miami Beach has entered into a Joint Use Agreement with Miami-
Dade County Public Schools for the shared use of the schoolyard at Biscayne Beach Elementary
School, located within the North Beach Community Redevelopment Area; and
WHEREAS, the City Commission previously engaged the services of The Trust for Public
Land (TPL) to lead the community engagement process and conceptual design of the Biscayne
Beach Elementary School schoolyard improvemenls (the "ProjecY'); and
WHEREAS, as part of this process, TPL has conducted two design workshops with
selected Biscayne Beach Elementary School students to better understand the needs of the site
and to collect input and ideas for the future schoolyard space; and
WHEREAS, at its April 8, 2025 meeting, the North Beach CRA Advisory Committee
(Committee) recommended that the North Beach CRA fund the cost of the design, development,
and construction of the Biscayne Beach Elementary Schoolyard Project (Schoolyard Project), in
an amount not to exceed $1.5 million; and
WHEREAS, the Committee recommended that sufficientfunding be allocated in the North
Beach CRA's Fiscal Year 2025 budget to initiate the design and permitting phases of the Project;
and
WHEREAS, the Committee encouraged the City to actively pursue extemal funding
opportunities, including grants and partnerships, to offset project costs and reduce the financial
impact on the North Beach CRA; and
WHEREAS, contingent upon the North Beach CRA Board's approval of project funding,
the Committee recommended that the design include a regulation-size soccer field, suitable for
organized league play, provided the site dimensions are sufficient, given the current lack of such
facilities within the City; and
WHEREAS,the Commlttee recommended that, if site conditions allow, a four-lane running
track be incorporated into the design of the Schoolyard Project to further promote health and
fitness within the community; and
WHEREAS, the Agency wishes to accept Committee's recommendation, and approve,
subject to approval by Mayor and City Commission of the City of Miami Beach, the allocation of
the North Beach CRA funds, in an amount not to exceed $1.5 million for the full design,
development, and construction of the Schoolyard Project; and
WHEREAS, the Agency and its counsel have determined that all expenditures associated
with Ihe attached allocation are allowable under the Redevelopment Plan, Interlocal Agreement
and Chapter 163, Part III, Florida Statutes.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRPERSON AND BOARD
OF DIRECTORS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY
(NORTH BEACH CRA), that the Chairperson and Board of Directors of the North Beach CRA
hereby accept the recommendation of the North Beach CR4 Advisory Committee at its April 8,
2025 meeting, and approve, subject to approval by Mayor and City Commission of the City of
Miami Beach, the allocation of the North Beach CRA funds, in an amount not to exceed $1.5
million for the full design, development, and construction of the Biscayne Beach Elementary
Schoolyard Project.
