A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER TO AUTHORIZE NEGOTIATIONS RELATING TO REQUEST FOR
QUALIFICATIONS (RFQ) NO. 2026-090-ND, FOR PROFESSIONAL DESIGN
SERVICES FOR MIAMI BEACH CONVENTION CENTER (MBCC) ROOF
REM EDIATION/REPLACEMENT; AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS WITH RODRIGUEZ ARCHITECTS, INC., AS THE
TOP -RANKED PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT
SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH RODRIGUEZ
ARCHITECTS, INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH LIVS ASSOCIATES, LLC, AS THE SECOND -RANKED
PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN
NEGOTIATING AN AGREEMENT WITH LIVS ASSOCIATES, LLC,
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH
M.C. HARRY AND ASSOCIATES, INC., AS THE THIRD -RANKED PROPOSER;
AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY CLERK TO
EXECUTE AN AGREEMENT UPON THE CONCLUSION OF SUCCESSFUL
NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, on December 17, 2025, the Mayor and City Commission approved the
issuance of Request for Qualifications (RFQ) No. 2026-090-ND (the "RFQ") for Professional Design
Services for Miami Beach Convention Center (MBCC) Roof Remediation/Replacement; and
WHEREAS, the RFQ was released on December 19, 2025, and a voluntary pre -proposal
meeting was held on January 8, 2026; and
WHEREAS, on February 2, 2026, the City received eleven proposals from Certa Building
Solutions, Inc., H2M Architects & Engineers, Inc., LIVS Associates, LLC, M.C. Harry and
Associates Inc., Nova Engineering and Environmental, LLC, The Tamara Peacock Company
Architects of Florida, Inc., R.E. Chisholm Architects, Inc., Rodriguez Architects, Inc., RVL
Architecture + Design, P.A., Terracon Consultants, Inc., and Walker Consultants, Inc. of Michigan, -
and
WHEREAS, the proposal from Nova Engineering and Environmental, LLC was deemed
non -responsive for failure to submit the Certification, Questionnaire & Requirements Affidavit with
the bid and by the submittal deadline, and was not further evaluated; and
WHEREAS, on February 26, 2026, The Tamara Peacock Company Architects of Florida,
Inc. notified the City of the withdrawal of its proposal submission, and the firm was therefore not
further evaluated; and
WHEREAS, on February 10, 2026, the City Manager, via Letter to Commission No. 045-
2026, appointed an evaluation committee (the "Evaluation Committee") consisting of the following
individuals: Francisco Garcia, Division Director, Department of Parks, Facilities, Fleet and Beaches,
Angelo Grande, Director of Venue Operations, OVG360, and Karla Lopez, Project Manager, Office
of Capital Improvement Projects; and
WHEREAS, the Evaluation Committee convened on March 3, 2026, to review and score
the proposals received; and
WHEREAS, the Evaluation Committee was provided an overview of the project, information
relative to the City's Cone of Silence Ordinance, the Government Sunshine Law, and general
information on the scope of services and a copy of each proposal; and
WHEREAS, the Evaluation Committee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the RFQ; and
WHEREAS, the evaluation process resulted in the proposers being ranked by the
Evaluation Committee in the following order:
1S' - Rodriguez Architects, Inc.
2nd - LIVS Associates, LLC
V - M.C. Harry and Associates, Inc.
411 - Walker Consultants, Inc. of Michigan
5` - Terracon Consultants, Inc.
611 - R.E. Chisholm Architects, Inc.
nth - Certa Building Solutions, Inc.
8'h - RVL Architecture + Design, P.A.
9'h - H2M Architects & Engineers, Inc.; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's rankings
and analysis, the City Manager concurs with the Evaluation Committee and recommends that the
Mayor and City Commission do the following: (i) authorize the Administration to enter into
negotiations with Rodriguez Architects, Inc., as the top -ranked proposer, (ii) if negotiations fail,
authorize the Administration to enter into negotiations with LIVS Associates, LLC, as the second -
ranked proposer, (iii) if negotiations fail, authorize the Administration to enter into negotiations with
M.C. Harry and Associates, Inc., as the third -ranked proposer, and further (iv) authorize the City
Manager and City Clerk to execute an agreement upon the conclusion of successful negotiations
by the Administration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby accept the recommendation of the City Manager to authorize negotiations relating to
Request for Qualifications (RFQ) No. 2026-090-ND, for Professional Design Services for Miami
Beach Convention Center (MBCC) Roof Rem ediation/Replacement; authorize the Administration
to enter into negotiations with Rodriguez Architects, Inc., as the top -ranked proposer; further, if the
Administration is not successful in negotiating an agreement with Rodriguez Architects, Inc.,
authorize the Administration to enter into negotiations with LIVS Associates, LLC, as the second -
ranked proposer; further, if the Administration is not successful in negotiating an agreement with
LIVS Associates, LLC, authorize the Administration to enter into negotiations with M.C. Harry and
Associates, Inc., as the third -ranked proposer; and further authorize the City Manager and City
Clerk to execute an agreement upon the conclusion of successful negotiations by the
Administration.

RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission") approve the Resolution.
This solicitation is under the Cone of Silence.
BACKGROUND/HISTORY
The Miami Beach Convention Center (MBCC) consists of 18 distinct roof sections totaling
approximately 586,000 square feet. The primary roofing system includes metal decking,
lightweight insulating concrete (LWIC), and a two- or three-ply modified bituminous membrane.
These areas were last surface -coated approximately eight years ago.
One roof section, measuring around 60,000 square feet, was constructed using tectum decking
in combination with LWIC and the same bituminous membrane system. This section also received
a surface coating eight years ago.
Over the past two decades, the roof system has experienced intermittent and, at times, extensive
leakage. Recent inspections and reported building conditions indicate that portions of the roof
may be failing, with visible signs of moisture intrusion. Additionally, concerns have been raised
regarding the structural integrity of the tectum deck and the viability of re -roofing over the existing
LWIC substrate. Therefore, the Administration developed RFQ 2026-090-ND for professional
design services for the Miami Beach Convention Center (MBCC) roof remediation/replacement.

ANALYSIS
On December 17, 2025, the Mayor and City Commission authorized the issuance of RFQ 2026-
090-ND for professional design services for Miami Beach Convention Center (MBCC) roof
remediation/replacement. On December 19, 2025, the RFQ was issued. A voluntary pre -proposal
conference was held on January 8, 2026, to provide information to proposers submitting a
response. One addendum was issued, and 83 prospective bidders accessed the advertised
solicitation. RFQ responses were due and received on February 2, 2026. The City received a total
of eleven proposals. Listed below are the firms:

The proposal from Nova Engineering and Environmental LLC was deemed non -responsive for
failure to submit the Certification, Questionnaire & Requirements Affidavit with the bid and by the
submittal deadline; therefore, their proposal received no further consideration. On February 26,
2026, The Tamara Peacock Company Architects of Florida, Inc., notified the City of the withdrawal
of their proposal submission; therefore, their proposal received no further consideration.
On February 10, 2026, the City Manager appointed the Evaluation Committee ("Committee") via
LTC # 045-2026. The Evaluation Committee convened on March 3, 2026, to consider the
proposals received. The Committee was comprised of Francisco Garcia, Division Director,
Department of Parks, Facilities, Fleet and Beaches, Angelo Grande, Director of Venue
Operations, OVG360, and Karla Lopez, Project Manager, Office of Capital Improvement Projects.
The Committee was provided an overview of the project, information relative to the City's Cone of
Silence Ordinance, and the Government Sunshine Law. The Committee was also provided
general information on the scope of services and a copy of each proposal. The Committee was
instructed to score and rank each proposal pursuant to the evaluation criteria established in the
RFQ. The evaluation process resulted in the ranking of proposers as indicated below and in
Attachment A.

The Evaluation Committee deemed Rodriguez Architects, Inc. (Rodriguez Architects) the best
qualified firm to provide design services for the Miami Beach Convention Center (MBCC) roof
remediation/replacement. The Evaluation Committee noted during deliberations that Rodriguez

Architects submitted the most complete and thorough proposal, demonstrating strong individual
and team qualifications, a well -developed approach and methodology utilized on previous
engagements, and diverse expertise. Its team includes, among others, a roofing and
waterproofing consultant and a dedicated electrical engineer who will support the design of the
lightning protection system. Its approach and methodology was comprehensive, outlining a
phased plan designed to minimize disruptions and emphasizing robust quality assurance and
quality control measures. Finally, the proposed key personnel bring extensive experience in
roofing projects, with most of that experience gained in the state of Florida.
For more than 30 years, Rodriguez Architects has specialized in delivering education, office,
retail, hospitality, and institutional projects. As a full service architectural firm, Rodriguez
Architects provides a comprehensive range of inhouse services, enabling the company to build
longstanding client relationships and consistently deliver detail focused, high quality work.
Rodriguez Architects has completed roof design projects for Miami Dade College, Miami Dade
County Public Schools, and the School Board of Broward County. All references provided positive
feedback.
The Evaluation Committee also deemed LIVS Associates, LLC (LIVS) and M.C. Harry &
Associates, Inc. (M.C. Harry) well -qualified and should be considered if the negotiations with
Rodriguez Architects are not successful.
LIVS is a principal led, multidisciplinary, LEED accredited SBE design firm that has provided
architectural and engineering services in South Florida for 40 years. Since its founding in 1985,
the firm has successfully completed more than 1,500 public sector projects totaling over $3 billion.
These projects include experience in delivering complex roofing and building envelope solutions
for large, occupied public facilities. Locally, it has completed roof design services for the School
District of Palm Beach County and the School Board of Broward County. All references provided
positive feedback.
M.C. Harry is a Miami -based architectural and engineering firm with a 64-year history providing
award -winning planning and design services to a variety of government agencies and public
institutions. It has a strong understanding of aging building systems, complex existing conditions,
and phased construction within active facilities. M.C. Harry provides historic preservation services
to the City as part of the City's architectural and engineering services continuing contract and has
provided satisfactory services. M.C. Harry has provided roof design services to the Florida
Department of Management Services, Florida International University, and the School Board of
Broward County. The references received provided positive feedback.
FISCAL IMPACT STATEMENT
The Parks, Facilities, Fleet, and Beaches Department has budgeted $500,000 for these services
through capital project #63129. Fees will be established through the negotiation process. Services
pursuant to the award of this RFQ shall be subject to successful negotiations and the availability
of funds approved through the City's budgeting process. It is not anticipated that grant funding will
be utilized for this project.

CONCLUSION
Based on the foregoing, it is recommended that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with Rodriguez Architects,
Inc., as the top -ranked proposer; further, if the Administration is not successful in negotiating an
agreement with Rodriguez Architects, Inc., authorizing the Administration to enter into
negotiations with LIVS Associates, LLC, as the second -ranked proposer; further, if the
Administration is not successful in negotiating an agreement with LIVS Associates, LLC,
authorizing the Administration to enter into negotiations with M.C. Harry & Associates, Inc., as the
third -ranked proposer; and further, authorizing the City Manager and City Clerk to execute an
agreement upon the conclusion of successful negotiations by the Administration.
