A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE ADMINISTRATION TO DEFER
THE PARKING LOT P-63 REFORESTATION PROJECT FOR
THE ADDITION OF SHADE TREES WITHIN THE CITY -OWNED
P-63 SURFACE PARKING LOT LOCATED AT 4166 ROYAL
PALM AVENUE, MIAMI BEACH; AND FURTHER, DIRECTING
THE CITY MANAGER TO MAKE A CORRESPONDING
AMENDMENT TO THE FY 2026 CAPITAL BUDGET.
WHEREAS, on December 14, 2022, the City Commission referred an item to the Public
Safety and Neighborhood Quality of Life Committee ("PSNQLC") to discuss adding shade trees
at the City -owned Parking Lot P-63 (the "Lot"), located at 4166 Royal Palm Avenue, Miami Beach
(the "Project"); and
WHEREAS, this item was discussed at the June 21, 2023 PSNQLC meeting, at which
the PSNQLC requested that the Administration prepare a cost estimate for the Project,
understanding that this would be a capital project; and
WHEREAS, the item was included on the October 24, 2023 PSNQLC meeting agenda,
with an order of magnitude estimate, but was not heard; and
WHEREAS, on December 13, 2023, at the request of Commissioner Kristen Rosen
Gonzalez, the City Commission referred item C7 W to the Finance and Economic Resiliency
Committee ("FERC") to discuss the estimated cost of the Project; and
WHEREAS, the Lot is an existing City -owned asphalt -paved parking lot located in the
Government Use (GU) zoning district, consisting of four (4) aisles of parking divided by three (3)
raised concrete medians, and further having an existing drainage system connected to the City's
public right-of-way drainage and existing parking lot lighting; and
WHEREAS, the Project would require a full permit review and issuance by the City's
Building Department, as the Project would include relocation of existing underground electrical
infrastructure and new asphalt, concrete, and irrigation, in addition to the new trees; and
WHEREAS, given the existing conditions, the Project would include work to remove the
compacted limerock, concrete, and asphalt, which, if not removed, would impede root growth and
the establishment of the new trees; and
WHEREAS, to ensure the longevity of the new trees, provide sufficient area for root
growth, and encourage larger tree growth, the sub -surface soils would have to be replaced with
nutrient rich, non -compacted material, while simultaneously providing the structural bearing
capacity to withstand vehicular loads; and
WHEREAS, the Administration has developed a conceptual plan for the Lot which
identified the limits and quantities of the anticipated work, pursuant to which the estimated cost to
install twenty-four (24) trees within the Lot was estimated at $1,655,000; and
WHEREAS, during the May 24, 2024 meeting of the FERC, the Project's scope and order
of magnitude estimate were discussed, and the FERC recommended that the City limit the
installation of canopy trees to only one of the raised concrete medians, add trees in the swale at
the northern limits of the Lot, and prioritize funding for this Project through the FY 2025 Capital
Budget process; and
WHEREAS, following the May 24, 2024 FERC meeting, the Administration developed a
revised conceptual plan to include installation of trees on the northern concrete median, and due
to insufficient room in the swale, the installation of three (3) bulb -outs on the northern parking lane
at an estimated cost of $765,000, the revised scope to include the installation of eleven (11) trees
within the Lot, with a minimum overall height of 18', inclusive of related suspended pavement,
irrigation, electrical work, and milling and resurfacing of the northern areas disturbed by the tree
installations; and
WHEREAS, on June 26, 2024, the City Commission adopted Resolution No. 2024-33090,
accepting the recommendation of the FERC to improve the Lot by adding shade trees along the
northern limits of the Lot and to prioritize funding for this Project through the FY 2025 capital
budget process, and allocated funding for the Project in the FY 2025 capital budget; and
WHEREAS, on April 17, 2025, the Administration began the selection of a contractor via
the Job Order Contracting (JOC) procurement process; and
WHEREAS, on September 15, 2025, Team Contracting, Inc. provided a proposal to the
City covering all requirements necessary to accomplish the scope of work under the Project and
within the allocated construction budget; and
WHEREAS, given the potential impact to future development of the Lot and current Capital
Budget demands, the Administration recommends that the City Commission defer the Project and
reallocate the Project funds to higher -priority City capital improvement initiatives.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the recommendation of the Administration to defer the reforestation
project previously approved by the City Commission pursuant to Resolution No. 2024-33090 for
the installation of shade trees at City -owned Parking Lot P-63, located at 4166 Royal Palm
Avenue, Miami Beach; and further, direct the City Manager to make a corresponding amendment
to the FY 2026 capital budget.

PROJECT, REGARDING THE ADDITION OF SHADE TREES WITHIN THE P-63
SURFACE PARKING LOT AT 4166 ROYAL PALM AVENUE.
RECOMMENDATION
Due to potential impacts to future development of the lot and current Capital Budget demands.
the Administration recommends that the City Commission, adopt a resolution accepting the
recommendation to cancel the Parking Lot P-63 Reforestation project.
BACKGROUND/HISTORY
On December 13, 2023, at the request of Commissioner Rosen Gonzalez, the City Commission
referred item C7 W, to the Finance and Economic Resiliency Committee (FERC), to discuss the
estimated cost of adding shade trees at the P-63 surface parking lot.
The P-63 surface parking lot is an existing city -owned asphalt paved parking lot, consisting of four
(4) aisles of parking divided by three (3) raised concrete medians. The lot has an existing drainage
system connected to the City's public right-of-way drainage, and there is existing parking lot
lighting.
The proposed project, occurring within the limits of a Government Use District (GU) property,
would require a full permit review and issuance by the City's Building Department, as the project
would include relocation of existing underground electrical infrastructure as well as new asphalt,
concrete, and irrigation, in addition to the new trees.
Considering the existing conditions, the project would include work to remove the compacted
limerock, concrete and asphalt, which if not removed, would impede root growth and

Staff developed a conceptual plan for the parking lot which identified the limits and quantities of
the anticipated work. At the time, the estimated cost to install twenty-four (24) trees within the P-
63 surface parking lot was estimated at $1,655,000.
During the May 24, 2024 meeting of the FERC, the project scope and order of magnitude estimate
were discussed, and a recommendation was provided by the Committee to limit the installation of
canopy trees to only one of the raised concrete medians, add trees in the swale at the northern

process.
ANALYSIS
Subsequent to the FERC meeting, City staff developed a revised conceptual plan (Exhibit A)
which includes installation of trees on the northern concrete median, and due to insufficient room
in the swale, the installation of three (3) bulb -outs on the northern parking lane at an estimated
cost of $765,000. The revised scope includes the installation of eleven (11) trees within the
parking lot, with a minimum overall height of 18', inclusive of related suspended pavement,
irrigation, electrical work and milling and resurfacing of the northern areas disturbed by the tree
installations.

Funding for the Parking Lot P-63 Reforestation project was allocated in the FY 2025 Capital
Budget, in the amount requested, $765,000.
On April 17, 2025, City staff began the selection of a Contractor via the Job Order Contracting
(JOC) procurement process. On September 15, 2025, after numerous negotiations, Team
Contracting, Inc. provided a proposal to the City covering all requirements necessary to
accomplish the scope of work under the project and within the allocated construction budget.
This lot has previously been the subject of discussion by the City Commission for future
opportunities. Reforestation of this lot, at this time, may result in wasteful spending through
removal of the improvements during future development. Given the potential impact of future
development to the site and proposed improvements, and current Capital Budget demands, the
Administration recommends cancelling the project and reallocating the funds to higher priority City
initiatives.
FISCAL IMPACT STATEMENT
The currently available project balance of approximately $710,000 could be reallocated to other
higher priority City Initiatives.

CONCLUSION
Due to potential impacts to proposed improvements by future development of the lot and current
Capital Budget demands, the Administration recommends that the City Commission, adopt a
resolution accepting the recommendation to cancel the Parking Lot P-63 Reforestation project.
Upon adoption of the Resolution, the available budget of approximately $710,000 can be
reallocated to fund other higher priority City projects.
