HomeMy WebLinkAboutResolution 2026-34216RESOLUTION NO. 2026-34216 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) U.S. DEPARTMENT OF HOMELAND SECURITY (DHS) THROUGH THE MIAMI-DADE SHERIFF'S OFFICE, OPERATION STONEGARDEN PROGRAM, IN THE APPROXIMATE AMOUNT OF $20,000; 2) FLORIDA DEPARTMENT OF HEALTH THROUGH MIAMI-DADE COUNTY, EMERGENCY MEDICAL SERVICES (EMS) COUNTY DISBURSEMENT FY 2025-2030, IN THE APPROXIMATE AMOUNT OF $32,000; AND 3) U.S. DEPARTMENT OF JUSTICE THROUGH THE OFFICE OF THE ATTORNEY GENERAL, VICTIMS OF CRIME ACT (VOCA) GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $450,000. WHEREAS, the City Administration applies for grants and external funding from outside organizations; and WHEREAS, the City Administration requests approval to accept a grant in the approximate amount of $20,000 from the U.S. Department of Homeland Security (DHS) through the Miami -Dade Sheriff's Office, Operation Stonegarden Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to accept a grant in the approximate amount of $32,000 from Florida Department of Health through Miami -Dade County, Emergency Medical Services (EMS) County Disbursement FY 2025-2030, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $450,000 from the U.S. Department of Justice through the Office of the Attorney General, Victims of Crime Act (VOCA) Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize (and, as to certain agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any and all documents or agreements, and appropriate funding received by the City of Miami Beach in connection with following grants, programs, and agreements: 1) U.S. Department of Homeland Security (DHS) through Miami -Dade Sherrif's Office, Operation Stonegarden Program, in the approximate amount of $20,000; 2) Florida Department of Health through Miami -Dade County, Emergency Medical Services (EMS) County Disbursement FY 2025-2030, in the approximate amount of $32,000; and 3) U.S. Department of Justice through Office of Attorney General, Victims of Crime Act (VOCA) Grant Program, in the approximate amount of $450,000. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. U.S. Department of Homeland Security (DHS) through Miami -Dade Sherrifs Office, Operation Stonegarden Program in the approximate amount of $20,000 for border protection operations. The Miami -Dade Sherrifs Office received a funding allocation from the FY 2024 Homeland Security Grant Program for the DHS Operation Stonegarden (OPSG) program. The OPSG program is a joint effort between state, local, tribal, territorial, and federal law enforcement agencies to secure the United States borders. City of Miami Beach receives a portion of these funds each year through a subaward agreement with the County. The City administration is accepting a grant in the approximate amount of $20,000 for OPSG activities. The grant helps to fund the overtime operations of officers working to patrol international borders including travel corridors. No matching funds are required. 2. Florida Department of Health through Miami -Dade County, Emergency Medical Services (EMS) County Disbursement FY 2025-2030 in the approximate amount of $32 000 for EMS pre -hospital care. 457 of 2461 EMS County Disbursements are distributed to counties and are subsequently distributed to municipalities involved in EMS pre -hospital care. Municipalities sign a five-year Memorandum of Understanding (MOU), approving a quarterly disbursement that is calculated from emergency call volume data. The City administration is accepting a grant in the approximate amount of $32,000 for EMS pre - hospital care services. The funding will be used by the Fire Department to support EMS equipment and operations. The allocation for the first quarter, based on the annual EMS call volume, is approximately $1,600. While this number will be re -calculated and may vary over the remaining five-year MOU, the total allocation is estimated to be approximately $32,000. No matching funds are required. 3 U.S. Department of Justice through Office of Attorney General Victims of Crime Act (VOCA) Grant Program in the approximate amount of $450 000 for salaries and benefits. VOCA is a grant reimbursement program designed to support the provision of services to victims of crime. Services are defined as those efforts that respond to the emotional and physical needs of crime victims, assist victims of crime to stabilize their lives after victimization, assist victims to understand and participate in the criminal justice system, and provide victims of crime with a measure of safety and security. The City administration is applying for a grant in the approximate amount of $450,000 for the salaries and benefits of five victim services advocate positions. The grant covers 75% of the cost to fund these positions. No matching funds are required. FISCAL IMPACT STATEMENT Does this Ordinance require a Business Impact Estimate?
