A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND ECONOMIC
RESILIENCY COMMITTEE AT ITS MARCH 4, 2026 MEETING TO
ACCEPT FROM SUNSET ISLANDS PROPERTY OWNERS, INC.
THE DONATION OF A SYNTHETIC TURFGRASS LAWN AREA,
INCLUDING INSTALLATION SERVICES, HAVING A TOTAL
VALUE OF APPROXIMATELY $47,642.02, TO BE INSTALLED AT
THE PARK LOCATED ON SUNSET ISLAND 2; AND FURTHER,
AUTHORIZING THE CITY MANAGER AND CITY CLERK TO
EXECUTE ANY REQUIRED DOCUMENTS OR AGREEMENTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN
CONNECTION WITH THE INSTALLATION OF THE AFORESAID
IMPROVEMENTS.
WHEREAS, the Sunset Islands Property Owners, Inc. ("Association") desires to
partner with the City of Miami Beach ("City") to improve the area, including through the
installation of a synthetic lawngrass turf area at the Park located on Sunset Island 2,
Miami Beach ("Project"); and
WHEREAS, at the February 5, 2026 City Commission meeting, at the request of
Commissioner Joseph Magazine, the Mayor and City Commission approved a referral to
the Finance and Economic Resiliency Committee ("FERC") to discuss the Project and to
direct the Administration to prepare an agreement between the City and the Association
to cause the installation of the Project; and
WHEREAS, at the March 4, 2026 FERC meeting, the FERC voted to transmit the
item to the City Commission with a favorable recommendation to prepare an agreement
between the City and the Association to cause the installation of the Project; and
WHEREAS, the Park located on Sunset Island 2 is an important community
amenity used by residents of the Sunset Islands and the Association; and
WHEREAS, installing a synthetic lawngrass turf area in the Park will significantly
enhance the Park's usability and reduce the routine maintenance and downtime needed
for resodding the area; and
WHEREAS, the Project, including the synthetic lawngrass turf and installation
services, will be fully funded by the Association, relieving the City of financial responsibility
related to routine maintenance and resodding of the synthetic lawngrass turf area in the
Park.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee at its March 4, 2026 meeting to accept from Sunset Islands Property Owners,
Inc. the donation of a synthetic turfgrass lawn area, including installation services, having
a total value of approximately $47,642.02, to be installed at the Park located on Sunset
Island 2; and further, authorize the City Manager and City Clerk to execute any required
documents or agreements, in a form acceptable to the City Attorney, in connection with
the installation of the aforesaid improvements.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission accept the Finance and
Economic Resiliency Committee's favorable recommendation to formally accept the donation
from the Sunset Islands 1 & 2 homeowners association and to authorize the City Manager to
execute the associated donation agreement, ensuring the terms are clearly memorialized
between the City of Miami Beach and the Sunset Islands 1 & 2 homeowners association for the
self -funded installation of turf space at the park on Sunset Island 2.
BACKGROUND/HISTORY
At the February 5, 2026, City Commission meeting, at the request of Commissioner Joseph
Magazine, the Mayor and City Commission referred a discussion item to the Finance and
Economic Resiliency Committee, to discuss and direct the administration to draft an agreement
between the City of Miami Beach and the Sunset Islands 1 & 2 homeowners association for a
self -funded installation of a turf space at the park on Sunset Island 2.
(Exhibit A).
The park space on Sunset Island 2 has become increasingly more popular over the past several
years. The space is used by individuals, families and the Neighborhood Association
alike. Improving the turf conditions in the center of the park will significantly increase useability
and reduce routine maintenance and downtime needed for resodding.
Sunset HOA 1 & 2 has approached the city desiring to partner with the city to improve the
area. Initial scope items include an artificial turf area in the most heavily used section of the park
and possible GFI outlets.
At the March 4, 2026, Finance and Economic Resiliency Committee meeting, the Committee
moved the item to the City Commission with a favorable recommendation to draft an agreement
between the City of Miami Beach and the Sunset Islands 1 & 2 homeowners association for the
self -funded installation of turf space at the park on Sunset Island 2.

ANALYSIS
The donation for the park includes:
Installation of an artificial turf area
Possible addition of GFI outlets
This project will be fully funded by Sunset Islands 1 & 2 homeowners association, relieving the
City of additional financial responsibility and significantly increasing useability by reducing routine
maintenance and downtime needed for resodding.

FINANCIAL INFORMATION
The cost of this project will be paid for by the Sunset Island 1 & 2 homeowners association upon
approval of an agreement between the City of Miami Beach and the Sunset Island 1 & 2
association.
CONCLUSION
This donation aligns with the City's goals of enhancing public spaces through public -private
partnerships. The proposed landscape improvement plan will elevate the quality of the
greenspace while preserving public access.

At the time this memo was drafted, administration is still in discussions with the HOA. the final
design, project cost, and agreement had not yet been finalized. A supplemental packet will be
