HomeMy WebLinkAboutResolution 2026-34224RESOLUTION NO. 2026-34224 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS APRIL 1, 2026 MEETING, AND APPROVING THE WAIVER OF SPECIAL EVENT FEES AND RELATED PERMITTING COSTS, INCLUDING VEHICLE BEACH ACCESS PASSES AND SQUARE FOOTAGE FEES, IN AN AMOUNT NOT TO EXCEED $41,465, FOR THE INAUGURAL 2026 F1 MIAMI GRAND PRIX FAN FESTIVAL IN THE LUMMUS PARK SPOIL AREA BETWEEN 10T" AND 13T" STREETS FROM APRIL 29, 2026 THROUGH MAY 3, 2026. WHEREAS, at the March 18, 2026 Commission meeting, the Mayor and City Commission approved a referral to the Finance and Economic Resiliency Committee to discuss the potential waiver of special event fees and related permitting costs for the inaugural 2026 F1 Miami Grand Prix Fan Festival (the "Event"); and WHEREAS, on April 1, 2026, the Finance and Economic Resiliency Committee discussed the referral item and gave a favorable recommendation supporting the waiver of special event fees and related permitting costs for the Event; and WHEREAS, the F1 Miami Grand Prix represents the highest class of international racing for formula cars and began a 10-year activation at the Hard Rock Stadium in 2022; and WHEREAS, the 2022 and 2023 F1 Miami Grand Prix events collectively generated approximately $798 million in economic impact for Miami -Dade County, with a 2023 study by Applied Analysis noting that the 2023 event alone boosted the economy by $449 million, including more than $195 million in visitor spending, and drew 270,000 attendees in May 2024, averaging $1,940 in visitor expenditures; and WHEREAS, although the F1 Miami Grand Prix is held at the Hard Rock Stadium, its attendees regularly stay in Miami Beach hotels, dine at local restaurants, and participate in activities throughout the City during F1 weekend, creating significant tourism and economic benefits for Miami Beach; and WHEREAS, past unofficial Miami Beach activations during prior F1 weekends have taken place on or near the Lummus Park beachfront and spoil areas in 2022, 2023, and 2024, drawing substantial attendance and providing free and ticketed public programming; and WHEREAS, the Hard Rock Stadium recently announced an extension of its agreement with F1 to host the Miami Grand Prix through 2041, creating an opportunity to expand the F1 experience beyond the stadium and into surrounding communities, including Miami Beach; and WHEREAS, the Miami Grand Prix, its partners, and participating F1 teams plan to launch the first -ever Official Fan Fest in 2026 as a long-term platform to grow and engage the next generation of Formula 1 fans; and WHEREAS, the Event organizers have submitted Special Event Permit application SPE1025-2178 for an activation on the Lummus Park spoil between 10th and 13th Streets from April 29 through May 3, 2026, featuring partner and team activations, live race coverage with commentary, Dolphins alumni and cheerleaders, and related programming; and WHEREAS, the Event organizers have requested that the City waive special event fees and related permitting costs for the 2026 activation, which are estimated at $41,465, based on the draft site plan submitted with the application: $1,560 for Vehicle Beach Access Passes; $38,880 Square Footage Fees; $682 Permit Fee; $343 Application Fee. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Economic Resiliency Committee at its April 1, 2026 meeting, and approve the waiver of special event fees and related permitting costs, including vehicle beach access passes and square footage fees, in an amount not to exceed $41,465, for the inaugural 2026 F1 Miami Grand Prix Fan Festival in the Lummus Park spoil area between 101h and 131h Streets from April 29, 2026 through May 3, 2026. RECOMMENDATION The Administration is in support and recommends the Mayor and City Commission adopted the resolution accepting the recommendation of the Finance and Economic Resiliency Committee waiving special event fees and related permitting costs for F1 Miami Grand Prix Fan Festival taking place on the Lummus Park spoil between 10'h and 131h streets from April 29-May 3, 2026, in an estimated amount of $41,465. BACKGROUND/HISTORY At the request of Commissioner Alex Fernandez, the Mayor and City Commission approved a referral item to the Finance and Economic Resiliency Committee at the March 18, 2026, City Commission meeting to discuss the potential waivers of special event fees and related permitting costs for F1 Miami Grand Prix Fan Festival. On April 1, 2026, the Finance and Economic Resiliency Committee discussed the referral and approved a favorable recommendation to waive the permitting fees for the F1 Miami Grand Prix Fan Festival. ANALYSIS The F1 Miami Grand Prix is known as the highest class of international racing for formula racing cars. The activation started a 10-year activation at the Hard Rock Stadium in 2022. The 2022 and 2023 F1 Miami Grand Prix events collectively brought $798 million into the local Miami -Dade County economy. According to a study by Applied Analysis, "the 2023 race alone boosted the economy by $449 million, a 29% increase from the 2022 event. The visitor spending topped $195 million during race week with a 15% attendance increase. In May 2024, the event drew 270,000 attendees including affluent visitors who spent over $195 million in the Greater Miami area, averaging at $1,940 per person, nearly double the usual tourist expenditure." While the F1 Miami Grand Prix is miles away at the Hard Rock Stadium, its attendees stay in Miami Beach hotel properties, eat at restaurants, and attend events throughout the City during F1 weekend. Below is a recap of the activations that have taken place in the area for the first three F1 weekends. 674 of 2461 Previous Unofficial Activations at Lummus Park beachfront include the following: 2022 FTX Grand Prix Festival (SPE0322-0893), took place in the Lummus Park beachfront between 6th and 10th Streets and the Lummus Park spoil between 10th and 11 th Streets. The event also included a local road closure on Ocean Drive from 6th to 9th Streets to host a professional driver demonstration. The three-day event took place from Friday, May 6, 2022, through Sunday, May 8, 2022. The activation featured a three-day free and open to the public large fan festival from 12:00 PM to 6:00 daily. Following the fan fest, the activation included public ticketed concerts from 7:00 PM to 11:00 PM daily. The main event tent occupied 216,000 square -feet of the beachfront with the back of house occupying 13,400 square -feet of the spoil. 2023 Miami Beach - Race Weekend 2023 (SPE0622-1016), took place in the Lummus Park beachfront between 7th and 10th Streets and the Lummus Park spoil between 10th and 12th Streets. The three-day public ticketed event took place from Friday, May 5, 2023 through Sunday, May 7, 2023. The main event occupied 149,976 square -feet of the beachfront with the back of house occupying 1,536 square -feet of the spoil. The activation included a three-day public -ticketed concert on the east side of the dunes and a two-day open to the public live stream viewing activation on the west side of the dunes. 2024 Miami Beach Race Weekend - Ray Ban x Ferrari (SPE0324-1674), took place in the Lummus Park spoil between 11 th and 12th Streets. This two-day public -ticketed event took place on Friday, May 3, 2024 and Saturday, May 4, 2024. The activation inclusive of main event and back of house occupied 30,600 square -feet of the spoil. The event featured two days of racing experience activations. On day two, Saturday, May 4, 2024, the free racing experience was followed by a private invite only dinner from 7:00 PM to 11:00 PM. 2025 No Activation Proposed Official F1 Miami Grand Prix Activation in 2026 The Hard Rock Stadium recently announced an extension to the existing agreement with Formula 1 to host the Miami Grand Prix until 2041. With this extension, there is an opportunity to expand the F1 Miami Grand Prix experience beyond Hard Rock Stadium. The Miami Grand Prix, along with their partners and F1 teams, will launch the first -ever Official Fan Fest, with the goal of creating a long-term platform to engage and grow the next generation of F1 fans. The Miami Dolphins/Miami Grand Prix team have submitted a special event permit (SPE1025-2178) for the Fan Fest activation in Miami Beach. The Fan Fest is taking place from Wednesday, April 29th to Sunday, May 3, 2026, at the Lummus Park spoil area between 10th and 13th streets. The event includes partner and team activations, Grand Prix race coverage with live commentary, Dolphins alumni and cheerleaders, and more. The proposed times are Wednesday to Friday, 12pm to 6pm, and Saturday and Sunday, 10am to 6pm. The event organizers have submitted a request to waive special event permit fees for the 2026 activation in the Lummus Park spoil. RECOMMENDATION Please place on the February 25, 2026 City Commission Agenda a referral to the Finance and Economic Resiliency Committee to discuss a one-year sponsorship for the F1 Miami Grand Prix Fan Festival, scheduled for April 29 through May 3, 2026. As part of this discussion, City staff should present recommendations regarding potential waivers of special event fees, as well as any related permitting costs, and provide an estimate of the total amount of such waivers. I am requesting that this item be heard at the March 4, 2026 Finance and Economic Resiliency Committee meeting in the interest of time, so that the Committee can provide timely input and direction ahead of the event.
