A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO ARRANGE AND PARTICIPATE IN A
MEETING WITH TECO GAS TO EMPHASIZE THE IMPORTANCE
OF COMPLETING THE NECESSARY GAS SERVICE UPGRADES
PRIOR TO THE COMPLETION OF THE WEST AVENUE
NEIGHBORHOOD IMPROVEMENT PROJECT GENERATOR
INSTALLATION (ESTIMATED AT APPROXIMATELY 18
MONTHS), AND FURTHER DIRECTING THE ADMINISTRATION
TO PROVIDE AN LTC TO THE MAYOR AND CITY COMMISSION
WITHIN SIXTY (60) DAYS REPORTING ON THE RESULTS OF
THESE EFFORTS.
WHEREAS, TECO Gas currently lacks the capacity to provide the volume of
natural gas required for the bi-fuel generator being installed as part of the West Avenue
Neighborhood Improvement Project; and
WHEREAS, TECO has implemented a moratorium limiting generator size and new
natural gas usage due to system capacity constraints, and has informed the City that
network upgrades are required before adequate natural gas service can be provided to
the project; and
WHEREAS, the generator is intended to power critical pump -station infrastructure
necessary to prevent neighborhood flooding, particularly as roadway elevation
improvements continue, and therefore the timing of TECO's upgrades is essential to
ensuring the generator will function as designed; and
WHEREAS, the project team —consisting of City staff, the contractor, and design
engineers —has been in regular communication with TECO regarding the need to
complete the upgrades prior to project completion, but additional high-level coordination
is warranted to underscore the urgency and community impact of any delay; and
WHEREAS, the Mayor and City Commission find that arranging a meeting with
TECO leadership, emphasizing the importance of completing gas upgrades in advance
of the generator becoming operational, and reporting back to the City Commission via an
LTC within sixty (60) days will help ensure timely progress and provide transparency
regarding TECO's commitments.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the that the Mayor and
City Commission hereby direct the City Administration to arrange and participate in a
