A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO REQUIRE, AS PART OF THE SPECIAL EVENT
PERMIT PROCESS FOR BEACH EVENTS, THAT EVENT ORGANIZERS
PROVIDE CLEAR ON -SITE SIGNAGE AT REGULAR INTERVALS ON
EVENT FENCING, AND AT A MINIMUM AT EACH ENTRANCE TO THE
EVENT SITE, CONTAINING EITHER: (1) A QR CODE DIRECTING THE
PUBLIC TO INFORMATION ON THE PERMITTEE'S DIGITAL
DATABASE ABOUT THE PERMITTED EVENT; OR, IF A QR CODE IS
NOT FEASIBLE, A WEBSITE ADDRESS OF THE PERMITTEE LINKING
TO THE SPECIAL EVENT PERMIT, AND (2) THE TELEPHONE NUMBER
TO THE CODE COMPLIANCE COMPLAINT LINE; AND FURTHER
DIRECTING THAT SAID SIGNAGE BE CREATED AND SUPPLIED BY
THE EVENT ORGANIZER AS PART OF THE PERMIT CONDITIONS.
WHEREAS, the City of Miami Beach regularly issues Special Event Permits for
events held upon or adjacent to the City's public beaches, including large-scale
productions that require fences, temporary structures, trucks, staging, and other logistical
elements that can impact public access and the surrounding community; and
WHEREAS, residents frequently report concerns including blocked beach access,
improper or unsafe placement of trucks or equipment, dangerous conditions, horse
droppings, or other health and safety issues associated with permitted beach events; and
WHEREAS, the Mayor and City Commission seek to provide a convenient
mechanism for residents and visitors to (1) immediately obtain accurate information about
a permitted event —including the permit, dates, hours, and approved footprint —and (2)
efficiently report concerns to the City in real time; and
WHEREAS, requiring event organizers to include on -site signage containing a QR
Code linking to event information and listing the City's Code Compliance complaint line
phone number (printed at regular intervals along the fencing or on graphic -wrap fencing
material) will allow the public to quickly scan the code to access information and report
issues; and
WHEREAS, in situations where a QR Code is not feasible due to technical or
logistical limitations, the City finds it equally important that signage displays a short, easily
typed website address of the permittee directing the public to the special event permit,
together with the City's Code Compliance complaint line phone number; and
WHEREAS, the Mayor and City Commission find that requiring such signage—
created, produced, and installed by the event organizer as a condition of the Special
Event Permit —will improve transparency, resident experience, and public safety, and
ensure that information regarding permitted beach events is readily accessible.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to require, as part of the special event
permit process for beach events, that event organizers provide clear on -site signage
containing either: (1) a QR Code and telephone number directing the public to information
on the permittee's digital database about the permitted event and to the Code Compliance
complaint line to report issues; or, if a QR Code is not feasible, (2) a website address of
the permittee linking to the special event permit together with the telephone number to
the Code Compliance complaint line; and that such signage be produced by the event
organizer and posted at regular intervals on the event fencing, and at a minimum at each
entrance to the event site.
