A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
AMEND THE SECURITY POST ORDERS FOR THE BISCAYNE POINT
COMMUNITY TO REQUIRE THAT, IN ADDITION TO THE CURRENT POST
ORDERS, THE GUARDHOUSE GATE ARM REMAINS DOWN AT ALL TIMES
EXCEPT WHEN A VEHICLE IS ENTERING, AND TO REQUIRE THAT ALL
ASSIGNED SECURITY PERSONNEL RECORD THE ALPHANUMERIC
LICENSE PLATE OF EVERY VEHICLE ENTERING THE COMMUNITY PRIOR
TO RAISING THE GATE ARM; AND FURTHER, DIRECTING THE CITY
ADMINISTRATION TO ENSURE THAT: 1.) DYNAMIC INTEGRATED
SECURITY, INC. ("DYNAMIC") PROVIDES ENHANCED OVERSIGHT OF THE
SECURITY GUARDS ASSIGNED TO THE BISCAYNE POINT SECURITY
POST; 2.) A FUNCTIONING TELEPHONE IS AVAILABLE IN THE
GUARDHOUSE, AT ALL TIMES, FOR USE BY ANY DYNAMIC SECURITY
PERSONNEL ASSIGNED TO BISCAYNE POINT; 3.) BISCAYNE POINT
SECURITY POST ORDERS ARE STRICTLY ADHERED TO BY ALL DYNAMIC
SECURITY PERSONNEL; AND 4.) APPROPRIATE ACTION IS TAKEN IN
RESPONSE TO ANY VIOLATION(S) OF THE BISCAYNE POINT SECURITY
POST ORDERS.
WHEREAS, the Biscayne Point community utilizes a guardhouse and controlled access
point to enhance neighborhood safety and security; and
WHEREAS, the City of Miami Beach ("City") contracts with Dynamic Integrated Security,
Inc. ("Dynamic") to provide certain security services for the City, including guardhouse staffing
and related security services for Biscayne Point; and
WHEREAS, the City prepares and provides Security Post Orders governing the
procedures and responsibilities of all Dynamic security personnel, including the Dynamic security
officers assigned to the Biscayne Point guardhouse; and
WHEREAS, clear and consistent access control procedures are necessary to ensure
operational effectiveness, accountability, and the safety of Biscayne Point residents and visitors;
and
WHEREAS, maintaining the guardhouse gate arm in the down position unless a vehicle
is actively entering the community is a fundamental access control measure that promotes orderly
ingress and deters misconduct; and
WHEREAS, requiring security personnel to record the alphanumeric license plate
identifier of each entering vehicle prior to raising the gate arm provides an additional layer of
accountability and deterrence; and
WHEREAS, the City Administration shall ensure that Dynamic provides enhanced
oversight and supervision of the security personnel assigned to the Biscayne Point guardhouse
to ensure full compliance with all applicable Security Post Orders; and
WHEREAS, the Mayor and City Commission also desire for the City Administration to
ensure that a functioning telephone is maintained and available at the Biscayne Point guardhouse
for use by all assigned Dynamic security personnel in the performance of their duties; and
WHEREAS, the Mayor and City Commission further desire for the City Administration to
ensure that the Biscayne Point Security Post Orders are strictly adhered to, and to take any and
all appropriate action in response to any violation(s) thereof; and
WHEREAS, the Mayor and City Commission desire to ensure that these critical
procedures are expressly included and consistently enforced in the Security Post Orders
applicable to the Biscayne Point community and appropriately overseen by the City
Administration., as applicable.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby direct the City
Administration to amend the Security Post Orders for the Biscayne Point community to require
that, in addition to the current Post Orders, the guardhouse gate arm remains down at all times
except when a vehicle is entering, and to require that all assigned security personnel record the
alphanumeric license plate of every vehicle entering the community prior to raising the gate arm;
and further, directing the City Administration to ensure that: 1.) Dynamic Integrated Security, Inc.
("Dynamic") provides enhanced oversight of the security guards assigned to the Biscayne Point
security post; 2.) a functioning telephone is available in the guardhouse, at all times, for use by
any Dynamic security personnel assigned to Biscayne Point; 3.) Biscayne Point Security Post
Orders are strictly adhered to by all Dynamic security personnel; and 4.) appropriate action is
taken in response to any violation(s) of the Biscayne Point Security Post Orders.
