A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING,
PURSUANT TO MIAMI BEACH RESILIENCY CODE SECTION
6.2.10.A.1, A REQUEST BY GYMAGE RESTAURANT, INC.
("GYMAGE") FOR TWO NON-COMMERCIAL, NON-
ELECTRONIC ARTISTIC GRAPHICS ALONG THE LINCOLN
ROAD AND WASHINGTON AVENUE PORTIONS OF THE GYM
AND WELLNESS FACILITY LOCATED AT 1651 WASHINGTON
AVENUE, WHICH GRAPHICS EXCEED 100 SQUARE FEET IN
SIZE, FOLLOWING APPROVAL OF A CERTIFICATE OF
APPROPRIATENESS BY THE HISTORIC PRESERVATION
BOARD ON DECEMBER 16, 2025 PURSUANT TO ITS ORDER
FOR FILE NO. HPB25-0675; SAID CITY COMMISSION
APPROVAL BEING SUBJECT TO ALL CONDITIONS IMPOSED
BY THE HISTORIC PRESERVATION BOARD ORDER FOR FILE
NO. HPB25-0675.
WHEREAS, Gymage Restaurant, Inc., (the "Applicant") is a tenant of the property
located at 1651 Washington Avenue (the "Property") in Miami Beach, and is requesting
approval to allow the installation of two non-commercial, non -electronic artistic graphics
located along the Lincoln Road and Washington Avenue portions of the "Gymage
Restaurant, Inc." gym and wellness facility on the Property; and
WHEREAS, on December 16, 2025, the Historic Preservation Board ("HPB"),
pursuant to File No. HPB25-0675, reviewed and approved a request for a Certificate of
Appropriateness for the subject artistic graphics submitted by the Applicant, based on a
finding that the artistic graphics satisfied the Certificate of Appropriateness Review
Criteria in the Resiliency Code; and
WHEREAS, the artistic graphics are, respectively, works of art depicting: (1) a
calming atmosphere of ocean soundscape music; and (2) an artwork inspired by
Colombian musician Montoya; and
WHEREAS, the artistic graphics are a non-commercial, non -electronic artistic
graphics, each to cover total wall areas of approximately 450 square feet, as depicted in
Exhibit "A" to this Resolution; and
WHEREAS, pursuant to Section 6.2.10.a.1 of the City's Resiliency Code, following
approval of a Certificate of Appropriateness by the HPB, any artistic graphic that exceeds
an aggregate area of 100 square feet requires final approval by Resolution of the City
Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve, pursuant to Section 6.2.10.a.1 of the Miami Beach
Resiliency Code, a request by Gymage Restaurant, Inc. ("Gymage") for two non-
commercial, non -electronic artistic graphics located along the Lincoln Road and
Washington Avenue portions of the gym and wellness facility located at 1651 Washington
Avenue, which graphics exceed 100 square feet in size, following approval of a Certificate
of Appropriateness by the Historic Preservation Board pursuant to its Order for File No.;
HPB25-0675; said City Commission approval being subject to all applicable conditions
imposed by the Historic Preservation Board Order for File No. HPB25-0675.
PASSED and ADOPTED this 22"d day of April 2026.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission (City Commission) adopt
the attached Resolution.
BACKGROUND/HISTORY
Gymage Restaurant, Inc. is a tenant in the building located at 1651 Washington Avenue, and is
requesting approval to allow the installation of two non-commercial, non -electronic artistic
graphics located at the rooftop level. On December 16111, 2025, the Historic Preservation Board
(HPB) reviewed and approved the artistic super graphic for the property (see attached Exhibit A).
The approval of the HPB is subject to the following conditions:
1. Prior to the issuance of any permit for the installation of the mural, review and approval of the
City Commission, in accordance with the applicant requirements of Chapter 6 of the Land
Development Regulations of the City Code (LDRs), shall be required.
2. The final details of the mural shall be submitted, in a manner to be approved by staff consistent
with the Certificate of Appropriateness Criteria and/or the directions from the Board.
3. The mural shall not contain any signage or advertising, subject to the review and approval of
staff.
ANALYSIS
Pursuant to Sec. 6.2.10(B) of the LDRs, pertaining to non-commercial exterior graphics and
images, the maximum aggregate size of any mural, graphic or image shall not exceed 100
square feet, unless otherwise approved by and adopted by a majority vote of the City

Commission by Resolution. The proposed graphic exceeds 100 square feet in aggregate size
and is subject to approval by the City Commission.
The subject building was constructed in 1951 and is located within the Flamingo Park Local
Historic District. The applicant is proposing the introduction of a non-commercial, non -electronic
artistic graphic on rooftop surfaces oriented towards the interior dining areas of a rooftop
restaurant. Substantial landscaping and screening elements will effectively obscure the murals
from any right-of-way views.
The Administration is supportive of the proposed artistic graphic as it will enhance this portion of
Washington Avenue and Lincoln Road and conceal mechanical equipment at the rooftop level.

CONCLUSION
The Administration recommends that the City Commission adopt the attached Resolution
approving, pursuant to Section 6.2.10(8) of the LDRs, a request by Gymage Restaurant, Inc., for
a noncommercial, non -electronic artistic graphic along the Washington Avenue and Lincoln Road
portions of the roof at 1651 Washington Avenue.

Road and Washington Avenue portions of the "Gymage Restaurant, Inc." gym and wellness
facility on the Property, with an area of approximately 450 square feet. The approval herein is
subject to all applicable conditions imposed by the Historic Preservation Board in the Order for
File No. HPB25-0675.
