The AdministraUon reeommends thai whiie the FERC evaluates the $5,000 sponsorship, it alsa
carefulty considers several crifical factors that wil signflcantly impact the General Fund budget:
1. The Cammission's December 17, 2025 Resolution: The Commission has directed the
Administration to prepare the FY 2027 budget based on the projected rolled-back mitlage
rate, This directive may necessitate eacpendture reductons af up to $25 mIlion from the
current service-leuel budget befare any consderation of enhancements.
2. Escalating Capita{ Needs: The City eontinues to face an increasingly untunded Capita!
Improvement Program. placng additianal pressure on long-term financial sustainability.
3. State-Leve{ Tax Policy Risks: The State is contemplatng measures to efiminate ar
signicantly reduce pro{erty taxes. Given that 62°tof the General Fund revenue is derived
from property taxes, this poses a substantial risk to the City's fiscal stability.
These considerativns are essential to ensure that dec►sions regarding the sponsarship ahgn with
ihe City's boader lang-term financial stability and strategic priorities. If Ihe Commission
recommends funding the REEFLINE Earth Week Miami activation. the Administration
recammends that any future sponsorship be considered as part af the FY 2027 budget process.
