HomeMy WebLinkAboutResolution 2026-34237RESOLUTION NO. 2026-34237 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO PRESENT TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, AT ITS MAY 13, 2026 MEETING, A READY -TO -IMPLEMENT PLAN TO REFORM RESIDENTIAL TOWING PRACTICES; SAID PLAN TO INCLUDE: (1) ENDING RESIDENT TOWS ON PUBLIC PROPERTY, EXCEPT IN INSTANCES INVOLVING VEHICLES PARKED NEXT TO FIRE HYDRANTS, IN HANDICAP PARKING SPACES, AND IN DESIGNATED FREIGHT LOADING ZONES; AND (2) ENHANCING ENFORCEMENT IN RESIDENTIAL ZONES AND FREIGHT LOADING ZONES TO ENSURE COMPLIANCE AND REDUCE ILLEGAL PARKING. WHEREAS, the City Commission seeks to improve the fairness, transparency, and consistency of towing practices affecting residents; and WHEREAS, the City Commission recognizes that towing practices should prioritize public safety while minimizing unnecessary hardships on residents, particularly in dense urban neighborhoods where parking options are limited; and WHEREAS, the City seeks to balance resident quality of life with the operational requirements of public safety agencies and commercial loading activities; and WHEREAS, reducing unnecessary or avoidable residential tows on public property is a quality -of -life priority, while still preserving towing authority where essential for public safety, including violations involving fire hydrants, handicap -designated spaces, and freight loading zones; and WHEREAS, illegal parking in residential zones and freight loading zones contributes to congestion, public safety hazards, and neighborhood quality -of -life impacts; and WHEREAS, enhanced enforcement strategies in these zones can improve compliance and reduce conflicts between residents, visitors, and commercial operators. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to present to the Public Safety and Neighborhood Quality of Life Committee, at its May 13, 2026 meeting, a ready -to -implement plan to reform residential towing practices; said plan to include: (1) ending resident tows on public property, except in instances involving vehicles parked next to fire hydrants, in handicap parking spaces, and in designated freight loading zones; and (2) enhancing enforcement in residential zones and freight loading zones to ensure compliance and reduce illegal parking.
