A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ)
NO. 2025-445-DF FOR PROFESSIONAL ARCHITECTURAL AND
ENGINEERING SERVICES IN SPECIALIZED CATEGORIES ON AN AS -
NEEDED BASIS; AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE ARCHITECTURAL AND ENGINEERING FIRMS
LISTED IN EXHIBIT A ATTACHED TO THE CITY COMMISSION
MEMORANDUM ACCOMPANYING THIS RESOLUTION (THE "FIRMS") FOR

WHEREAS, on July 23, 2025, the Mayor and City Commission approved the issuance of
Request for Qualifications (RFQ) No. 2025-445-DF (the "RFQ") for Professional Architectural
and Engineering Services in Specialized Categories on an As -Needed Basis; and
WHEREAS, the RFQ was released on July 24, 2025; and
WHEREAS, a voluntary pre -proposal meeting was held on August 7, 2025; and
WHEREAS, on November 7, 2025, the City received two hundred fifty-eight (258)
proposals from ninety-seven (97) firms; and
WHEREAS, on February 20, 2026, during a responsiveness check of meeting the RFQ's
minimum requirements, Paleowest, LLC advised that it did not carry any of the required
licensure stated in the RFQ and asked to be withdrawn from consideration; and
WHEREAS, on April 3, 2026, the City Manager appointed the Evaluation Committee
("Committee") via Letter to Commission (LTC) #142-2026, which established multiple evaluation
committees, by discipline, to facilitate the review of the 257 proposals received; and
WHEREAS, the Committee for the various disciplines consisted of the following
individuals:

process, the City Manager recommends that the Administration be authorized to enter into

Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications (RFQ) No. 2025-445-DF for professional architectural and engineering services in
specialized categories on an as -needed basis; authorize the Administration to enter into
negotiations with the architectural and engineering firms listed in Exhibit A attached to the City
Commission Memorandum accompanying this Resolution (the "Firms") for the following
disciplines: Architecture — General, Architecture — Landscape, Architecture — Planning and
Urban Design, Architecture — Town Planning, Architecture — Historic Preservation; Engineering
— General Environmental Services, Engineering — Mechanical, Electrical and Plumbing,

RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission") approve the Resolution.
This solicitation is under the Cone of Silence.
BACKGROUND/HISTORY
Section 287.055, of the Florida Statutes outlines the process by which agencies in the state may
utilize contracts with architects and engineers on a continuing basis. Maintaining continuing
contracts with architects and engineers' helps to expedite the award of a project when the
construction cost of each individual project does not exceed $7.5 million, or a study activity if the
fee for professional services for each study does not exceed $500,000, or as amended.
In accordance with the state law, the City maintains agreements for professional architectural and
engineering services in specialized categories to be utilized on an "as -needed -basis." The City
currently has 67 agreements with consultants for various architectural and engineering
specialized categories, pursuant to RFQ 2020-096-ND, which are set to expire on June 13, 2026,
with no additional renewal terms available.

In order to consider a replacement agreement(s), the Administration developed RFQ 2025-423-
DF for Professional Architectural and Engineering Services in Specialized Categories on an "As -
Needed" Basis.
Through the RFQ, the Administration will establish a prequalified pool of architectural and
engineering firms in accordance with the requirements of the State of Florida, Consultant's
Competitive Negotiation Act (CCNA), including professional qualifications in the following
specialized areas: Architecture — General; Architecture — Landscape; Architecture — Planning and
Urban Design; Architecture — Town Planning; Architecture — Historic Preservation; Engineering —
General Environmental Services; Engineering — Mechanical, Electrical & Plumbing; Engineering
— Electrical; Engineering — Plumbing; Engineering — Mechanical; Engineering — Structural;
Engineering — Civil; Engineering — Geotechnical; Engineering — Coastal; Engineering —
Contamination Assessment, Remediation, and Reporting; Engineering — Stormwater;
Engineering — Security and Safety; Interior Design / Space Planning; LEED Commissioning;
Surveying and Mapping; and Construction Engineering Inspection (CEI) Services.
Pre -qualifying firms before the work is identified streamlines the process of deploying a firm once
the need arises. When professional services are required, a proposed project will be analyzed in
terms of the predominant professional specialty required, and a firm will be selected from the
appropriate specialization list. The described process used by the City is typical of how most
cities across the state engage architectural and engineering consulting services in accordance
with statutory requirements.
ANALYSIS
On July 23, 2025, the City Commission authorized the issuance of Request for Qualifications
(RFQ) No. 2025-445-DF, for Professional Architectural and Engineering Services in Specialized
Categories on an "As -Needed" Basis. On July 24, 2025, the RFQ was issued. A voluntary pre -
proposal conference was held on August 7, 2025, to provide information to proposers submitting
a response. Seven (7) addenda were issued, and 459 prospective bidders accessed the
advertised solicitation. RFQ responses were due and received on November 7, 2025. The City
received a total of 258 proposals from the following 97 firms:

The Committees were provided an overview of the project, information relative to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committees were also provided
with general information on the scope of services and a copy of each proposal. The Committees
were instructed to score and rank each proposal pursuant to the evaluation criteria established in
the RFQ. The Evaluation Committee process resulted in the ranking of proposers as indicated in
Exhibit B. A summary of each top -ranked firm is available upon request.
Staff from each of the departments that most use the contracts for each discipline recommended
the number of proposers that should be awarded in each category based on the rankings and
expected usage, as indicated in Exhibit A.
FISCAL IMPACT STATEMENT
The cost of the related services, determined upon successful negotiations, are subject to funds
availability approved through the City's budgeting process. The estimated annual expenditure for
these contracts is approximately $3.6 million. The budget for these services is allocated from
projects that the City will require in the future, as needed. All funds are contingent upon funding
availability within the project and/or approval during a future budget process.

CONCLUSION
Based on the foregoing, it is recommended that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with the architectural and
engineering firms listed in Exhibit A attached hereto for the disciplines of Architecture — General;
Architecture — Landscape; Architecture — Planning and Urban Design; Architecture — Town
Planning; Architecture — Historic Preservation; Engineering — General Environmental Services;
Engineering — Mechanical, Electrical & Plumbing; Engineering — Electrical; Engineering —
Plumbing; Engineering — Mechanical; Engineering — Structural; Engineering — Civil; Engineering
