A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) U.S. DEPARTMENT OF JUSTICE (DOJ),
FY25 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
PROGRAM, IN THE APPROXIMATE AMOUNT OF $75,000; 2) KNIGHT
FOUNDATION, KNIGHT CITIES CHALLENGE, IN THE APPROXIMATE
AMOUNT OF $200,000; AND 3) VOLUNTEER FLORIDA, COMMUNITY
EMERGENCY RESPONSE TEAM (CERT)/CITIZEN CORPS (CC) PROGRAM,
IN THE APPROXIMATE AMOUNT OF $10,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $75,000 from the U.S. Department of Justice (DOJ), FY25 Edward Byrne
Memorial Justice Assistance Grant (JAG) Program, the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $200,000 from the Knight Foundation, Knight Cities Challenge, the details
of which are set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $10,000 from Volunteer Florida, Community Emergency Response Team
(CERT)/Citizens Corps (CC) Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) U.S. Department of Justice
(DOJ), FY25 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, in the
approximate amount of $75,000; 2) Knight Foundation, Knight Cities Challenge, in the
approximate amount of $200,000; and 3 Volunteer Florida, Community Emergency Response
Team (CERT)/Citizens Corps (CC) Program, in the approximate amount of $10,000.

RECOMMENDATION
Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1 U.S. Department of Justice (DOJ) FY25 Edward Byrne Memorial Justice Assistance Grant
(JAG) Program in the approximate amount of $75 000 for police protective equipment.
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides formula funding
to states, territories, and local governments to support law enforcement, crime prevention, and
the criminal justice system. Recent priorities include addressing violent crime, supporting victims,
managing opioid crises, and securing houses of worship.
The City administration is applying for a grant in the approximate amount of $75,000 for police
protective equipment. The grant will fund five (5) ballistic shields and forty (40) medical kits to be
used by police officers when necessary. No matching funds are required.
2 Knight Foundation Knight Cities Challenge in the approximate amount of $200 000 for STEAM
Plus.
Knight Foundation democratizes access to grantmaking to unlock the best and brightest
ideas. The Knight Cities Challenge is an open call inviting individuals and organizations to submit
new creative ideas for projects that can spark change and leave a lasting local impact.

The City Administration is applying for a grant in the approximate amount of $200,000 to expand
its STEAM Plus program. Grant funding would allow the City to partner with additional cultural
organizations across Miami -Dade County with unique cultural offerings for Miami Beach schools.
No matching funds are required.
3 Volunteer Florida Community Emergency Response Team (CERT)/Citizens Corps (CC)
Program in the approximate amount of $10 000 for the CERT Program.
Volunteer Florida is awarding $100,000 in grant awards this cycle. Award funds can be used
towards supporting a CERT program and/or a Citizens Corps program.
The City Administration is applying for a grant in the approximate amount of $10,000 to continue
its CERT Program. The Miami Beach Fire Department Division of Emergency Management offers
a CERT training program that teaches basic disaster response skills to volunteer citizens so they
can deliver immediate assistance to those impacted by an emergency, prior to the arrival of
professional responders. Volunteer Florida has supported its operation for several years. No
matching funds are required.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.
