A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE FAVORABLE
RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD
QUALITY OF LIFE COMMITTEE AT ITS APRIL 15, 2026 MEETING AND
DIRECTING THE CITY ADMINISTRATION TO DEVELOP AN OFFICIAL CITY OF
MIAMI BEACH MASCOT BASED ON INPUT FROM YOUTH PARTICIPANTS OF
PARKS AND RECREATION DEPARTMENT PROGRAMS.
WHEREAS, the Mayor and City Commission seek to support public engagement,
enhance civic pride, promote tourism, and strengthen the City of Miami Beach's ("City")
educational and outreach initiatives; and
WHEREAS, on April 15, 2026, the Public Safety and Neighborhood Quality of Life
Committee ("PSNQLC") discussed creating an official City of Miami Beach mascot and
unanimously transmitted the item to the Mayor and City Commission with a favorable
recommendation that the City Administration develop a functional and inclusive official mascot
based on input from youth participants in Parks and Recreation Department programs; and
WHEREAS, participant engagement is expected to begin in fall 2026, the design and
fabrication of mascot materials in winter 2026, and the launch of the mascot in summer 2027 as
part of the City's summer camp programming, supported by a comprehensive communications
campaign.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept
the favorable recommendation of the Public Safety and Neighborhood Quality of Life Committee
at its April 15, 2026 meeting and direct the City Administration to develop an official City of Miami
Beach mascot based on input from youth participants of Parks and Recreation Department
programs.

RECOMMENDATION
This memorandum provides a resolution accepting a favorable recommendation from the Public
Safety and Neighborhood Quality of Life Committee (PSNQLC) to adopt an official City of Miami
Beach mascot. The item was heard during the April 15, 2026 PSNQLC meeting and sent to
Commission with a favorable recommendation by acclimation for Marketing and Communications
to collaborate with Parks, Facilities, Fleet & Beaches on creating a mascot, incorporating input
from Parks program participants.
BACKGROUND/HISTORY
The City of Miami Beach has periodically explored the concept of creating a mascot to support
public engagement, enhance civic pride and elevate educational outreach initiatives.
A mascot concept may be suited for specific operational or thematic areas, particularly in Parks
and Recreation, given its alignment with youth programming, outdoor events and family -centric
community engagement.
ANALYSIS
The Office of Marketing & Communications in collaboration with Parks, Facilities, Fleet &
Beaches, will develop a City of Miami Beach mascot to enhance engagement across
Parks programs. The initiative includes input from Park youth program participants, creative
concept development, operational planning and coordination across both departments to ensure
the mascot is functional, inclusive and representative of community identity.
The project timeline could begin in the fall 2026 with engagement of Park youth program
attendees and by the winter of 2026, design phases followed by costume fabrication. The mascot
will officially launch in Summer 2027 during summer camp programming, supported by a
communications rollout.
FISCAL IMPACT STATEMENT

A preliminary outreach to several mascot production companies shows that a traditional mascot
typically costs between $10,000 and $25,000 per unit, depending on materials and design
complexity. A firm price cannot be confirmed until a final design is selected. This estimate
excludes shipping, which varies by vendor, manufacturing location and costume weight.
Additional ongoing expenses include cleaning, repairs and potentially staffing someone to wear
the costume. Maintenance costs also depend on the costume's construction and colors, as lighter
colors show wear more quickly.
The administration recommends considering this project as part of the 2027 budget process.

Staff recommends that City Commission proceed with a resolution accepting a favorable
recommendation regarding the adoption of an official City of Miami Beach mascot. Following the
City Commission resolution, staff will proceed with next steps, which include conceptual
development and community input.

RECOMMENDATION
This memorandum provides a recommendation for committee discussion and direction regarding
the adoption of an official City of Miami Beach mascot. This item was officially referred to
PSNQL during the February 5, 2026 Commission Meeting after -action process.

The City of Miami Beach has periodically explored the concept of creating a mascot to support
public engagement, enhance civic pride and elevate educational outreach initiatives.
A mascot concept may be suited for specific operational or thematic areas, particularly Parks and
Recreation, given its alignment with youth programming, outdoor events and family -centric
community engagement.
ANALYSIS
A City of Miami Beach mascot could offer benefits such as community engagement. Mascots tend
to be effective at capturing attention and generating excitement, especially in settings such as
festivals and youth programs. Mascots used by other agencies, such as Miami -Dade County's
D-Rop character, are used to convey information in a friendly, memorable manner to younger
audiences during career day like Take Your Child to Work Day.
Pros and cons gathered from outreach specialists with experience managing mascots emphasize
strong engagement potential while also noting operational considerations, such as heat, required
staffing and maintenance, and costs.
