A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, AT
ITS APRIL 15, 2026 MEETING, AND DIRECTING THE ADMINISTRATION TO
ESTABLISH A SIX-MONTH FARMERS MARKET PILOT PROGRAM AT NORTH
BEACH OCEANSIDE PARK; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A CONCESSION AGREEMENT WITH CHEF
TODD ENGLISH FOR THE PILOT PROGRAM, WITH ALL RENTAL AND
SPECIAL EVENT PERMIT FEES WAIVED; AND FURTHER, IF THE PILOT
PROGRAM IS SUCCESSFUL, THE CITY COMMISSION MAY WAIVE
COMPETITIVE BIDDING AND APPROVE A NEW CONCESSION AGREEMENT
WITH CHEF TODD ENGLISH FOR THE CONTINUED MANAGEMENT AND
OPERATION OF THE FARMERS MARKET.
WHEREAS, at the December 17, 2025 City Commission meeting, at the request of
Commissioner Tanya K. Bhatt, the Mayor and City Commission referred an item to the Public
Safety and Neighborhood Quality of Life Committee (PSNQLC) to discuss establishing a Farmers
Market Program at North Beach Oceanside Park; and
WHEREAS, North Beach Oceanside Park, located between 78th Street and 87th Street,
is one of the City's largest parks and features trails, fitness stations, barbecue pavilions, and play
areas that draw consistent foot traffic from residents and visitors; and
WHEREAS, activating this major public space with a farmers market would support
community wellbeing, enhance neighborhood engagement, promote local businesses, and
strengthen public safety through positive programming; and
WHEREAS, at its April 15, 2026 meeting, the Public Safety and Neighborhood Quality of
Life Committee ("PSNQLC") discussed the item and provided a favorable recommendation by
acclamation to establish a Farmers Market Pilot Program at North Beach Oceanside Park; and
WHEREAS, following the Blue Zones initiative readout in June, Commissioner Bhatt met
with renowned chef and Miami Beach resident Todd English, beginning a collaborative process
to develop a world -class `City of Miami Beach Farmers Market curated by Chef Todd English'; and
WHEREAS, the concept envisions a vibrant market offering locally sourced produce,
meats, cheeses, and artisanal goods, along with live culinary demonstrations, farm -to -table food
opportunities prepared on -site, and engaging entertainment to foster community connection; and
WHEREAS, the Administration proposes locating the Farmers Market at North Beach
Oceanside Park between 84th and 86th Streets every other Sunday, beginning with a soft
launch in Summer 2026, complementing normal park operations and enhancing beach and park
visitor experiences; and
WHEREAS, the Administration recommends negotiating an agreement with Chef Todd
English and his team to operate a six-month pilot program, with all rental and special event permit
fees waived; and
WHEREAS, Chef Todd English may also form a corporate entity, authorized to do
business in Florida, as the contracting entity for the agreement; and
WHEREAS, should the pilot program be successful, the City Commission may, pursuant
to a waiver, by a 5/71h vote, of the formal competitive bidding requirement as permitted in Section
2-367(e) of the City Code, approve a permanent bimonthly farmers market at the same location,
including the continued waiver of rental and special event permit fees; and
WHEREAS, the item aligns with the City's broader wellness and sustainability goals and
complements similar efforts being pursued in partnership with the Carillon team to expand access
to healthy food options citywide.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby accept the recommendation of the Public Safety and Neighborhood Quality of Life
Committee, at its April 15, 2026 meeting, and direct the Administration to establish a six-month
farmers market pilot program at North Beach Oceanside Park; authorize the City Manager to
negotiate and execute a Concession Agreement with Chef Todd English for the pilot program,
with all rental and special event permit fees waived; and further, if the pilot program is successful,
the City Commission may waive competitive bidding and approve a new Concession Agreement
with Chef Todd English for the continued management and operation of the farmers market.

RECOMMENDATION
Accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee, at
its April 15, 2026 meeting, and directing Administration to establish a farmer's market pilot
program at North Beach Oceanside Park and to negotiate an agreement with Chef Todd English
and his team for a six-month pilot with all rental and special event permit fees waived, and further
authorizing the City Manager to approve a permanent farmer's market along with the waiver of
any fees associated with the rental and special event permit of the space, should the pilot program
be successful.
BACKGROUND/HISTORY
At the December 17, 2025, City Commission meeting, at the request of Commissioner Tanya K.
Bhatt, the Mayor and City Commission referred a discussion item to the Public Safety and
Neighborhood Quality of Life Committee, to discuss a Farmer's Market Program at North Beach
Oceanside Park. (Exhibit A).
As outlined in the referral memo, North Beach Oceanside Park located in North Beach, between
78th street and 87th street is one of the largest parks in Miami Beach, the park offers a large
variety of recreational activities for residents and visitors. It is equipped with trails, fitness stations,
barbecue pavilions, and play areas, which draw a steady flow of foot traffic from residents and
visitors.
As the City continues to explore opportunities to activate public spaces and promote community
wellbeing, activating this park with a farmer's market could boost neighborhood engagement,
support local businesses, and enhance public safety through positive activations of public space.
At the April 15, 2026 Public Safety and Neighborhood Quality of Life Committee, the item was
discussed and received a favorable recommendation by acclimation to establish the farmer's

ANALYSIS
After the Blue Zones readout in June, Commissioner Bhatt met with renowned celebrity chef and
Miami Beach resident Todd English, planting the seeds of what could become a world class
farmer's market in the City of Miami Beach. Over the course of 2025, City staff and the
Commissioner's Office have been collaborating with Chef English and his team to develop a
shared vision for the "City of Miami Beach Farmer's Market curated by Chef Todd English".
This concept envisions a vibrant, world -class destination that celebrates sustainability, health,
and culinary excellence. The proposed market would feature fresh, locally sourced produce,
meats, cheeses, and artisanal goods, complemented by interactive culinary experiences such as
live cooking demonstrations, farm -to -table opportunities where guests can purchase and enjoy
food prepared on -site, and engaging live entertainment that fosters a sense of community.
Similarly, while not an Oceanside Park -specific initiative, Commissioner Bhatt and staff have also
been in discussions with the Carillon team, who are actively pursuing a monthly market at their
property, to explore collaborative opportunities that support the City's broader goal of expanding
access to sustainable and healthy food options. This initiative aligns closely with the City's Blue
Zones -inspired efforts to promote well-being and healthy living for residents and visitors alike.
The Administration is proposing the Farmer's Market to be held at North Beach Oceanside Park
between 84th and 86th Streets on every other Sunday beginning with a soft launch in the summer
of 2026. The market will not interfere with normal park operations, but rather will enhance not only
the park visitor experience, but the experience of those visiting our famous beaches as well.
An agreement will be negotiated with Chef Todd English and his team for a six-month pilot with
all rental and special event permit fees waived. Upon the execution of a successful pilot program,
the City Manager will have the authority to approve a permanent monthly market, along with the
waiver of any fees associated with the rental and the special event permit of the space, if desired.

Quality of Life Committee to discuss the feasibility of launching a farmers' market pilot program in
North Beach Oceanside Park.
The North Beach Oceanside Park is a park located in North Beach, between 78t' street and 871n
street. As one of the biggest parks in Miami Beach, the park offers a large variety of recreational
activities for residents and visitors. It is equipped with trails, fitness stations, barbecue pavilions,
and play areas, which draw a steady flow of foot traffic from residents and visitors.
As the City continues to explore opportunities to activate underutilized public spaces and promote
community wellbeing, activating this park with a farmers' market could boost neighborhood
engagement, support local businesses, and enhance public safety through positive activations of
public space.

I would urge this committee to move this item back to the City Commission with a favorable
recommendation to direct the Administration to negotiate an agreement with Chef English and his
team.
